This communications plan is provided so that information from reporting individuals may be properly received and recorded and disseminated in a timely manner to the Law Enforcement Section of the Department of Agriculture. Conservation Law Enforcement Communications Plan 1.1 OBTAIN FOLLOWING INFORMATION FROM THE REPORTING PERSON: The following information should be obtained from the reporting individual. 1. 2. 3. 4. 5. 6. 7. 1.2 Name of reporting person (if possible) Call back number of reporting person (if possible) Type of violation being reported (hunting, fishing etc,,,) Location where violation being committed Number of individuals involved Description of individual(s) (clothing, heights, weight etc…) Vehicle involved, description (make, model, color) REPORTING VIOLATIONS DURING NORMAL WORKING HOURS: Normal working hours are Monday through Friday 8:00 a.m. to 5:00 p.m. not including holidays. Step 1: All calls reporting violations should be made either directly to the Department of Agriculture, Division of Aquatic and Wildlife Resources at 735-3955/56 or the Guam Police Department at 472-8911. Step 2: If calls are made directly to the Guam Police Department. The Guam Police Department may attempt to contact the Conservation Officers directly through the SMART net system or call the Division of Aquatic and Wildlife Resources who in turn will attempt to contact Conservation Officers. 1.3 REPORTING VIOLATIONS AFTER NON NORMAL WORKING HOURS OR HOLIDAYS: Non normal working hours are Monday to Friday after 5:00 p.m., weekends and holidays. Step 1. All calls reporting violations should be made through the Guam Police Department at 472-8911. Step 2. Upon receiving a call for violations from the reporting person the call shall be forwarded to Guam Police Dispatch who shall attempt to contact Conservation Officers through radio communications through the SMART net system. If the radio contact fails then radio dispatch shall attempt to call L.E. supervisor or the next ranking officer on the phone contact list.
