JOB DESCRIPTION Job Code : 000194 JOB TITLE – Head of Estates and Campus Management SCHOOL/DEPARTMENT Estates and Campus Management POST HOLDER - Vacant REPORTS TO – Director of Operations RESPONSIBLE FOR- Senior Projects Manager Energy & Maintenance Manager Campus Services Manager Catering & Retail Manager Conference Manager Central Reservations and Administration Manager (Accommodation) Senior Sports Administrator JOB CONTEXT As Glyndŵr University moves forward with a new strategic vision and mission as the University of, and for, North East Wales, one of its key priority actions is to develop a planned programme of investment in the estate in order to create a high quality physical environment to attract students, staff and the wider community to study, work and visit. The Estates and Campus Management Division is a multi-disciplinary department providing a comprehensive estate planning and management service and a range of facilities support services, in order to ensure that the University land and property assets and related physical resources are capable of supporting the academic and other business of the University, safely, effectively and efficiently. The department is also responsible for generating income through maximising the use of the University’s campuses and their associated facilities. The University estate is split across four sites, in Wrexham, St Asaph, Northop and London. JOB PURPOSE To provide the leadership and expertise for the effective development and management of the University's land, buildings and campus support services that are needed to support the University’s corporate aims and priorities. To maintain the estate to ensure stewardship of the physical asset, legal compliance, the management of risk, long term value for money and sustainability. PRINCIPAL ACCOUNTABILITIES Strategy and Planning o In conjunction with the Director of Operations, lead on the development and delivery of the University’s Estates Strategy, supporting the goals of the University Strategic framework to ensure overall institutional performance. o Contribute to the University’s strategic planning with particular responsibility for the physical environment and physical resources. Help to drive change and deliver strategic objectives through regular communication and liaison with key stakeholders. o Prepare, implement, manage and update a five year Proactive Maintenance Plan, in accordance with the wider Estates Strategy, and communicate any changes of policy and/or procedures to the front line teams. o To assist the Director of Operations with, and contribute to, the preparation of the Department’s 5 year budget forecast, monitor performance year on year, manage the development and improvement of financial processes and systems by raising issues and exploring opportunities as part of a regular dialogue with the central Finance Department. o To develop and implement measurable service standards for each client group, to instigate key performance measures and identify realistic year on year improvements. Capital Projects/Programmes o To lead and manage capital development and refurbishment programmes, working with project teams from the initial feasibility stage through to completion, ensuring the project is delivered on time and within budget. o To ensure that robust processes and procedures are in place for tendered works and to monitor the performance of any outsourced services and contracts to ensure standards are maintained in accordance with specifications, regulations and legislation. o Actively promote efficiency and flexibility in the use of physical resources and to manage an annual space utilisation survey across all campuses. Report survey results back to the appropriate committee with recommendations for improvements and efficiencies. Health, Safety and Environment/Compliance o Lead on the development and implementation of Estates and Campus Management related policies and procedures, ensuring compliance with legislation and providing best practise guidelines. o To ensure that effective Health and Safety procedures are in place to cover all the activities of the Department, working in conjunction with the University’s Health, Safety and Environment Department, adopting their policies and advising the Director as appropriate. o Manage risk and ensure that the University meets all its statutory legislative requirements relating to the business of Estates and Campus Management. To also be responsible for updating and maintaining the operational risk registers for the various areas within the Estates and Campus Management portfolio. o Work with the appropriate Managers in relation to the University’s commitment to sustainable building management, and carbon reduction, ensuring environmental standards are established and the process of continued improvement can be measured year on year. Campus Management o To provide strategic leadership and manage all sections (Campus Services, Maintenance, Catering& Retail, Conferencing, Accommodation, Sports) as business units ensuring that managers take responsibility for a quality, customer focused service whilst improving productivity and cost effectiveness. o Maximise the use of the University’s campuses and facilities through income generating activities with the aim of contributing a surplus back into the University for future Investment. o To lead and sustain a culture of ‘Service Excellence’ by creating a customer responsive culture offering solutions and providing best practice along with an effective and efficient service in response with customers changing needs. o Implement continuous improvement and innovation to achieve quality, value for money services and growth in income generation. Achieve agreed financial targets through the careful management of direct and indirect costs and the efficient use of resources. Human Resources o Provide leadership to all staff in Estates and Campus Management; ensuring that the necessary skill and competency levels are in place, developed or acquired. Continuous review of the skills mix to ensure that the University is able to operate as an informed client in all aspects of its estate and campus management activities. o To support and mentor line managers in dealing with staffing issues in accordance with HR policies and procedures. o To monitor the achievement of individual and team objectives and conduct annual appraisals with staff for whom the role holder has line management responsibility for. Communications o Establish, promote and maintain proactive communication and working arrangements with all Schools and Professional Services Departments. o Hold regular and effective communication with line managers and staff across all areas within Estates and Campus Management, to ensure that requirements and expectations are understood and ideas for improvements are shared. o Represent the University on Estates and Campus Management related matters and act as the lead liaison in dealings with the funding council, local and national authorities and other external organisations. o To report whenever required to the Board of Governors and/or Executive on all Estates and Campus Management related matters. 2- PERSONAL ACCOUNTABILITIES o To act in a professional manner at all times and maintain confidentiality of information. o To maintain an appropriate awareness of and work effectively within policies and procedures of the University participating in appropriate processes o To act in support of the University’s Health, Safety and Environmental Policy by working safely and following the procedures and codes of practice derived to protect you and others. Have significant experience in the management of multi-disciplinary teams Proven experience of managing and developing an effective professional team in a complex work area with the capacity to engage/motivate others Ability to think strategically and contribute to the development of new policy Demonstrable experience delivering high quality, customer focused, efficient services in a demanding environment Excellent interpersonal skills with an ability to explain procedures and requirements to none Estates personnel in a clear manner Proven ability to communicate confidently and effectively both orally and in writing Extensive experience of working with budgets, management forecasting and reporting Excellent knowledge and application of standard IT packages and databases including the ability to create and manipulate data. Ability to, analyse and review processes to deliver services in the most efficient way and meet changing requirements Ability to demonstrate a proven capability to prioritise a busy and varied workload, often to tight deadlines Competent, conscientious and motivated with a methodical approach to work, be proactive and be accurate with a strong attention to detail Experience of effectively organising a busy workload with sometimes conflicting priorities, to meet deadlines Experience of coaching/training other staff Ability to be adaptable and flexible and to learn new skills quickly Ability to maintain discretion and confidentiality with sensitive information at all times
