Transporting, Storing, and Manifesting
Summary
This standard operating procedure covers work which is required to transport, store, and manifest
asbestos waste material. The purpose of this Standard Operating Procedure is for the
transporting of asbestos-containing waste material (ACWM) from a District-owned site to the
Facilities Complex temporary storage site. This Standard Operating Procedure is not to be used
for transporting ACWM from the Facilities Complex temporary storage site (or any other
District- owned site) to a permitted disposal facility.

The following is an example of work that is performed using this procedure: Any activities that
generate asbestos waste material.

Worker Recommendation
One worker is generally required for this procedure. Two or more workers may be necessary to
handle heavy or awkward items.
Notes
ACWM must be transported in an enclosed vehicle. Shipping papers are required to transport
any quantity of asbestos waste (see attached). The reportable quantity (RQ) spilled during
transport for friable asbestos is 1 pound.
Vehicles used to transport asbestos materials must display the following signage during loading
and un-loading:

CANCER AND LUNG DISEASE HAZARD

Work Practices
1.
At the location of the work activity, the ACWM shall be placed in an appropriate disposal
bag. An appropriate bag consists of a 6 mil. polyethylene leak tight bag, imprinted with a
warning message, DOT hazard class, identification number, packing class, and generator
label.
2.
Within the work area, seal the disposal bag once it is full or when the work is complete.
3.
Thoroughly clean the exterior of the disposal bag.
4.
Place the cleaned bag into a second disposal bag and seal it.
5.
Remove the disposal bag and place the bag into the transportation vehicle. The waste
must be handled to prevent breakage, rupture, or leakage during loading. If the disposal
bag breaks, ruptures, or leaks during handling:

Stop immediately and isolate the area if necessary. Follow the appropriate fiber
release episode response (either minor or major).
Repair/Replace the disposal bag.
Thoroughly clean the area.
6.
Return the disposal bag(s) to the asbestos waste storage area located at the District’s
Facilities Complex at 1369 Airport Boulevard and off load the waste. Disposal bag(s)
should be placed in the asbestos waste storage area no later than the end of the next work
shift.
7.
Contact the Environmental Compliance Branch for assistance completing the asbestos
waste manifest. The manifest and recordkeeping must be completed immediately
following the completion of the project. Give the completed manifest to the
Environmental Compliance Branch Secretary. An example of a completed manifest is
attached. Shipping papers are required.
