38.
EXTENSION OF TIME
The Board is informed that work orders for repair of Over Head Tanks at
Lalkurti Ghosi Mohalla, Jamun Mohalla and RA Bazar were given to M/s Pawan
Kumar Bansal on 24.09.2013, two OHT’s viz Lalkurti Ghosi Mohalla & RA Bazar were
handed over to the contractor for repair and OHT at Jamun Mohalla could not be
handed over to avoid any interruption in the supply of water in the vicinity as other
OHT was under repair. due the above reason the repair work of OHT at Jamun
Mohalla could not be undertaken.
The contractor was asked whether he is willing to execute the work for repair of
OHT at Jamun Mohalla on the already Board approved rates and work order is already
placed. The contractor has rendered his willingness to carry out the work on the
already Boards approved rates.
In view of the above and in the financial interest of the Board it is recommended
that extension of time may be granted for completing the work.

39.
ENGAGEMENT OF COUNSEL FOR CONTESTING THE MATTER BEFORE
THE DISTRICT COURT MEERUT FOR AND ON BEHALF OF
CANTONMENT BOARD MEERUT.
OFFICE REPORT
Due to increasing of cases day to day in District Court Meerut and to safe guard
the interest of Cantonment Board Meerut/Govt of India in the old pending matter and
new cases an advertisement was published in local news paper namely Dainik Jagran
on 16.10.2014 inviting applications from Advocate for contesting the cases for and on
behalf of Cantonment Board Meerut before the District Court Meerut.
Total 24 applications has been received from the Advocates in this regard. The
selection of suitable candidate may be made after interview of the candidate by
experts.
At present S/Shri P.S.Jain, Mahesh Chand Kushwaha, Dr. Om Veer Sharma
and Prashant Jain are contesting the cases before the Distt Court Meerut for and on
behalf of Cantonment Board Meerut.
Board is requested to consider and take a decision regarding engagement of
minimum 02 advocate for contesting the matter for and on behalf of Cantonment
Board Meerut to safe guard the interest of Govt. of India/Cantonment Board Meerut.

40.
UNAUTHORISE WATER CONNECTIONS
To consider the unauthorise water connections made by the owner/occupier of
the property/Jhuggi without the permission of Cantt Board Meerut within the Meerut
Cantt area.
It is intimated that an outdoor survey regarding unauthorise water connections
within the Meerut Cantonment area has been carried out by the outdoor staff of Tax
Section. It is found that there are approx 1900 nos. of unauthorise water connections.
Complete file alongwith with list of unauthorise water connections is placed on
the table.
Matter is put up before the Board for necessary consideration and decision.
41.
ENGAGEMENT OF COUNSEL FOR CONTESTING THE MATTER BEFORE
THE HON’BLE HIGH COURT, ALLAHABAD FOR AND ON BEHALF OF
CANTONMENT BOARD MEERUT.
OFFICE REPORT
Reference CBR No. 333 dated 27.09.2014.
Due to termination of Shri Mohd Isa Khan, Advocate, High Court, Allahabad as
panel advocate by the Board vide CBR under reference to safe guard the interest of the
Cantonment Board Meerut/Govt of India for contesting the cases before the Hon’ble
High Court, Allahabad and due to increasing of cases day to day & in the old pending
matters, an advertisement was published in news paper namely Amar Ujala on
14.11.2014 published in Allahabad inviting applications from Advocate for contesting
the cases for and on behalf of Cantonment Board Meerut before the Hon’ble High
Court, Allahabad.
Total 12 applications have been received from the Advocates of Hon’ble High
Court in this regard. The Cantonment Board Meerut vide letter dated 07.01.2015
requested to Shri SK Rai and Shri Prashant Mathur, Senior Advocates of Cantonment
Board Meerut at Hon’ble High Court, Allahabad to verify the capability, experience and
professional conduct of all the candidates at their level and suggest this office
regarding minimum 02 most suitable/capable candidates for taking further necessary
action in the matter.
Shri Prashant Mathur and Shri SK Rai vide letter dated 30.01.2015 have
suggested Shri Ankit Gaur and Shri Udit Chandra, Advocates, Hon’ble High Court,
Allahabad are regular practitioner & are well versed with the Cantonments Act and
other relevant rules and acts pertaining to Cantonment’s matter. They further stated
that in case the Board is not satisfied with the above two advocates, the Board further
invite more applications for empanelment of Advocates at Hon’ble High Court
Allahabad by wide publicity.
At present S/Shri SK Rai, Prashant Mathur & SP Shukla are mainly contesting
the cases before the Hon’ble High Court, Allahabad for and on behalf of Cantonment
Board Meerut.
Board is requested to consider and take a decision regarding engagement of
above named advocates for contesting the matter for and on behalf of Cantonment
Board Meerut before the Hon’ble High Court, Allahabad to safe guard the interest of
Govt. of India/Cantonment Board Meerut.

42. REMOVAL/DISPOSAL OF DEAD CATTLE.
To consider tenders for lifting/disposal of dead cattles from Cantonment Area.
Board is informed that tenders were invited for lifting/disposal of dead cattles
from Cantonment Area through press advertisement publishing in Dainik Hindustan
and Dainik Kesar Kushboo dated 14.01.2015. Three (03) tenders area received. The
rates quoted by them are as under:1.

-Rs. 55,110/- per annum.

-Rs. 30,000/- per annum.

-Rs. 25,000/- per annum
The Sanitary Superintendent has scrutinized the tenders are recommended that
highest bid of Rs. 55,110/-per annum offered by Shri Prem Prakash S/o Shri Soran
Lal. R/o 415, Bhagwarpura, Meerut is reasonable.
Comparative statement alongwith all record is put up on the table.
Board is requested to consider and decide the issue as the matter is urgent
nature.
43.
PROMOTION TO THE POSTS OF SUPERVISORY GRADE.
To consider promotion to the posts of supervisory grade i.e. Accountant from
the post of selection grade clerks under the Cantt Board, Meerut.
Board is informed that post of Accountant in Cantonment Board Meerut is
supervisory post to be filed up by promotion in accordance with the provisions of the
Rule 5-B of Cantonment Fund Servants Rules 1937 from the post of selection grade
clerks. Cantonment Board is the authority competent to take decision for promotion.

Accountant since Sept 2009 & his work performance is satisfactory. Smt Sunita Dutta
is performing duties of Building Clerk under rule 7 since July’2012 and now promoted
as Selection Grade Clerk w.e.f. 16.12.2014.

44.
ESTABLISHMENT OF CENTRE FOR DIFFERENTLY ABLED CHILDREN.
To consider the instructions issued by the Dte DE vide letter No.
55066/TDAC/CANTT/49 dated 22.01.2015 regarding establishment of Centre for
Differently abled children in Cantonment General Hospital, Meerut Cant.
Board is informed that the issue of establishment of Centre for differently abled
children has been examined by the MO I/c, Cantt General Hospital, Meerut Cantt. The
MO I/c vide letter dated 30.01.2015 has recommended as under:(i)

Differentially abled children also include mentally deficient children.
They need to have proper training to run their life in proper manner with
occupational skills.
Training is routinely provided by special schools for deaf + dumb, speech
therapy, Braille reading abilities etc vide National Institute of mentally
handicapped.
The differentially abled children, if sick or injured need the services of
hospital which can be provided as and when needed.
Special care for differentially abled children needs to be given through
special schools.
He has also recommended to build a new special school with speech therapist/
special teachers. For this purpose other similar schools in Meerut should be visited
and liaised with for further planning.

45.
IMPROVEMENT IN MEDICARE FACILITIES TO PROVIDE FOR POOR
INHABITANTS OF CANTT AREA: ESTABLISHMENT OF PANEL OF DOCTORS
ON THE PATTERN OF NURSING HOMES.
To consider the issue of improvement in medicare facilities being provided in
the Cantonment General Hospital by the Cantt Board Meerut.
Board is informed that the MO I/c vide letter dated 30.01.2015 has given a
proposal suggesting following points for consideration by the Cantonment Board:

A panel of doctors practicing in the Meerut Distt may be formed who can
admit their patient if the patient are poor and unable to bear heavy
expenditure in Private Nursing Homes.
The hospital auxiliary staff & GDMO engaged may look after the patient
admitted in the hospital on the pattern of Nursing Home.
The doctors admitting the patient will be responsible to attend his
patient in case of emergency and any other complication as may be
informed by the GDMO/Paramedical staff on duty.
The charges of investigations will be borne by patient and paid to the
Cantonment General Hospital as per the Approved charges.
The treatment which is not available in the hospital if given to the Cantt
Board staff the cost of treatment may be reimbursed to the staff in term
of existing rates in vogue.
The fee of private doctors giving treatment in Cantonment General
Hospital will be fixed and payment will be there on sharing basis. It is
being done as for private Nursing Homes and such fee should be at
lesser rates in comparison to market.
The charges/fee of visiting doctors should be fixed at reduced rate and in
case of further rebate allowed by the visiting doctors the same should be
noted in writing on the account of the patient to maintain by the hospital
clerk.
The charges like bed/room/ward will be borne by the patient and
payable to the Cantt Board.
All emergency calls will be managed by the doctors/GDMO on duties in
consultation/directions of the admitting doctors.
All sanitary services/house keeping will be borne by the Cantt Board.

46.
MONTHLY REPORT REGARDING OPD ETC. OF CANTT GENERAL
HOSPITAL MEERUT CANTT.
To consider monthly report dated 13.01.2015 regarding OPD etc. of Cantt
General Hospital, Meerut Cantt.
Board is informed that the RMO, Cantt General Hospital, Meerut Cantt has
forwarded a monthly report regarding patient attending OPD and the patient admitted
in Cantt General Hospital, Meerut Cantt during the month of December’ 2014.

REVISON OF LICENSE FEE IN RESPECT OF LIGH QUARTERS,
SHIVAJI COLONY , BC BAZAR, MEERUT CANTT.
The Cantt Board, Meerut were constructed 148 LIGH Quarters under LIGH
scheme. The 48 ‘A’ type quarter and 52 ‘B’ type quarter were constructed in year 1960
and again 48 ‘B’ type quarter constructed in the year 1976.

The Cantt Board, Meerut were constructed 148 LIGH Quarters under LIGH
scheme. . The 48 ‘A’ type quarter and 52 ‘B’ type quarter were constructed in year

The ‘A’ type quarter was given to the eligible employees on payment of Rs 47.50
paisa as license fee and Rs 1.90 paisa as conservancy charges plus pipe water
charges @ Rs20 /- per month from the quarters situated at ground floor and @ Rs15
/- per month from the quarters situated at First floor.
The 52 ‘B’ type quarter which was construction in 1960 was given to the eligible
employees on payment of Rs 35/- as license fee and Rs 1.40 paisa as conservancy
charges plus pipe water charges @ Rs20 /- per month from the quarters situated at
ground floor and @ Rs15 /- per month from the quarters situated at First floor.
The 48 ‘B’ type quarter which was construction in 1976 was given to the eligible
employees on payment of Rs 85/- as license fee and Rs 3.40 paisa as conservancy
charges plus pipe water charges @ Rs20 /- per month from the quarters situated at
ground floor and @ Rs15 /- per month from the quarters situated at First floor.
The Cantt Board Meerut had not revised licence fee and allied charges since
long, therefore, matter was placed before the Board in its meeting held on 25.07.2001.
The Board had resolved that the licence fee as per current STR vide CBR No. 337

It is further submitted that the Cantt Board has not revised the licence fee and
allied charges since long and at present due to the hike in the prices and increase in
the income rate of the peoples the rates of the above LIGH quarters may be enhanced
as per the current STR rates .

the welfare of the citizens of Meerut Cantonment.

05.02.2015 requesting therein the complete handing/taking over of area measuring
4.337 acres at Bakery Lane under Sy No. 297.
Board is informed that the land comprising Sy.No. 297 having an area 4.337
acres situated at Bakery Lane, BI Bazar, Meerut Cantt is classified as
A – 1 and is
laying abandoned for several decades as earlier there were bakeries for bread supply to
the Army during British period. The area is surrounded by civil population as well as
civil area of Meerut Cantt and is thickly populated prone to encroachments and the
Cantt Board is association with the local military authorities tries to remove
encroachments from time to time so that the same may be secured. The land is at
prime location. During the Cantt Board meeting held on 04.03.2014 while discussion
on item No. 180, the Adm Comdt has already stated that the said land is no longer
required to the Army as it will not be utilized for any military purposes. The Station
Commander has also given consent in the meeting dated 04.03.2014 that it should be
transferred to Cantt Board and necessary proposal be forwarded to the higher
authorities for transfer and re-classification of the said land from A – 1 to C sot that
the Cantonment Board may develop the said land for commercial purposes as it will
fetch handsome revenue to the Board which will not only improve the financial
condition of the Board but also the land better utilized free from encroachments.
Board is requested to consider for forwarding necessary proposal for transfer
and re-classification o A – 1 land comprising Sy No. 297 Meerut Cantt to Cantt Board
Meerut and conversion into class ‘C’ land for the community purpose as the Stn. HQ
Cell has rendered their consent for handing/taking over the land vide letter dated

To consider 05 year Action Plan for sanitary services in Cantt area under
Swachh Bharat Campaign.
Board is informed that the Principal Director, DE Central Command vide letter
No. 56786/Swachh/Bharat/63 dated 22.01.2015 has advised that the Govt of India
(DG DE) vide letter No. 76/68/Swachh Bharat/C/DE/2014 dated 24.09.2014 has
directed that Action Plan for the 05 years period culminating 02.10.2019 should be
prepared as a part of the department action plan. The PD DE/DG DE have suggested
certain activities as part of the departmental action plan.
The draft Action Plan as prepared by the office is put up on the table.
Board may consider and take suitable decision in the mater.
