1. Introductions
Michaela Howell welcomed everyone to the meeting, and thanked them for their
attendance. She also thanked Canterbury Children’s Centre for hosting the
meeting.

2. Minutes of Meeting
The minutes of the previous meeting were accepted as a true and accurate record,
apart from the following amendments:
- 5.5; the JSNA is being specifically developed for Central and Eastern European
Communities.
- 5.5; Cathy Presto had expressed the need to speak to housing when looking at
the needs of migrant communities.
3. Matters Arising
3.1 Communications Strategy
Gill Thornton explained that the Communications strategy had been circulated
around the Partnership and she welcomed any comments. She explained that the
strategy would be fully implemented once the Communications and Events Officer
had been recruited.
3.2 Safeguarding re. Migrant Communities
Gill Thornton explained that Julie Jenkins had a multi-agency set-up a task and
finish group and that Jo Howes had attended the first meeting. This has allowed
BSB to see where we can link in to the districts’ policies, and that we can help
within the Joint Training Programme and Community Engagement, as well as
building protocols into the commissioning structures. She also explained that she
has a meeting planned with Incommunities, where housing issues can be discussed.
Cathy Presto asked whether we had contacted the enforcement team.
BSB’s role is to feed into policy making through partnership working, rather than
tackling the problem ourselves.
3.3 Early Years Test
Gill Thornton explained that this is something that we are still looking into, and
having conversations with the relevant people. BSB are going to Blackpool so will
be able to some more clarity at this event. At this event they would also like to
invite members of the Community Partnership to attend.
Rosie McEachan asked if the Innovation Hub would be able to input into Bradford’s
event in March.
This could be something that can be looked into as part of Bradford’s theme.
ACTION: Katie Swinden to circulate dates of Bradford’s learning days in March.
3.4 National Literacy Trust
Gill Thornton explained that she had met with both the National Literacy Trust and
the Family Learning Team. There is some collaboration needed between both these
teams. The National Literacy Trust would like to pilot in BSB, and are looking at
some specific Dads projects.

3.5 Learning Points from the Newcastle Induction Event
The Learning Points from the induction event have been circulated before the
meeting. In this report there is also the feedback BSB have received from their
application. Bradford still needs to work on the outcomes part of the application,
we have received an outcomes table from Southend, which we can use as a
template.
The Social Research Unit will assist us with service design and a data dash board.
There will be training on each of these in October.
Rosie McEachan explained that the theme leads of the innovation hub are looking
at which outcomes they would like to measure for each intervention.
ACTION: BSB team to put feedback on the Bradford Trident Website
Michaela Howell explained that Bradford would like the Partnership agreement to
be signed by the end of 2014 as the BSB programme is due to start on 1st January
2015. She welcomed comments on the report.
Rosie McEachan explained that she and Kate Pickett were due to organise a
meeting with themselves and the Warwick Consortium.
Michaela Howell advised that they are due to come to Bradford so could potentially
meet with them then.
Shirley Brierley explained that she had made contacts with the Public Health leads
in Lambeth and Southend and was due to contact them in order to learn from their
GP engagement. BSB are also due to meet with the Council of Members, and an
example of how GPs have fully engaged with Better Start may be useful.
3.6 Governance and Commissioning Sub-Groups
The Governance Sub-Group is due to meet on 9th September
The Commissioning Sub-Group is yet to set a date.
ACTION: Commissioning sub-group to set a date in September.
4. Updates
4.1 Finance
Michaela Howell explained that the development finance report was similar to the
July report, but there needed to be some adjusting to meet the potential overspend. We are in the process of applying for the next funding which will be from
October-December, this will be an advance from the main grant. The advance will
be to set-up the office and new BSB team and set-up of the innovation hub.
Michaela Howell suggested that in order to address the potential over-spend, the
recruitment costs of the new team and the mapping of green spaces be taken out
of the development phase and put into the advance.
This was agreed.

4.2 Development Projects
Gill Thornton explained that the Nice to Meet You Events were going well and that
the team are building up a database of parents. The team have spoken to parents
about the programme and what it means for those with under 3s, as well as the
volunteering opportunities.
BSB is holding a seminar from Susie Orbach and Holli Rubin on how pregnancy
affects women’s body image and self-esteem. There will be one big training event
for the community and practitioners and then a smaller session for senior
managers looking at a pilot of her training in Bradford.
4.3 Staffing
Michaela Howell explained that the team is currently the Programme Manager,
Child Health Specialist and Administrator.
Unfortunately a finance officer was not shortlisted and we are now going through a
recruitment agency.
The monitoring officer interviews are later this week.
A preferred candidate has been recruited for the Early Years Specialist.
The Part time posts will be recruited in September followed by the Community and
Family Engagement Workers. We would like to recruit with a member of the
partnership if possible.
ACTION: BSB team to put future job opportunities on the Bradford Trident
Website.
5. Cost Benefit Analysis Report
Gill Thornton explained that the London School of Economics (LSE) were developing
a cost-benefit tool, but BSB had commissioned a report which suggested we go
further than this tool.
Gill Thornton suggested that this be discussed more in depth at the commissioning
sub-group meeting as this will need to be written in to the commissioning
framework.
This was agreed.
The LSE would like to have a small task group to work with on this.
Gill Thornton asked for any volunteers, Rosie McEachan expressed that a member
of the Innovation Hub be involved in this. The LSE will be setting up training.
ACTION: Anyone interested in this tool to contact the BSB team.
Shirley Brierley expressed the importance of this tool for persuasion of systems
change.

6. Baby Buddy App
Michaela Howell introduced Helen Hunter who presented on the Baby Buddy App
developed by Best Beginnings, which BSB have invested in.
See attached slides.
Helen Hunter explained that there were videos of the focus group involved in the
App development on the Best Beginnings website and explained that they are keen
to do some videos for the app in Bradford.
Shirley Brierley suggested that the Healthy Start Vitamins would be a good subject
as they are a universal offer in Bradford.
Helen Hunter explained that Bradford could put on specific geographical
information such as nearest children’s centres, play and stay groups, baby clinics
etc into the app. She also explained that any new ideas about the app could be put
forward as options for version 2 of the app.
She then opened up to questions from the Partnership:
Michaela Howell asked how the geographical information is kept up to date.
Bradford can submit all relevant information and Best Beginnings can continue to
update the app as long as they have funding for their information officer.
Julie Appleyard asked if it could be linked into news items that may be relevant to
pregnant women and new mums.
All content must be approved by the expert group behind the app that approve all
content, however they meet regularly so it can be responsive.
Rosie McEachan asked how the app is being evaluated.
The app has a built in feedback notification which collects qualitative data. There
are 3 sites currently involved in the first evaluation, and the first findings will be
published in September.
Helen Hunter explained that the next steps are:




Bradford needs to nominate app 20 leaders to attend workshops each
lasting about 3 hours. The app leaders will need to:
 Be able to cascade the information within their organisation
 Be interested in Apps
 Have time given to be able to embed
 The App Leaders can include community group leaders
The launch for the App is in November, there will be a local launch in the
morning at each of the early adopter sites and then a national launch in
London in the afternoon.
Bradford needs to decide what information we would like in the reporting
from the app.
Best Beginnings will then return to the partnership to report on the
progress, this is followed by another workshop with the app leaders,
followed by a final report to the partnership.

It was suggested that some of the app leaders be practitioners that work district
wide to enable the app to be embedded district wide.
Gill Thornton explained that within the programme BSB have committed to
investing in culturally appropriate avatars and for the app to be developed into
community languages.
Helen Hunter explained that there were also plans to develop an app for fathers
and grandparents.
