What are you requesting? Why is the request being made? Where was the need identified?
This request is for funding National League of Nursing Accreditation (NLNAC) for the Associate Degree Nursing Program at Mt.
San Jacinto College. There is a critical need to fund this request to support the SB 1440 Transfer Model Curriculum.
Universities are seeking partnerships and articulations with nursing programs that are accredited by the NLNAC
NLNAC supports the interests of nursing education, nursing practice, and the public by the functions of accreditation.
Accreditation is a voluntary, self-regulatory process by which non-governmental associations recognize educational
institutions or programs that have been found to meet or exceed standards and criteria for educational quality.
The National League for Nursing Accrediting Commission is recognized as the accrediting body for all types of nursing
education programs by:
U.S. Department of Education (USDOE)
U.S. Uniformed Nursing Services (USUNS)
Veterans Health Administration, Department of Veteran Affairs (VHA)
National Council of State Boards of Nursing (NCSBN)

National Certification Corporation for the Obstetric, Gynecologic, and Neonatal Nursing Specialties (NCC)
Accreditation, presently organized by region, profession, and type of institution, is ideally grounded in collegiality and the
voluntary search for quality improvement. Specialized accreditation is usually applied to fields in which there is a recognized
professional degree and where health, welfare, safety, and professional competence are matters of academic, professional,
and public concern.
Accreditation:
1. Provides recognition that the program or school has been evaluated and periodically re-evaluated by a qualified,
independent group of respected and competent peers who have found it to be meeting appropriate post-secondary,
baccalaureate and higher educational purposes in a satisfactory manner.
2. Offers professional development opportunity and validation for faculty.
3. Is a gateway to licensure and eligibility for entitlement programs.
4. Heightens faculty and system awareness and responsiveness to areas needing improvement.
5. Fosters on-going, self-examination, re-evaluation, and focus on the future.
6. Aids in student recruitment.
7. Assists employers seeking graduates who are competent practitioners.
8. Provides useful information for career and education decision making.
9. Facilitates the transfer of credit using the following considerations:
the educational quality of the institution from which the student transfers;
the comparability of the nature, content, and level of credit earned from
the programs offered by the receiving college or program; and
the appropriateness and applicability of the credit earned from the programs
offered by the receiving college in light of the student’s educational goals.
10. Enables student eligibility for funding support from federal and state agencies,
and foundations for those programs that do not have regional accreditation.
Accreditation also assists in the further improvement of the institutions or programs as related to resources invested,
processes followed, and results achieved. The monitoring of certificate, diploma, and degree offerings is tied closely to state
examination and licensing rules, and to the oversight of preparation for work in the profession.
GOALS of NLNAC:
 Promulgate a common core of standards and criteria for the accreditation of nursing programs found to meet those
standards and criteria.
 Strengthen educational quality through assistance to associated programs and schools, and evaluation processes,
functions, publications, and research.
 Advocate self-regulation in nursing education.
 Promote peer review.
 Foster educational equity, access, opportunity, and mobility, and preparation for employment based upon type of nursing
education.
 Serve as gatekeeper to Title IV-HEA programs for which NLNAC is the accrediting agency. These include some practical
nursing and all hospital diploma programs eligible to participate in programs administered by the DOE or other federal
agencies.

Topic 0.2 – Opportunities and Challenges
Directions: Summarize areas in which the program can capitalize on opportunities available and increase effectiveness.
Identify barriers which the department faces.
The program is also discussing the need to become NLNAC accredited. Obtaining NLNAC accreditation will improve the
chances of employment of or graduates. We have heard that some of our graduates are not securing employment as
easily as they could since we have not obtained this accreditation yet. The biggest challenge will be the limited number
of full time and part time faculty that we have. Working on NLNAC accreditation requires that directors and faculty work
together to ensure continuity, collaboration, continuity, and complete understanding of what the long term vision and
goals of the program are.
Section I
Obtaining NLNAC accreditation will facilitate partnerships with undergraduate and graduate schools of nursing.
The NLNAC accreditation program is founded on the belief that specialized accreditation contributes to the centrality of
nursing for the public good and provides for the maintenance and enhancement of educational quality; continuous self
assessment, planning, and improvement. Achievement of accreditation indicates to the general public and to the
educational community that a nursing program has clear and appropriate educational objectives and is working to
achieve these objectives.
Emphasis is placed upon the total nursing program and its compliance with established standards and criteria in the
context of current practice and anticipated future directions.
NLNAC supports the continuation and strengthening of voluntary specialized accreditation by peers as a principal means
of public accountability and ongoing improvement. Specialized accreditation sets standards for programs and insures,
through the self-study process and accreditation review, the promotion of effective educationand program
improvement. The nursing education unit analysis is closely related to the institution itself. The responsibility of the
institution lies with its faculty, administration, and governing board, such that they must consider the overall well-being
of the institution, not just a specific part or unit. Therefore, whenever possible, NLNAC activities will be coordinated
with other officially recognized regional and specialized accrediting bodies.
Accrediting agencies share responsibility with practitioners and faculty for the development of accreditation standards,
criteria, policies and procedures for participation in accreditation, and for review of accreditation processes and
changing them as needed.
Standards and criteria for accreditation, indicators that document compliance, and policies and procedures are based on
principles widely accepted and tested in general and professional education. All those involved in the process must be
alert to current developments in education and nursing; the effectiveness of the current standards, criteria, policies, and
procedures; and to the evidence of need for change. A systematic ongoing review of all components of the accreditation
process is essential to insure an up-to-date, reliable, and valid accrediting program.

The unit plan was written to include an area of “Priority action”. See the list of items under the Nursing and Allied
Health Unit Plan.
“Priority Action Plan”
The Nursing and Allied Health Unit priority action plan is grounded in the MSJC Institutional Goals and Strategic Plan, the
Educational Master Plan (2009-16) findings, the 2009-10 Unit Plan recommendations, comprehensive review conducted
by the Unit Dean and a review and analysis of relevant Nursing and Allied Health documents and reports. This
comprehensive broad based assessment, planning and implementation is intended to meet the educational challenges
facing the nursing and allied health programs as described in the Educational Master Plan (IX. D. page 45) as the ‘center
for the Menifee campus’ and requiring ‘a 360 degree sector review necessary to develop long range strategic/planning
goals’.
The priority actions include:

Immediate hire of two medical-surgical faculty to replace vacancy reassignment and retirement for the
ADN Program to achieve compliance.

Immediate hire of the grant funded Student Success Advisor/Counselor to achieve BRN compliance.

Immediate hire of the grant funded Enrollment/evaluator/research Specialist to achieve BRN
compliance.

Immediate hire of one grant funded Clerk IV for the ADN Program to achieve BRN compliance.

Immediate hire of full-time NAHU Skills/Simulation Lab Coordinator to replace the vacancy and achieve
BRN compliance.

Create and fund an Associate Dean/ADN Program Director.

Hire of a baccalaureate prepared DMS faculty to achieve CAAHEP accreditation.

Provide funds to support and sustain CAAHEP expenses for DMS accreditation.

Provide funds to support CNA/HHA curriculum update to maintain state compliance.

Hire a Clerical Assistant to support the Nursing and Allied Health Unit and provide back-up support to
the ADN Program clerk.

Fund the Par Score/Par Test maintenance contract.

Purchase Class Climate software license to support Nursing and Allied Health required surveys.

Fund the Unit Fall Student Success annual event (aka Welcome Back BBQ) for new student orientation,
instructional workshops, assessment testing, remediation and a wide range of student services
activities.

Purchase and sustain Institutional Memberships for NAHU professional organizations and associations
including but, not limited to DMS and ADN’s NLN Memberships.

Provide travel/mileage reimbursement for preceptorship instruction in DMS and ADN Programs.

Provide funds to support NLNAC accreditation planning activities and initial costs.

Provide funds for the NLNAC accreditation preparation, site visit and sustainability.

Provide resources for renovation of skills/simulation lab space for EMS/EMT program including
relocation to modules 2008 and 2009 and advanced EMS Simulation Lab in module 2006.

Provide increase in EMS/EMT Instructional Aide hours.

Provide resources for faculty professional development, mentoring of new faculty and remediation of
permanent faculty.

Provide resources to support consulting experts for curriculum, accreditation and program development
for current and future programs.

Develop new and expand current clinical and educational partnership initiatives for Unit programs
including but not limited to ADN to BSN and ADN to MSN tracks for MSJC students with CSUSM and
Concordia University.

The request for NLNAC accreditation funding will support all the PLOS.

Additionally, the NLNAC develops strict guidelines for established policies and procedures to promote a culture of safety
for the community being served in the clinical setting, the nursing students, and the nursing faculty. A culture of safety
keeps the MSJCD from having any liability issues.
