Current challenges to Media Regulation in the Southern Mediterranean

Programme
This side-event on Media Regulation will gather regulatory institutions, law makers and
experts from the Southern Mediterranean region to discuss current challenges facing
media regulation in the region, present best practices and cooperate with those
countries that are currently working on the creation of regulatory bodies. The event will
also form an informal network of regulatory institutions the MedMedia project will
support.
10am: Welcome and introductory speech by Mr. Josep Maria Carbonell. Dean of Blanquerna
University and former chairman of the Catalan Audiovisual Council.
10:15: Presentation of MedMedia Project and the creation of a Regulatory Network, by Fabio Del
Alisal, Director at Blanquerna University & MedMedia Project Leader; Presentation of Blanquerna
University activities in the MedMedia, by Jaume Suau, Professor and Researcher in Blanquerna
University & MedMedia Project Manager.
10:45: Panel 1. Regional/National challenges for media regulation. In this panel delegates will show
particular challenges that media regulation is facing in their countries or in the MEDA region as a whole.
We will see how some issues are strongly related with national contexts while other issues are in fact
more connected to regional trends. To conclude, it will be seen how the MedMedia can contribute to
future cooperation on the several issues introduced by delegates.







12:00: Lunch break
13:00: Panel 2. Future challenges: How can we adapt media regulation to new communication
technologies? This panel is focused in debating how the introduction of new communication
technologies is transforming the way we understand and apply media regulation. Delegates will address
how their countries are facing these transformations, being following debate aimed at establishing how
the MedMedia can contribute to future cooperation on that topic.

14:00: Panel 3. Regulation Vs. Self-regulation. Delegates will address in this panel how to better
combine media regulation and self-regulation in the MEDA region and in their particular countries. The
following debate will be aimed at debating how self-regulation can be adopted in other countries and how
the MedMedia can work towards this objective.

15:00: Conclusions, preparation of next event and closure, by Mr. Josep Maria Carbonell. Dean of
Blanquerna University and former chairman of the Catalan Audiovisual Council.

Fabio Del Alisal, Director in Blanquerna University and MedMEdia Project Leader and
Jaume Suau, researcher in Blanquerna University and Project Manager at MedMedia.
