TERMS AND CONDITIONS
1) The tender for hiring of vehicles for use as Operational vehicles in the Office of
the Commissioner, LTU, Audit, Bangalore Circle is called for a agreement period
of one year from the date of commencement of the agreement and that the
Additional Commissioner, LTU Audit, Bangalore Circle reserves the right to
extend the agreement for further period of twelve months after the expiry of initial
period of agreement on the same terms and conditions.
2) Tenders received by post or courier service or in person after the specified time
will not be opened or considered. Tenders delivered by post if delivered by the
post after the expiry of the specified time will only be recorded but not opened or
considered.
3)
The tender will be accepted and contract will be finalized only with those of
the tenderer who in the opinion of the Additional Commissioner, LTU, Audit,
Bangalore Circle, are having the capacity and resources to execute the assigned
work.
4) The bidder should be a registered and well established taxi agency/firm having
sufficient number of latest models of cars for hiring.
5) The bidder should have sufficient experience in the field of vehicle hiring and
should be providing such services to establishments of government
departments/Public Sector organizations.
6) The bidder should have an annual turnover of Rs. 1 crore and above for the
last 3 years from hiring of vehicles.
7) The hiring agency/firm should have adequate number of telephones for
contact. The bidder should be available for contact by the Department on
mobile/landline round the clock for any exigency.
8) The bidder should enclose all details sought for in Annexure
document.

9) The Additional Commissioner, LTU, Audit, Bangalore Circle is not bound to
accept the lowest tender and reserves the right to reject any or all the tenders
without assigning any reason(s) what so ever.
10) The Additional Commissioner, LTU, Audit, Bangalore Circle reserves the
right to negotiate with the lowest of the tenderers for finalization of the same.
11) The Department reserves the right to increase or decrease the requirements.
12) Any attempt for negotiations directly or indirectly on the part of the tenderers
with the authority to whom he has submitted the tender or the authority who is
competent to accept such tender, to secure interest for actual or prospective
tender or to influence by any means, to accept a particular tender will render the
tenderer liable to be disqualified.
13) The Additional Commissioner, LTU, Audit, Bangalore Circle reserves the
right for termination of the agreement at any time by giving one month written
notice, if the services are found unsatisfactory and also has the right to award the
contract to any other agency at the cost, risk and responsibilities of the bidder
and excess expenditure incurred on account of this will be recovered from the
pending bill or by raising a separate claim.
14)
The requirement of vehicle is as below :
a)
Vehicle not old more than 3 years should be provided;
b)
The colour of the vehicle should be preferably white
c)
The vehicle should be in excellent running condition
d)
The vehicles should have valid permit and registration from the concerned
competent authorities.
15).
The bidder should be providing a minimum of 10 vehicles to the
Govt/Public sectors.
16) The bidder should ensure that the drivers deployed by them should be
having valid Driving License and should be experienced, well behaved, well versed
with the routes and locations in entire Bangalore and its suburban areas and
should be equipped with a functional mobile phone and should be available for
contact always.
17. The Hiree is required to ensure that the vehicle hired by the department
should always be available for the use of the department as per the requirement
of the department and in the event of the Hiree not able to provide the hired
vehicle for use of the department on any of the day/days during the period of the
contract due technical problems or any other reasons, in absence of the same,
the Hiree should ensure that a replacement vehicle of the same model is provided
to the department immediately, failing which the Hiree is liable for penalty of
Rs.200 per day, and the same shall be deducted from the bills payable to the
Hiree.
In addition to the penalty mentioned at (a) above, the Hiree is also liable to
pay the cost and additional cost, if any, for hiring of vehicle by the Hirer from the
market in case the Hiree fails to supply the vehicles at any point of time during
the period under contract.
18) The Hiree is liable to meet all the claims, damages and connected expenses in
case of any accident and accordingly the Hiree shall undertake to indemnify the
department against all damages/charges arising on account of or connected with
the negligence of the Hiree or his staff or any person under his control whether in
respect of accident/injury to the person or damages to the property of any
member of the public or any person or in executing the work or otherwise and
against all claims and demand thereof.
19) The rates should be quoted by the tenderers only in Annexure I enclosed
and should be duly signed with seal. Rates should be written both in figures and
words; where there is any difference between rates quoted the rates quoted in
words shall prevail. Any overwriting/corrections in rates should be attested by
the tenderers with seal.
20) The rates quoted in Annexure I should be all inclusive (Vehicle hire charges,
fuel,
maintenance, driver’s salary, allowances, insurance and any other
expenses). The rate quoted is for the distance covered from point of duty to the
point of duty. The Hirer is not liable to make payment for distance covered other
than points of duty and accordingly Hirer is not liable to pay for mileage from the
Hiree’s/driver’s place or any other place.
21) In case of any variation/revision of taxes after agreement and during the
operation of the agreement, the Additional Commissioner LTU, Audit, Bangalore
Circle shall revise the rate accordingly w.e.f. the date of such revision.
22) On commencement of the agreement, the Hirer should ensure that the
driver/Vehicle should not be changed unless requested by the Department. In
Case of any requirement to change the driver/vehicle, the same should be
intimated to the Department in advance.
23) On awarding the agreement, the Hirer shall furnish to the department the
complete details of vehicles supplied/certified copies of the RC book and
comprehensive insurance policies. The details of the deployed drivers along with a
copy of their driving license should also be furnished.
24) The hired vehicles shall be deemed to be at the disposal of the LTU Audit
office and shall not be used by the Hiree for any other reasons.
25) The department will not be under any obligation, legal or otherwise, to
provide employment to any of the personnel of the service provider during or after
the expiry of the hire period. The department recognizes no employer-employee
relationship between the department and the personnel deployed by the Hiree.
The department shall not be responsible financially or otherwise for any injury to
the vehicle or driver or person deployed by the Hiree during the hire period.
26) The following documents are required to be submitted by the bidder :
a)

The successful tenderer will have to execute an agreement in non judicial
stamp paper of Rs.100/- and the cost of stamp paper is to be borne by the service
provider and he shall be bound by the terms and conditions in the agreement.
d)
A list indicating the departments where the bidder has contract for hiring of
vehicles along with supporting documents should be submitted with the bid.
e)
A list showing the number
departments / PSUs to be furnished.
f)

Profile of the agency along with profit-loss statement for the last three
years in support of the turnover should be furnished.
27) Rates quoted in ANNEXURE-I should be inclusive of vehicle’s fuel, rates and
Taxes, maintenance, drivers salary & allowances insurance etc. The billing shall
be charged for the actual running distance (excluding the dead mileage) from the
point of pick up to the point of drop. The bidder should also quote his hire
charges per month in case of each type of vehicle.
28) The service provider should certify and affix his signature on each and every
page of the tender document with his acceptance of each of the condition
specified on each page of the tender document.
29) The quotation complete in all respects should be submitted in a sealed cover
superscribed as “Quotation for hiring of vehicles at LTU Audit Circle ,Bangalore”
and addressed to the Additional Commissioner, LTU, Audit, Bangalore Circle, 100
Ft.Ring Road, Banashankari III Stage, Bangalore – 560 085 on or before
30.09.2015.
