Metadata of Cabs Operating Cost Survey Indicators by Transport and Communication Statistics Directorate for 2012 1- Data Source: Transport sector is an essential support for economic and social development as it participates in supporting production operation of all economic activities. Transport and Communication Directorate conducted the private sector cabs operating cost survey for the first time in 1987 for the importance of its produced indicators especially for national accounts purposes, then it conducted it again in 1990, 2000, 2006 and finally in 2012, covering the caps (passengers and load) in private sector because they represent the large number of cars in Iraq. The survey aims to produce and provide statistical indicators and disseminate the basic data of private sector cabs operating cost survey for 2012 as well as to define the operating cost of these cars and the productive operations accompanied by this activity, the kinds of cars (passengers and load), styles of revenues and expenses, work hours, number of kilometers passed, number of drivers (owners and non-owners).The excluded indicators have been developed this year to meet the needs of all beneficiaries according to CSO plan surveying the taxi and cabs belong to the private sector in 2012 for providing statistical indicators that reflect the importance of this activity for achieving detailed indicators on its contribution in Gross Domestic Production gained by evaluated projects. 2- Methodology The administrative system depended on the gross number of cars to estimate the sample size of each kind of cars. Sample size of (1000) cars are calculated for each governorate distributed at Qadha level, the result of calculation was (192) cars with approximated proportion (5%) for non- response, (200) cars for each car layer which are (5) layers of each governorate to be interviewed, so the sample was (18000) cars. However, the sample was designed in accordance with National Accounts Directorate need after fruitful discussions with CSO Directorates. The survey covered private sector cabs (passengers and load) basing on estimating sample size of each kind of cars including cab passengers and load in (15) governorates except Kurdistan Region (refused to conduct this survey) and depending on numbers of cab cars in private sector extracted from the report of private sector cars registered in General Directorate of Traffic till 31/12/2012 issued by Transport and Communication Statistics Directorate in CSO. The questionnaire included the following: 1- The cover 2- Data collection tables 3- Instructions The field work started on 15/8/2012 till 31/12/2012, pretest was conducted on 1/11/2012. Data collection process was conducted using a questionnaire specifically designed by Transport and Communication Statistics Directorate for this survey. The questionnaire included all indicators that serve the survey objective as well as the instructions. A workshop on field work had been conducted in Training and Statistical Researches Centre /CSO applying sample method for private sector cab in Iraq (except KR). (1000) cars from each governorate are surveyed, the sample was extracted depending on the number of passengers and load cabs by kind (saloon, station, agricultural, bus, pick-up, van, shasi lorry, overhang and tanker). After questionnaires had been checked by the mentioned directorate, they were sent on 30/1/2013 to the computer centre to be entered and after that to be exported to the statistical analysis division to produce the final outputs in SPSS application. Work duration: The actual survey work started on August and lasted for 4 months 3- Concepts and Definitions: - Value of Gross Production: Revenues gained from operating cab cars …etc). - Intermediate Consumption: consists of the value of the goods and services consumed as inputs by a process of production, excluding fixed assets whose consumption is recorded as consumption of fixed capital; the goods or services may be either transformed or totally for instance, electricity or other like as services. - Value added at producer price: is value of gross output (revenues) less purchases and measure distribution of producer, activity or sector in GDP. - Employment subsidies: represents the job revenue and includes wages, monitory and in kind assistances paid for all workers for the services they present. - Operating surplus: is the residual remain from the value added to employment subsidy cost and measure the addition or the shortage resulted from the output. 4- Indicator calculation method: Value added at producer price = output value at producer price – intermediate consumption Value added at basic price = value added at producer price – tax and fee values Net investment = Additions – withdrawals Net stock of assets at the end of the year = net stock at the start of the year + additions – withdrawals - depreciation 5- International standards and classifications: Kinds of cars are classified in accordance with General Directorate of Traffic, State Car Company, General Customs Commission and Central Statistical Organization. Data of all kinds of cars are collected according to standards and classifications adopted by National Accounts Directorate in CSO and Ministry of Interior Affairs/ General Directorate of Traffic as well as the International and Arab standards classifications that NAD adopt in calculating costs, operating surplus and equipment. 6- Data availability: - Geographic range of dissemination: All finished reports and surveys are sent to the statistical directorates in all governorates beside the electronic dissemination by Internet Division. - Report periodicity: The survey was conducted for the first time in 1987 after that in 1990, 2000, 2006 and finally in 2012. - Data availability form: PDF, Excel
