J. Andrew Martin, CFM is the Mitigation Liaison at FEMA Region II. He is a subject matter expert on of all aspects of Risk Analysis, Floodplain Management/Flood Insurance, and Hazard Mitigation Assistance. Mr. Martin’s role requires close coordination with all FEMA Divisions in Region II and FEMA HQ, as well as working closely with communities, State and Federal agencies, and political representatives. Prior to joining FEMA, Mr. Martin led and managed FEMA Region II’s Support Center (RSC II) team in New York City for 6 years as part of the Risk Assessment, Mapping, and Planning Partners (RAMPP) team contract. The RSC supported FEMA Region II and their stakeholders, including direct support to the New York City Mayor’s Office of Recovery and Resiliency, the New Jersey Department of Environmental Protection, the New York City Department of Environmental Protection, the New York State Department of Environmental Conservation, and DR-4085 and DR-4086 (FEMA Disaster Response/Recovery for New York and New Jersey respectively). He and his team provided technical, geospatial, program management, mitigation planning, and outreach support for FEMA’s Risk Analysis Branch in New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands. Prior to his position at RSC II, Andrew managed high profile Flood Insurance Studies in FEMA Region IX (California, Nevada, Arizona, Hawaii, and Pacific territories), and has 15 years of experience performing and managing GIS services for a wide variety of municipal, State, and Federal clients across the country.
