o Structures Searched: Nine FEMA US&R TFs Searched 47,154 structures in the
most densely populated areas in the country
o Response Support Measures - Survivor Assistance:

Assisted 1,214 survivors including medical evaluations, assessments,
and evacuations

Completed 1,417 health & wellness checks

Sponsoring Agency Chiefs willingness to accept non-traditional
humanitarian mission

Established a Logistics Distribution System to provide post-disaster
commodities:

4,419 meals

5,189 cases of bottled water

9,523 blankets
 Moore, Oklahoma Tornadoes Response Operations
o Structures Searched: Three FEMA US&R Task Forces searched 1,708
structures in 22 assigned search areas within 3 operational periods
o Arrival of first FEMA US&R personnel within 12 hours of tornadoes touching
down
o Oklahoma Response in Perspective
o On average, each US&R TF searched:

570 structures total
•
190 structures per 12-hour operational period
•
16 structures per hour
•
1 structure every 4 minutes
o Response Support Measures - Survivor Assistance:

Coordinated with Tulsa Emergency Medical Services (EMS) to provide
medical support

Partnered with National Guard and Army units for hazardous material
mitigation
 Colorado Flooding Response Operations
o CO-TF1, assigned as a State resource, performed 60 rescues, assists, and/or
evacuations, providing medical treatment for 18 survivors
o Structures Searched: Four FEMA US&R Task Forces searched and/or
assessed 522 undamaged structures, 76 moderately-damaged structures,
and 109 destroyed structures
o National US&R System Task Forces operational effectiveness enhanced due
to CO-TF1’s actions (to include CO-TF1 personnel staffing ESF #9 Desk in
State EOC).
o Wide area search operations and corresponding documentation of searches

Survivor assistance: Direct assistance to survivors outside of the scope of
FEMA US&R’s primary mission:
o Door-to-door health and wellness checks
o Medical assessments and evaluations
o Critical information distribution (e.g., shelter, disaster-assistance hotlines)
Commodities distribution (e.g., food and water)
 Emergency management assistance: Providing emergency management
technical support, coordination, equipment, and situational awareness to local and
state responders:
o Coordinating incident-wide search and rescue efforts
o Assisting jurisdictions to establish an EOC
o Supporting specialized functions such as logistics management,
communications, and medical triage
o Providing the incident commander, JFO, and/or NRCC with situation
assessments
 FEMA US&R Response System’s primary mission is saving lives in
collapsed building environments
o FEMA US&R-supported live rescues in collapsed environments are rare
o FEMA US&R TFs almost always support activities outside their primary
mission
o
FEMA US&R TF knowledge, equipment, and capability support state/local
US&R operations—e.g., 2013 Philadelphia building collapse
