Minutes of the Ordinary Cantt Board meeting held on 24.03.2015 at 1200

On the commencement of the meeting PCB whole heartedly thanked the
members of the Board for their co-operation during their tenure and expressed
satisfaction that within the available budget and financial resources the Board
provided better civic amenities in Cantt area with all co-operation of the members. He
also thanked the media for projecting correct and balance picture on various issues.
He hoped that outgoing members will continue to render their services in the best
interest of the public.

To administer oath of office and secrecy in accordance with the provisions u/s
17 of Cantonments Act, 2006 to Shri Pankaj Yadav, District Magistrate, Meerut on
becoming Member of Cantt Board Meerut.
64. Resolution: Deferred as Shri Pankaj Yadav, DM could not attend the Board
meeting.
65.
GENERAL ELECTION TO THE CANTONMENT BOARD MEERUT
To consider election programme for holding general election to the Cantonment
Board Meerut.
Board is informed that the Govt of India, Min of Def (DG DE Delhi Cantt) has
notified Ward No. 7 as reserved for SC category and Ward No. 1, 2 & 6 as reserved for
women candidates. The PD DE, Central Command vide letter No. 11034/Election/
2015/Cantt/6 dated 10.03.2015 has directed to draw up election programme for
holding the election on 17.05.2015 as notified by the Govt of India vide SRO 06 (E)
dated 05.03.2015 in accordance with the Cantonment Electoral Rules, 2007 & the
Cantonments Act, 2006.
The detailed election programme is put up on the table alongwith relevant
gazette notifications and letter of the PD DE are put up on the table.
Board may consider and take suitable decision in the matter.
65. Resolution: Considered the draft election programme placed on the table and
approved for holding general election of the Cantonment Board Meerut on 17.05.2015
as notified by the Central Govt as per programmed detailed below. The same be got
published in accordance with Rule 20 of Cantonment Electoral Rules, 2007. The
election will be held through Electronic Voting Machines as already resolved by the
Board vide CBR No. 430 dated 09.02.2015 for which the Election Commission of India
has accorded approval through DG DE.

Further resolved that PCB will request the District Magistrate Meerut for
nominating an Officer of State Provincial Service for appointment as Returning Officer
to conduct the general election of the Cantonment Board.
Shri Dinesh Goel dissented.
Smt Beena Wadhwa thanked the Board, CEO, staff and press for rendering all
co-operation and honour to the Members specially lady members. She also
appreciated that the public works executed by the Board are of good quality and the
CEO and his staff members have co-operated the members in every way possible.
Shri Ajmal Kamal on behalf of all the members of the Board expressed the same
views and also thanked the Board, CEO and all staff.
PCB informed the Board that he has approved the estimate of approx Rs. 27
lacs for repair/maintenance of West End Road to be undertaken by the GE (S) as it
was a very long pending demand of the Board members.
66.
FIXATION OF RATES OF VOTER LIST.
To consider the fixation of rates of voter list of Cantt Board, Meerut in the light of the
General Election to be held on 17.05.2015.
Board is informed that voter list of all the eight wards of Meerut Cantt is being
got printed for which necessary contract has already been approved by the Board in
its meeting held on 26.02.2015. It is estimated that cost of one booklet of voter list of
each ward comes to Rs.350/-.

Board may consider and take suitable decision in the matter.
66. Resolution: Considered and approved the cost of one booklet of voter list of each
ward @ Rs. 350/- per voter list.
67.
EXTENSION OF TIME FOR SUPPLY OF STORE ITEMS.
To consider report dated 10.03.2015 of Store Keeper regarding extension of time
for supply of store items.
The Board is informed that the rates for supply of medicine have been approved
vide CBR No. 330(21) dated 27.09.2014 and group ‘A’ to ‘G’ general items has been
approved vide CBR No. 235 dated 09.06.2014 for the year 2014-15.
The supply of medicine is urgent nature to facilitate the OPD at CGH and
supply of general items are required urgently time to time in the office.
Now the General Election of Cantt Board, Meerut scheduled to be held on
17.05.2015, in these circumstances tender process may not be initiated, hence, time
may please be extended till the finalization of tender process.

67. Resolution: Considered and resolved that keeping in view the fact that general
election is scheduled to be held on 17.05.2015 and fresh tenders cannot be invited
due to enforcement of modal code of conduct, therefore, the existing contract for
supply of various items of general stores is extended upto 30.06.2015 on the same
rates and same contractors.
PCB stated that during the extension period barest minimum purchase of
stores be made to carry on essential services being rendered by the Board to the
public.
Shri Jagmohan stated that the rates of medicines has been reduced due to their
objection. CEO explained that in terms of the instructions of the Govt of India, Min of
Def (DG DE) & PD DE, Central Command only generic medicines are being purchased
through tenders which have lower rates as compared to rates of the same medicines of
a branded company.
PCB further directed that during the period on barest minimum purchase of
medicines, supply of medicines & other items be made to carry on hospital services
being rendered by the Board to the public. PCB stated that the system under ECHS
may be considered and adopted with required modifications.
68.
COMMAND LEVEL SPORTS MEET 2015.
To consider conducting of Command Level Sports Meet 2015 and arrangement
of said sports meet as decided by the DG DE in the closing ceremony of Sports Meet
2013 at Bareilly.
Office report
Board is informed that previously the Command Level Sports Meet 2013 was
held at Bareilly Cantt from 09.11.2013 to 11.11.2013. In the Closing ceremony of
Central Command CB Schools Sports meet 2013, the DG DE declared that Sports
Meet 2015 will be held at Meerut Cantt. At that time Cantt Board Meerut was selected
as venue to Sports Meet 2015 and the flag of the Shikhar 2015 was handed over to the
CEO in the ceremony.
Command Level Sports meet is normally held at large scale in which about
1600-1700 students alongwith 200 teachers and officers of all the Cantt Board’s
under the Central Command participate. Therefore, conducting of Sports Meet 2015,
the following arrangement will be required. Details are as under:1.

11. Purchasing of sports goods/sports wears/daily routine items (i.e. mugs,
buckets, soaps, towels, locks, mosquito coils etc)
12. White washing/painting and normal/major repairing.
13. Engagement of sports officials and judges.
The Principal, CAB Inter College has suggested that the Command Level Sports
Meet 2015 may be conducted in the first week of November 2015. Approx 8-10
committees require to be constituted.
Board is informed that approximate expenditure for arrangement to conduct of
said sports meet may be calculated by the Cantt Board officials on basis of previous
expenditure of Sports Meet 2013 held at Bareilly Cantt incurred by the Cantonment
Board Bareilly. All Cantt Boards contribute the share of expenditure to be incurred in
the arrangements except civil works.

68. Resolution: Considered and resolved that the Command Level Sports Meet 2015
named Shikhar 2015 be conducted by the Cantt Board Meerut. For this purpose all
necessary preparations be started. Meanwhile, the PD DE Central Command be
requested to depute a team of Officers to survey the infrastructure available with this
Board and give advice for conducting the Sports Meet. Based on the said advice &
direction for further decision and arrangement matter may be placed in the next Board
meeting after general election of the Board.

The above appeals have been Disposed-of by the Appellate authority, HQ CC,
Lucknow Cantt. It is recommended that notices u/s 320 of CA 2006 be issued to the
offender for removal/demolition of the unauthorized construction within seven days
from the receipt of the notice.

from the receipt of the notice.
Shri Dinesh Goel stated that the judgement at Sr. No. 18 needs to be reviewed
as the owner/occupier has applied for composition of the unauthorized constructions.
CEO assured that he will look into the matter.
Smt Mamta Gupta stated that the judgement at Sr. No. 19 needs to be reviewed
as the owner/occupier has filed writ petition in the High Court. CEO assured that he
will look into the matter.

ESTIMATES ALREADY APPROVED VIDE CBR NO. 246 DATED 09.06.2014
The Board is informed that the proposal for re-carpeting of 08 roads Cantt Fund
roads had been forwarded to Dte. DE Lucknow @ 5% above above MES SSR 2010 for
grant out of capital assets for development of infrastructure vide this office letter No.
164/E-5/269 dated 24.06.2014 as the same were to be attended being in bad
condition:
The Board is intimated that the sanction of the above has not been received till
date. Some of the above roads have been further deteriorated, causing accidents being
in bad condition.
Relevant file alongwith the estimates approved by the Board vide above CBR for
noting and necessary decisions as deemed fit by the Board is put up on the table.
70. Resolution: Considered and resolved that the subject roads are in very bad
condition and further deteriorating day by day and if these roads are not maintained
before monsoon they may require double the amount for repairs after forthcoming
monsoon. Further the Board found that since the estimates have already been
approved by the Board vide CBR No. 246 dated 09.06.2014 but there is acute shortage
of funds so only 02 roads i.e. parts of Mall Road be repaired/maintained after
incorporating the approved contractors rate i.e. 42% above MES SSR 2010 during the
year 2014-15 but before the date of proclamation of election of Cantonment Board

Shri Jagmohan dissented stating that the road work is of poor quality and he
has already raised objection. CEO stated that after his objection the samples of the
work were got checked through the competent agency and the report of the sample
test has been found upto mark.
Shri Jagmohan again objected and dissented.
Smt Shipra Rastogi, VP, Smt Beena Wadhwa, Shri Prem Kumar, Shri Ajmal
Kamal, Smt Shashi and Smt Mamta Gupta appreciated the quality of work being
executed by the Cantt Board and she thanked the CEO and all the staff involve in
supervision.
Smt Beena Wadhwa expressed her opinion that the CEE should also be given
supervision of the public works as he has not been charge sheeted for the same and
quality of work will be better under his supervision.
PCB stated that the issue cannot be raised as the matter has already been
deliberated and decided in previous Board meetings. Accordingly, the issue is
disallowed.
71.
EXTENSION OF TIME OF CONTRACT.
Board is informed that the general election of Cantt Board, Meerut are
scheduled to be held on 17th May’ 2015 due to which tenders cannot be invited for
next financial year i.e. 2015-16 commencing w.e.f. 01.04.2015, since some works of
urgent nature may be required to be carried out pertaining to conducting election
smoothly, as well as maintenance of hospital, Schools, repairing of Culverts, PGLs,
dustbins, drains, nalas, electric & water supply, etc if required urgently.
Since, tenders may be invited in the month of June after completion of election
procedure, in view of the above Board may consider the extension of time to the
Board’s approved contractors till the finalization of fresh tenders for the maintenance
works on approved for financial year 2014-15.
The Board may also approve amounts in all required heads viz Schools/pooling
booths, hospital, water supply, PGL, etc.
71. Resolution: Considered and resolved that keeping in view the fact that general
election is scheduled to be held on 17.05.2015 and fresh tenders cannot be invited
due to enforcement of modal code of conduct, therefore, the existing contracts for
maintenance works are extended upto 30.06.2015 on the same rates and same
contractors. For this period the Board approved following amount for urgent

PCB stated that during the extension period barest minimum maintenance of
assets & services be made to carry on essential services being rendered by the Board
to the public.
Shri Prem Kumar wanted to know whether the public works under the MP/MLA
funds will be carried out during the general election of the Cantt Board. ADM (F), the
rep of DM informed the Board that after enforcement of the model code of conduct no
public works from MP/MLA funds can be executed within the limits of the Meerut
Cantonment.

REVIEW OF CONTRACT OF DOOR TO DOOR GARBAGE COLLECTION IN
CANTT AREA, MEERUT.
Reference: CBR No. 188 dated 04.03.2014 and CBR No. 385 dated 26.11.2014.
To consider review of contract and extension of time for further one year of door
to door garbage collection and garbage collection from dustbins and dumping at
trenching ground of Cantt Board, Meerut in favour of M/s Agarwal & Co.
The rates for the subject work has been approved vide CBR No. 188 dated
04.03.2014 and resolved that progress will be reviewed after 06 months. The Board
vide CBR No. 385 dated 26.11.2014 reviewed the performance of firm after 06 month
and found satisfactory and extended the work period upto 31.03.2015 which is
extendable for another one year as per agreement terms and conditions of tender
notice.
Now the time given by the Board will be expired on 31.03.2015.
Relevant file is put up on the table.
Board is requested to consider and decide.
73. Resolution: Considered and resolved that since the agreement of door to door
garbage collection is extendable for two years the contract of door to door garbage
collection be extended for another period of one year on the same rates and same
terms and conditions according to the agreement executed between the Cantt Board
and the contractor.

SANCTION FOR GRANT OF ARREAR OF DEARNESS RELIEF TO THE
PENSIONERS/FAMILY PENSIONERS OF CANTT BOARD, MEERUT

To consider the sanction under FR 44 with para 14 of the Memorandum of
settlement to grant the dearness relief @ 107% of the basic pension w.e.f. 01.07.2014
to the Pensioners/Family Pensioners of Cantt Boards as per UP Govt GO No. 16/Sa-3G.I.-18/Das-2014-301/2000 TC dated 15.12.2014 accorded vide Directorate DE HQ
CC letter under reference.
OFFICE REPORT
It is submitted that the proposal for grant of DR @ 107% of the basic pension to
the Cantt Board pensioners/family pensioners w.e.f. 01.07.2014 as per UP Govt GO
referred above was forwarded vide this office letter No. 641/A/Pension/23 dated
16.01.2015.
The Directorate DE letter under reference has accorded sanction under FR 44
read with the Momorandum of settlement para 14 and Rule 19(b) of Cantt Account
Code 1924 @ 107% w.e.f. 01.07.2014 with the direction that the payment of arrears, if
any, be regulated strictly in accordance with the terms and condition stipulated in UP
Govt GO and only getting it approved by the Board and a copy of CBR be forwarded to
the Dte. DE, HQ, CC within month.
Board is informed that in compliance of the sanction of the Directorate DE, the
pension for the month of Jan 2015 is being paid @ the revised rate of DR 107% of the
basic pension and there is financial effect of Rs. 8,86,474/- w.e.f. 01.07.2014 to
31.12.2014 as arrear and monthly increase of pension liabilities will be Rs. 1,62,938/approx.
Necessary budgetary provision of above arrears of DR has been made in the
Budget Estimate for the year 2014-15 (O) in Budget Head H1 (b).
File No. 641/RP/A with the office report is placed on the table.
Board may consider and take suitable decision in the matter.

The above appeals have been disposed-of by the Appellate Authority HQ CC,
Lucknow Cantt. It is recommended that notices u/s 320 of CA, 2006 be issued to the
offender for removal/demolition of unauthorized constructions within 07 days from
the receipt of the notice.

77.General Points:(i)
Smt Mamta Gupta stated that issue of increase of licence fee in respect
of LIGH quarters needs to be reviewed. Shri Ajmal Kamal & Shri
Jagmohan also wanted to review the matter.
Col Subodh Garg stated that the issue cannot be reconsidered until
expiry of 03 months. However, CEO informed the Board that the Cantt
Board resolution has already been executed and occupants are
depositing enhanced licence fee.
PCB stated that the matter be placed before the newly constituted Board
in its first meeting whenever it will meet after general election.
Shri Dinesh Goel dissented stating that the enhancement is reasonable
as the other occupants in civil area are paying heavy charges on account
of water supply while the LIGH occupants are not charged with water
charges though they all are financially well placed.
(ii)
Shri Dinesh Goel stated that during the ongoing summer season street
lights, handpumps be got repaired/maintained in the public interest on
priority.
Col Subodh Garg stated that the maintenance of street lights points and
handpumps should be undertaken under the ongoing maintenance
contract.

Shri Jagmohan raised the issue of irregular house tax assessment
revision as no standard formula is being followed and he also stated
there is disparity in the assessment. He handed over a written complaint
and wanted inquiry in the matter.
In the end Vice-President on behalf of all the members addressed the
Board and thanked all the officers, staff & media for rendering their cooperation during the tenure of the existing Board.

Shri Jagmohan as a last word to the Board stated that he has no
personal grudge or issue with any member of the Board and during his
tenure as Member of this Board if anybody felt otherwise he/she
whosoever should forget.

In the end CEO being Member Secretary of the Board given vote of
thanks to the Board and appreciated the co-operation of the elected
members during their tenure in rendering public services in the best
possible manner within the available financial resources.
