Introduction WASH Cluster second meeting was held on February 5, 2015 chaired by WASH Cluster Coordinator (CC) Mr. Noor Bakhsh. Meeting started at 11:30 Hrs in UN-OCHA office with the introduction of the participants and WASH Cluster Coordinator welcomed all partners in the meeting. ● Last Meeting Action Points WASH CC reviewed the last meeting action points as follows; ● WASH cluster could not coordinate with State Emergency Service (SES) and Sanitary-Epidemiology Services for cochair at national level, will do it by next week. ● WHO focal person did not share the response of management as cluster requested for water quality analysis. ● Mama-86 will did not share the WASH needs in the areas of presence in Lugansk and Donetsk ● WASH Cluster awaiting the response of cluster partners once received will share the 1-page summary of WASH response based on 4-W matrix info. ● WASH Cluster made available 4-W matrix online and accessible to all cluster partners 1 2nd WASH Cluster Coordination Meeting 2015, Ukraine 3. WASH situation update by cluster and response by cluster partners WASH Situation WASH Cluster Coordinator shared that the recent fighting in Donetsk and Lugansk Oblasts is significantly impacting on the access and quality of water, sanitation and hygiene in both government and non-government controlled areas. Due to heavy shelling, the water supply systems are badly damaged. Damages include pumping stations, filtration systems, supply lines, electricity cut-offs and water sources. More than 300,000 people in 20 towns/villages which are at the frontline or near the frontline do not have access or have very limited access to safe drinking water in Donetsk and Lugansk Oblasts. Territories of particular concern are Avdievka, Chermalyh. Debaltsevo, Dokuchaevsk, Donetsk, Gorlivka, Granitne, Krasnoarmiyske, Krasnogorivka, Maiorsk, Mariinka, Novotroitske, Pantelymonivka, Pisky, Shyrokine, Staroskativka, Svitlodarsk, Talakivka, Vuglegirsk, Yasynuvato. In Lugansk Oblast, towns/villages at the frontline or nearby frontline that have no access to safe drinking water are Fashivka, Kalynove, Popasna, Pervomaisk, Girske, Donetskyi, Triohizbenka, Slovyanoserbsk, Shastya, Stanytsya, Luganska and Lugansk. Furthermore, thousands of people living in bunkers in Donetsk oblast are in dire need of safe drinking water, sanitation and hygiene supplies. Due to lack of access to water, people are melting snow (source: interview of UNICEF WASH Manager with the Mayor of Gorlovka and deputy Governor of Lugansk) which is something Ukraine has never experienced. According to the Mayor of Gorlovka, due to lack of ingredients in filter stations, there are cases of poisoning of the affected population of the town. Inaccessibility to safe drinking water and hygiene supplies may lead to disease outbreak if not immediately addressed. WASH cluster urged all humanitarian actors to provide safe drinking water and hygiene supplies immediately across including governmental controlled and non-controlled areas. Furthermore, emphasized the provision of sanitation facilities in bunkers which may immediate response will be peepoo kit/bag. WASH response UNICEF is addressing the WASH needs through implementing partners, the details are; Currently, distributing 15,000 bottled water (each 6 liters) in Volnovokha town through ADRA with the collaboration of city mayor. Distributing baby, adult and family hygiene kits in governmental controlled of Donetsk Oblast and non-controlled areas of Lugansk Oblast through Rubezhi. Installing three water purification units with the collaboration of Krasgorovka administration and Voda Donbasa in Donetsk oblast to address the immediate needs of 20,000 people. 2 2nd WASH Cluster Coordination Meeting 2015, Ukraine Rubehzi is submitted proposal for WASH response to different donors. Caritas mobilizing resources for WASH response and also going to distribute 1000 hygiene kits, 2000 detergent powder next week in Kharkive Oblast. KHORS is submitting WASH proposal to donor for immediate response. ACF is mobilizing resources as submitted proposal to ECHO and waiting for response but meanwhile mobilizing four water purification units from Paris. ADRA distributing 1500 hygiene kits/NFIs vouchers to IDPs in Kyiv, Poltava, Dnipropetrovsk, Kharkive, Vinnitsa, Donetsk and Lugansk. PIN has no current WASH activities but keeping in view the situation may mobilize for WASH response. Save Ukraine Now mobilized resources and trying to restore the water supply system of Volnovokha town. The source of water supply system is in non-governmental controlled area. Save the Children providing hygiene kits and hygiene promotion in Dniproprosk and Zapharozia, activities are; 1000 hygiene packages – for HH with children up to 24 months (or older but using diapers) Procurement of 1000 water purification Trained 24 community outreach workers for hygiene promotion Printed 5000 hygiene promotion books for children and 350 posters Printed 10,000 hygiene promotion leaflets for adults Lunch hygiene promotion activates through community meeting as a part and so far more 10,000 people from Dnepro and Zaporizhia received the information on hygiene 4. 4-W matrix Mr. Haitham Farag, Information management specialist distributed the 4-W matrix format among cluster partners and got info of response. WASH CC highlighted that 4-matrix will contribute to a more coordinated response and avoid duplication therefore, it is requested to all cluster partners to share it. It was also mentioned that : The required 4W matrix is simplified to just main activity level while a more detailed 4W will be introduced in future. The more detailed 4W matrix would be rolled out as organizations build capacity and are able to provide more quantified data against targets and indicators. This proposed future 4W matrix will utilise agreed on indicators to enable better analysis of gaps and improve targeting precision. 3 ● Some of cluster partners will share it through email by Feb 10 2nd WASH Cluster Coordination Meeting 2015, Ukraine The 4W approach to sharing data is a process with expectation of data quality to improve overtime. Finally, the detailed matrix will complement and replace the simplified 4W circulated during this meeting, to avoid any duplication of efforts.
