No. 833 of October 14, 2010
ON ESTABLISHMENT OF THE TOURISM CLUSTER
IN THE NORTH CAUCASIAN FEDERAL DISTRICT, KRASNODAR
REGION AND REPUBLIC OF ADYGEYA
(as amended by Regulation of the Government of the Russian Federation No. 982 dd. 26.09.2012)
For the purposes of establishment of the tourism cluster in the North
Caucasian Federal District, Krasnodar Region and Republic of Adygeya, the
Government of the Russian Federation does hereby resolve:
1. In accordance with the Federal Law “On Special Economic Zones in the
Russian Federation” and without holding a competitive tender on selection of bids,
and having integrated the following zones into the tourism cluster, to establish:

a) a tourism and recreation special economic zone on the territory of the
Zelenchuk District of the Republic of Karachayevo-Cherkessia on land plots
determined by the agreement on establishment of the tourism and recreation
special economic zone;
b) a tourism and recreation special economic zone on the territory of the
Apsheron District of the Krasnodar Region on land plots determined by the
agreement on establishment of the tourism and recreation special economic zone;
c) a tourism and recreation special economic zone on the territory of the
Maikop District of the Republic of Adygeya on land plots determined by the
agreement on establishment of the tourism and recreation special economic zone;
d) a tourism and recreation special economic zone on the territory of the
Cherek, Chegem, Elbrus Districts of the Republic of Kabardino-Balkaria on land
plots determined by the agreement on establishment of the tourism and recreation
special economic zone;
e) a tourism and recreation special economic zone on the territory of the
Alagir and Iraf Districts of the Republic of North Ossetia-Alania on land plots
determined by the agreement on establishment of the tourism and recreation
special economic zone;
f) a tourism and recreation special economic zone on the territory of the
Hunza District of the Republic of Dagestan on land plots determined by the
agreement on establishment of the tourism and recreation special economic zone.
2. For the Ministry of Economic Development of the Russian Federation – to
conclude agreements on behalf of the Russian Federation Government with
supreme executive power authorities of the Russian constituent entities and
executive-administrative authorities of municipal formations specified in point 1
hereof on establishment of tourism and recreation special economic zones.
3. For the Ministry of Economic Development of the Russian Federation and
the Ministry of Finance of the Russian Federation – to provide for budgetary
allocations during federal budget planning for 2011 and subsequent years under
expenditure type “Russian Federation Contribution to the Authorized Capital of
Special Economic Zones Company” of special-purpose item “Federation
Contribution to Authorized Capitals” under the budget expenditure classification
Section “National Economy”, Subsection “Other National Economy Matters”, in
the amount of up to RUB 60 billion for the financial support of expenditure
obligations connected with establishment of tourism and recreation special
economic zones integrated into the tourism cluster.

4. For the Ministry of Economic Development of the Russian Federation
exercising Special Economic Zones Open Joint-Stock Company shareholder’s
rights on behalf of the Russian Federation – to submit proposals to the Government
of the Russian Federation in December 2010, on establishment of Open JointStock Company Northern Caucasus Resorts by Special Economic Zones Open
Joint-Stock Company, the government corporation “The Bank for Development
and Foreign Economic Affairs (Vnesheconombank)” and the Joint-Stock
Commercial Savings Bank of the Russian Federation (Open Joint-Stock Company)
on the basis of private-public partnership principles, providing for the transfer of
Open Joint-Stock Company Northern Caucasus Resorts executive body’s functions
to a management company selected on a competitive basis.
5. To recommend that the supreme executive power authorities of the Russian
constituent entities and executive-administrative authorities of municipal
formations specified in point 1 hereof shall take the establishment of tourism and
recreation special economic zones specified herein into consideration when
developing, adjusting and adopting territorial planning schemes.
