Health Service Executive (HSE) Dublin North East (DNE) Cavan Monaghan Hospital, 1 whole time permanent post. A panel will be formed for Cavan Monaghan Hospital from which current and future vacancies will be filled. The Cavan Monaghan Hospital Group are currently seeking to expand the Obstetric Ultrasound service. This Clinical Midwife Specialist Ultrasound post has been specifically sanctioned to facilitate the provision of a routine second trimester antenatal scan for all pregnant women. This will be the core workload of the successful candidate and it is anticipated that he/she will be integrally involved in the set-up and delivery of this service. In addition the CMS, Ultrasound may also be required participate in the provision of the EPU service, dating and third trimester scans. Reports to the Consultant with responsibility for Obstetric Ultrasound and the Manager for Women and Children’s Services. The post holder is professionally accountable to the Director of Nursing and Midwifery. Purpose of the Post The Clinical Midwife Specialist (CMS) Ultrasound will provide clinical expertise and support to staff working in Maternity Services. S/he will provide leadership in the delivery of specialised services and will ensure the Ultrasound service is part of a dynamic and growing health care facility catering for the health needs of women at all stages during pregnancy and the postnatal period in addition to gynaecological assessment. The CMS Ultrasound will carry out the duties appropriate to an Ultrasonographer in relation to this specialised area and support and supervise staff in training. Principal Duties and Responsibilities The CMS Ultrasound must: Clinical Focus Articulate and demonstrate the concept of nursing and midwifery specialist practice within the framework of relevant legislation, the Scope of Nursing & Midwifery Practice Framework (ABS 2000), The Code of Professional Conduct (ABA 2000) and Guidelines for Midwives (ABA 2001) Perform midwifery assessments and plan and initiate care and treatment modalities within agreed interdisciplinary protocols to achieve patient / client centred outcomes; evaluates their effectiveness Identify health promotion priorities in the area of specialist practice Implement health promotion strategies for patient / client groups in accordance with the public health agenda Patient Advocate Enable patients / clients, families and communities to participate in decisions about their health needs Articulate and represent patient / client interests in collaboration with the multidisciplinary team Implement changes in healthcare service in response to patient / client need and service demand 1 Education and Training Provide mentorship, preceptorship, teaching, facilitation and professional supervisory skills for nurses and midwives and other healthcare workers Educate patients / clients, families and communities in relation to their healthcare needs in the specialist area of practice Identify own continuing professional development needs and engage accordingly Audit and Research Identify, critically analyse, disseminate and integrate midwifery and other evidence into the area of specialist practice Initiate and participate in evaluations and audits Use the outcomes of audit to improve service provision Contribute to service planning and budgetary processes through use of audit data and specialist knowledge Consultant Provide leadership in clinical practice and act as a resource and role model for specialist practice Generate and contribute to the development of clinical standards of practice and guidelines Use specialist knowledge to support and enhance generalist midwifery practice Health & Safety Contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards Have a working knowledge of HIQA Standards as they apply to the role / care setting, for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. Management Provide an efficient, effective, and high quality service, respecting the needs of each patient / client Effectively manage time and caseload in order to meet the needs of a changing and developing service Continually monitor the service to ensure it reflects current needs Implement and manage identified changes Ensure that confidentiality in relation to patient /client records is maintained Maintain accurate and up to date statistics of the service provided, including audit of patient / client contacts Represent the specialist service at local, national and international meetings as required Maintain accurate and contemporaneous records / data on all matters pertaining to the planning, management, delivery and evaluation of this service in line with HSE requirements. The post is pensionable. A panel will be created from which permanent and specified purpose vacancies of full or part time duration will be filled. The tenure of these posts will be indicated at “expression of interest” stage. Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004. HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies.
