Detailed comments
The application includes proposals for the construction of a two-level basement beneath
established ground floor to provide further accommodation for the occupants, and for the
installation of an air conditioning condensing unit on the roof of the premises.
The application is accompanied by a Plant Noise Impact Assessment Report (prepared by
Environmental Equipment Corporation Limited, dated 18 July 2014, ref. DP/EC13494-001),
which details the results of an environmental noise survey that has been carried out. The report
has established the lowest background noise level in the vicinity over a 24-hour period, allowing
noise emission limits to be calculated and set in compliance with the Borough’s noise criterion.
A lowest noise level (LA90) of 36 decibels has been measured during the, indicating a noise
emission limit of 26 dB at the nearest receptor.
The application satisfactorily demonstrates that with the unit’s intake and exhaust sufficiently
attenuated, and with the unit operating on night-time ‘set-back’ mode, noise emissions will
comply with the derived noise limits. I am therefore satisfied that the proposal will be in
compliance with our noise criteria and will not lead to any complaint or loss of neighbouring
amenity.
In terms of noise, vibration and dust generated during the demolition, excavation and
construction phase, due to the close proximity of the adjoining neighbours and the scale/depth of
the proposed excavation, the applicant will need to submit a Demolition and Construction
Management Plan.
Conclusions
No objection to the application being granted subject to condition.
Requested
condition(s)
1. Before demolition and construction activities commence a Demolition
and Construction Management Plan (DCMP) shall be submitted to
and approved in writing by the Executive Director, Planning and
Borough Development, in consultation with the Bi-Borough Director
of Environmental Health. The DCMP shall detail construction and
demolition methodology and plant, utilizing the best practicable
means, to mitigate construction noise and vibration and dust affecting
adjacent and adjoining occupied residential premises.
2. Noise emitted by the air conditioning condensing unit hereby
permitted shall not increase the lowest existing measured
background LA90(15min) level measured or predicted at 1.0m from
the nearest residential window and/or at a height of 1.2m above any
adjacent residential garden, terrace, balcony or patio at any time
when the plant is operating. The plant shall be serviced regularly in
accordance with manufacturer’s instructions and as necessary to
ensure that the requirements of the condition are maintained. If at
any time the plant is unable to comply with this Condition, they shall
be switched off and not used again until it is able to comply.
3. All plant and equipment shall be supported on adequate proprietary
anti-vibration mounts as necessary to prevent the structural
transmission of vibration and regenerated noise within adjacent or
adjoining premises, and these shall be so maintained thereafter. If at
any time the plant is unable to comply with this Condition, it shall be
switched off and not used again until it is able to comply.
4. In order to comply with condition 1, the air conditioning condensing
unit: shall only operate on night time ‘set-back’ mode between 2300
and 0700 hours; and shall be located within an acoustic enclosure of
the performance and specification as described in section 7.12 and
Table 7.3, pages 5 and 6, of the Plant Noise Impact Assessment
Report (prepared by Environmental Equipment Corporation Limited,
dated 18 July 2014, ref. DP/EC13494-001).
