OCTOBER 15, 2013
The Regular Meeting of the City Council of the City of East Peoria, Illinois was called to order by his Honor Mayor
David Mingus at 6:00 P.M.
Upon the roll being called the following answered present: Mayor David Mingus, Commissioner Daniel Decker,
Commissioner Timothy Jeffers and Commissioner Benjamin C. Joos.
Absent: Commissioner Gary Densberger.
The invocation was given by Commissioner Jeffers.
Mayor Mingus led the Council and the audience in the pledge of allegiance to the flag.
Motion by Commissioner Joos, seconded by Commissioner Decker; Mr. Mayor, I move that the minutes of the
Working Session and Regular Meeting held on October 1, 2013 be approved as printed.
Yeas: Commissioner Decker, Jeffers, Joos and Mayor Mingus.
Nays: None.
Mayor Mingus declared the motion carried.
Mayor Mingus proclaimed October 2013 as “National Breast Cancer Awareness Month.” He handed the
proclamation to Phillip Lockwood, Special Event Director, from the Susan G. Komen for the Cure. Mr. Lockwood
discussed the Promise Run and Relay. He thanked city staff for their assistance with the run.
Mayor Mingus stated if there was anyone in the audience who wanted to speak on any items on the agenda to come
to the podium, state their name, address and the matter or matters to be discussed. There was no response.
Commissioner Decker explained that Ordinance No. 4136 has been pulled for further review.
Resolution No. 1314-054 by Commissioner Decker, seconded by Commissioner Jeffers; BE IT RESOLVED BY THE
COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS that the claims as listed on Schedule No. 11 be allowed.
Mr. Mayor, I, move that the Clerk is hereby authorized and directed to issue orders on the Treasurer for the various
amounts, totaling $1,471,503.83, and the schedule of bills be hereby adopted as presented.
Yeas: Commissioners Decker, Jeffers, Joos and Mayor Mingus.
Nays: None
Mayor Mingus declared the motion carried.
Motion by Commissioner Jeffers, seconded by Commissioner Decker; Mr. Mayor, I move you that Ordinance No.
4106, hereto attached, (AN ORDINANCE AMENDING TITLE 9, CHAPTER 6 OF THE EAST PEORIA CITY
CODE FOR THE PURPOSE OF MODIFYING THE REGULATIONS APPLICABLE TO HEALTH AND
SANITATION) having been read once by its title and having been laid on the table for no less than one week for
public inspection, be adopted as presented.
Commissioner Jeffers discussed the reasons for the amendment.
Commissioner Decker discussed items that can be picked up and limit on the number of receptacles to three per
house.
Commissioner Decker and Director of Public Works, Steve Ferguson, discussed the timing on the requirement for
toters. Commissioner Decker discussed the goal of the toter requirement; that goal being reduction of injuries.
Yeas: Commissioners Decker, Jeffers, Joos and Mayor Mingus.
Nays: None
Mayor Mingus declared the motion carried and Ordinance No. 4106 be adopted as presented.

Resolution No. 1314-051 by Commissioner Jeffers, seconded by Commissioner Joos; BE IT RESOLVED BY THE
COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS that Resolution No. 1314-051 hereto attached, a Resolution
authorizing delay of the Toter Requirement for the Wednesday, Thursday and Friday Routes, be hereby approved, and
that this Resolution No. 1314-051 having been read once by its title and having laid on the table for no less than one
week for public inspection, be adopted as presented.
Commissioner Joos asked about the pick-up schedules. Commissioner Decker discussed that the routes need to be
looked at to see the effects of the changes.
Yeas: Commissioners Decker, Jeffers, Joos and Mayor Mingus.
Nays: None.
Mayor Mingus declared the motion carried and Resolution No. 1314-051 be duly adopted as presented.
Resolution No. 1314-055 by Commissioner Jeffers, seconded by Commissioner Decker; BE IT RESOLVED BY THE
COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS that Resolution No. 1314-055, hereto attached, a
Resolution authorizing the rehabilitation of an anaerobic digester located at Wastewater Treatment Plant #1, be
approved, and that this Resolution No. 1314-055 be accepted on its first reading as read by its title, and be laid on the
table for no less than one week for public inspection.
Director Ferguson explained what a digester is and the life of digesters. He explained that this digester is at the end
of its life and is being rehabilitated. Commissioner Jeffers discussed the expenditures of the rehabilitation.
Commissioner Joos asked about the breakdown of expenditures and the contractors involved in the repairs. Director
Ferguson explained the contractors and repairs completed by each contractor.
Commissioner Decker asked about the life of the digester. Director Ferguson explained that it was at the average life
of a rehabilitation.
Yeas: Commissioners Decker, Jeffers, Joos and Mayor Mingus.

Mayor Mingus declared the motion carried.
Resolution No. 1314-056 by Commissioner Joos, seconded by Commissioner Jeffers; BE IT RESOLVED BY THE
COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS that Resolution No. 1314-056, hereto attached, a
Resolution regarding the City’s Revised Group Health Insurance Plan, be approved, and that this Resolution No. 1314056 be accepted on its first reading as read by its title, and be laid on the table for no less than one week for public
inspection.
Commissioner Joos discussed the enrollment time and the health insurance committee. He discussed the different
plan options offered. He explained that this is a moving target and there are future changes needed. He thanked staff
that were involved in creating the plan.
Commissioner Decker explained that he would be abstaining from the vote. He explained that the overall goal is to
ensure that employees are healthy.
Yeas: Commissioners Jeffers, Joos and Mayor Mingus.
Abstain: Commissioner Decker.

Mayor Mingus declared the motion carried.
Resolution No. 1314-057 by Commissioner Joos, seconded by Commissioner Jeffers; BE IT RESOLVED BY THE
COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS that Resolution No. 1314-057, hereto attached, a
Resolution regarding Employee Contribution Rates for the City’s Group Health Insurance Plan, be approved, and that
this Resolution No. 1314-057 be accepted on its first reading as read by its title, and be laid on the table for no less
than one week for public inspection.

Commissioner Jeffers discussed the High Deductible Plan with the Health Savings Account. He discussed proposing
the City look at a contribution to seed the Health Savings Account at a future meeting. Commissioner Jeffers discussed
the cost savings that could come to the insurance plan if employees would enroll in the High Deductible Plan.
Mayor Mingus discussed getting a resolution to City Council at a future meeting’s agenda.
Commissioner Joos discussed encouraging people to be more involved in their healthcare.
Yeas: Commissioners Jeffers, Joos and Mayor Mingus.
Abstain: Commissioner Decker.
Nays: None.

Mayor Mingus stated if there was anyone in the audience who wanted to speak on any items on the nonagenda to
come to the podium, state their name, address and the matter or matters to be discussed.
John Kahl of 101 Field Court, East Peoria came to the podium and discussed the Theresa Tracy Trot scheduled for
November 2, 2013. He explained that Theresa was a young mother with three children that lost her life three years
ago this month to pancreatic cancer. He explained that the all proceeds will go to the Illinois Cancer Care Foundation.
Information can be found at www.theresatracytrot.com. He thanked City Officials and employees that assisted with
the event.
Mayor Mingus asked for any additional comments from the audience. There was no response.
Mayor Mingus then asked for comments from Council.
Commissioner Jeffers explained that he appreciates the breast cancer awareness proclamation and that his wife is
going on 10 years as a survivor.
Motion by Commissioner Jeffers, seconded by Commissioner Decker; Mr. Mayor, I move you that we adjourn until
Tuesday evening, October 29, 2013 at 6:00 P.M.

Nays: None
Mayor Mingus declared the motion carried and the meeting adjourned at 6:44 P.M.
