City of Webb City * PO Box 30 * 200 Main Street* Webb City, Missouri64870 Office of Administration 417-673-4651 Fax – 417-673-6264 Administrators Report 091415 Staff this past week, met with officials from the EPA, DNR and U.S. Fish and Wildlife to go over the progress to date of the Waste Water site and Habitat projects. The level of cooperation between these agencies we are all very pleased with. The project has several goals that include providing additional Habitat areas while restoring mined land to its original condition, removing contaminants from the exposed land thus reducing the run off laden with zinc. The goals to the City of Webb City are also to provide an economical method to remove and dispose of the sludge from our treatment facility. The EPA will benefit from the compost mixture by applying the end product to the reclaimed properties as topsoil that would normally have to be trucked in from other locations. Missouri Director of DNR Sara Parker Pauley listens to members of US Fish and Wildlife explain the progress of analyzing different compost mixtures at the Webb City Treatment Facility Smoke Testing has been ongoing for the past two weeks. We should be receiving a report soon on the results. It was obvious that there are some issues based on the number of calls we received from residents reporting smoke in their homes. Staff reports that many of the issues were caused by dry traps in the homes. Swimming pool The proposed site plan authorized by council for Olson Engineering is complete. We have also worked with the EPA as they were completing the grading on the location and they have transferred our elevation needs to the site and graded the land as best they could to our needs. This should help with construction costs in the future as we move forward on swimming pool project. The outdoor pool that we currently have in the King Jack Park Site Plan is an aquatic center with approximately 4,500 s.f. of water surface. It includes the following amenities - Zero-depth entry - Water sprays - Bench area with shade in the water - 4 lap swimming lanes for exercise swimming - Water slide with a plunge pool area - 1 meter diving Currently we are working with ballot language and funding options for council consideration in the near future. Habitat Manager Randy Haase has been hired and has started his work to restore the habitat property. We have established his office at the Public Works office on Church Street. Mowing and weed control has been his first order of business. Marking and identifying all the different parcels will be part of his duties also. We have been working with DNR and other organizations to develop a name for the project. AS of now we are looking at “Cardinal Valley Restoration Area.” Previous Council Reports Community Development is working with the Circus again this year. They will be setting up at the intersection of Daugherty and East Road again this year. It looks like the third week in September they should arrive. Last year the proceeds were donated to the Downtown Fund and $1500 was raised. Public Works reports they will be crack sealing and patching Colonial Drive the next couple of weeks. You may see some traffic delays in that area as work progresses. Waste Water crews are waiting for MGE Gas officials to move a large gas meter at 11th and Jefferson and soon as that is done they will begin replacement of a stretch of sewer main that is in need of repair. We hope this will prevent further backups in that area and help with the I and I problems. This fall Waste water will be moving into the Golf Road area to do a large line replacement and repair project. The homes in the area have no rear access and the sewer main is located in the street. This will cause some traffic issues as people will need to come and go from their homes. We are purchasing some large metal plates that will be used to allow drivers to navigate thru the work areas. The work on the architect portion of the U. S. Filling station Project will begin soon. We are working with the State Historic Office to re set the timeline but work will need to be completed in FY 2016. We have received the reimbursement from the County Road District for summer paving that was completed. The reimbursement amounted to $92,000 and those funds will be used to extend our overlay this fall to include additional streets. $14,000 was encumbered in a joint effort with Jasper County to pave the Eden Acres area which is now completed. The Police Department Animal Control Officer Jonah Holley has completed his Missouri POST Academy and is now a State certified Police Officer in addition to being an Animal Control Officer. He will still work his normal Animal Control shift at the PD but he can now assist as needed with Police Calls. This gives us needed help during the busy day time hours. Public Works Crews spent today mowing the large ditch along Oronogo in front of Alpine Estates. Staff will be devising a long term plan for some work to be done that should make this task easier in the future. Please continue to forward complaints or concerns regarding code violations. We are working hard to try and monitor our progress on these situations and report back to the complaining parties what is being done to remedy them.
