Purpose of Position
The Business Manager will be responsible for the financial, administrative and information
systems function of the (LHD) MIDS
This position reports to the Executive Director, (LHD) MIDS and is responsible for providing
finance, administration and information systems support services to all stakeholders. The
position liaises with Finance and Information Technology, as key internal providers of
services, for the provision of financial services and information systems, across the LHD
The position is responsible for the relationship between the (LHD) and suppliers and external
service providers. The position also liaises with senior officers of the Ministry of Health for
accounting standards, etc. External contact is necessary for the position to comply with
legislative and WH&S requirements
Key
Accountabilities

Develop, manage and implement best practices in business processes and planning,
including preparation and submission of detailed operating budgets supported by
statistical analysis of historic and future activity levels, and benchmarked to industry
accepted productivity levels

Manage and control, in collaboration with MIDS clinical managers, actual expenditure
within budget, including measurement and control of staff resources through detailed
tracking of staff utilisation and productivity

Manage and develop an optimum environment of information systems and processes to
support the MIDS service delivery models including introducing the change management
practices necessary for the implementation of new service delivery models

Effectively deal with staff and customers at a range of levels

Attend meetings at a senior level presenting to senior management

Undertake strategic business analysis with an emphasis on identifying and resolving
barriers to development

Maintain standardised reporting and accounting principles across MIDS facilities

Develop a 10 year capital / leasing acquisition plan for approval by the LHD to be
updated each financial year ensuring that all MIDS equipment is maintained adequately
and replaced when economically justified

Develop and maintain practices and procedures for the transfer pricing of the MIDS
ensuring that all authorised budgeted costs are planned to be recovered and that an
annual review and approval of transfer prices is actioned

Ensure accounting guidelines and the LHD Delegation Manual are followed in relation to
all administrative and financial transactions within the MIDS

Prepare all necessary reports in a timely manner

Ensure that a safe workplace is maintained at all times by adherence to safety standards,
WH&S awareness and safe operating of equipment

Maintain an effective documentation and record keeping system ensuring that
appropriate systems are in place and the records are stored and retained in accordance
with the statutory requirements

Develop MIDS standards as related to finance, administration functions and information
systems (including policies, procedures and quality improvement initiatives) in
accordance with the formal Quality Assurance or Accreditation frameworks adopted by
the MIDS

Maintain quality assured systems and processes including periodic reviews and audits
and continuous improvement so that formal quality certification is maintained

Manage the development and implementation of appropriate integrated management
information and reporting systems that support improvements in the efficiency and
effectiveness of service delivery

Participate in MIDS executive meetings with advice and input to stakeholders

Update professional skills and knowledge regularly by attendance at relevant
conferences, courses and forums


Major challenges for the Business Manager, (LHD) Medical Imaging District Services include:

Introducing best practice business planning and operational processes into the business
unit(s)

Developing revenue targets, and identification and implementation of practices to
increase revenue opportunities

Developing benchmarking and management of KPIs and quality systems

Implementing work practice reforms associated with implementation of new information
technology

Rationalising and modernising equipment and facilities across MIDS with development of
equipment replacement programs and certification of funding sources

Mentoring the development of cultural change associated with establishment of MIDS
model, ie fostering LHD-wide perspective of provision of services
 Ensuring service provision is developed in line with Activity Based Funding (ABF)
Internal
Within (LHD) this position reports to Executive Director and is responsible for providing
finance, administration and information systems support services. A strong day-to-day
relationship exists with clinicians and managers within the MIDS.
The position liaises with Finance and Information Technology as key internal providers of

External
Externally the position is responsible for the relationship between (LHD) and suppliers /
external service providers. The position also liaises with senior officers of the Ministry of

Selection Criteria
The Business Manager will determine the most efficient methods by which to provide
information required by the Executive Director
1. Tertiary qualification in Finance / Accounting / Business Management or the equivalent,
and eligibility for membership to appropriate professional association
2. Extensive experience in process re-engineering and quality improvement processes and
the management and implementation of change
3. Extensive experience in the management of finance, administration and information
systems functions in a competitive business environment
4. Demonstrated experience in dealing effectively with external service providers including
experience in the development of specifications, evaluation of tenders and management
of contracts for service delivery contracts
5. Demonstrated experience in managing the implementation of information technology
projects
6. Experience and ability to build relationships at a senior level and to present to senior
management
7. Experience in carrying out high level strategic business analysis with an emphasis on
identifying and resolving barriers to development
8. Extensive experience in the use of computerised accounting and office software
packages
