MINUTES OF THE MEETING OF WILLOUGHBY AND DISTRICT PARISH
COUNCIL HELD ON 20 TH JUNE 2013
A meeting of the Parish Council was held on Thursday 20 th
June 2013 at 8.00p.m. in the
Village Hall, Church Lane, Willoughby
PRESENT:- COUNCILLORS S.EYRE (CHAIRMAN), G.SMEDLEY, M.PASHLEY,
V.BROBSON, A.VASSER, K.WHITE
County Councillor C.Davie and several members of the public were also present.
OPEN FORUM
One of the street lights in Sloothby which has previously been reported is still on all day.
The dog bin on the fingerpost near the telephone box has turned around making access to it difficult.
The Clerk was asked to explain the co-option process. A further expression of interest had been received and the Clerk confirmed there were now 3 persons interested in being co-opted onto the Council.
1) CHAIRMAN’S REMARKS
The Chairman had no comments to make.
2) APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillor M.Pridgeon.
3) DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE 2000 LOCAL
GOVERNMENT ACT
None.
4) MINUTES OF THE ANNUAL MEETING HELD ON 16 TH MAY 2013
The notes of the Annual Meeting held on 16 th
May 2013 were approved as the minutes and signed by the Chairman.
5) CLERK’S REPORT ON MATTERS OUTSTANDING
Overgrown hedges
The hedge which had raised concern at the last meeting has been trimmed but still needs cutting back further. Councillor Brobson also raised concern about the hedge next to the garage which is growing over the footpath. Councillor White agreed to speak to the owner of

this hedge.
Sloothby signs
Councillors were pleased to note these had finally been erected.
Claxby pond
It was noted Highways had recently returned to carry out remedial works to the outlet from
Claxby pond.
6) CORRESPONDENCE
The Local Government Boundary Commission is continuing its Electoral Review of East
Lindsey and has now drawn up a list of new Wards. It is proposed the Willoughby with
Sloothby Ward will include the parishes of Ulceby, Skendleby and Ashby with Scremby.
Comments are invited to reach the Commission by 5 th
August 2013.
The organisers of the Best Kept Village Competition have issued a 50 th
Anniversary booklet to all those towns and villages taking part in this year’s competition.
7) REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES
Councillor Davie spoke about the high speed Broadband project which is on target and will be delivered in the pilot areas by the end of September. Councillors noted a full planning application for the Triton Knoll Wind Farm will be made in April 2014. Although the preferred location for RWE npower renewables on-shore electrical compound is the industrial estate in Skegness, Councillor Davie said he was concerned that electrical pylons may be erected from the proposed landfall site at Anderby Creek to Skegness and on to Bicker Fen.
Councillor Davie also advised that the Orby Marsh Wind Farm enquiry will now be determined by the Secretary of State. Councillors noted Lincolnshire Social Services had won an award for their services in the East Midlands region. The library service is again under threat and it is likely the mobile library service will be lost. Finally Councillor Davie spoke about further savings to be made at the County Council.
8) PAYMENT OF ACCOUNTS
None.
9) APPROVAL OF ACCOUNTS FOR THE YEAR ENDED 31 ST MARCH 2013
A summary statement of accounts for the year ended 31 st
March 2013 was handed out by the
Clerk. It was agreed to approve these subject to the Council’s Responsible Financial Officer,
Councillor Pridgeon, having sight of the figures.
10)APPROVAL OF ANNUAL RETURN FOR THE YEAR ENDED 31 ST MARCH
2013
To be signed once the Clerk had liaised with Councillor Pridgeon.
11)PLANNING CONSENTS/REFUSALS
None.

13)SUMMER FAIR
Councillor Vassar gave an update on progress with the summer fair.
14)ALLOTMENTS
Councillor White explained he had been contacted by Choice Estate Agents regarding the
‘grassed’ allotment behind the bungalow known as Orchard View. The prospective purchaser of the property wishes to tie the land to the bungalow and possibly rent the allotment next to it. Councillors agreed the ‘grassed’ allotment was let in the same manner as all others and that anything sited on it such as a washing line did not constitute a permanent fixture. The
Clerk was asked to write to the owner of the bungalow and the Estate Agents in order to make this clear.
15)DATE OF NEXT MEETING
The next meeting of the Parish Council will be held on Thursday 18 th
July 2013 at 8.00p.m. in the Village Hall, Church Lane, Willoughby.
16)ANY OTHER MATTERS FOR DISCUSSION ONLY
Councillor Smedley explained that although the latest Report in the Wold and Marsh had been written by her, it had been edited before being published.
Councillor White said the documents detailing the artefacts in the John Kirkby Collection had been collected from the late Councillor Losco-Bradley’s premises.
17)WILLOUGHBY PLAYING FIELD
The Chairman suggested an article on the responsibilities of any Trustees willing to come forward be prepared. The Clerk agreed to do this.
As there was no other business the meeting closed at 9.05p.m.
