NOTICE TO CONTRACTORS:
B ids will be received by the Port of Clarkston in a sealed envelope clearly marked “Phase 2 Telecom
Fiber Build," until 2:00 p.m. local time on Monday, August 11, 2014 at Port of Clarkston, located at 849
Port Way, Clarkston, Washington 99403:
DESCRIPTION: Placement of fiber optic cable, both buried and aerial, will occur in downtown
Clarkston and the Clarkston Heights. This project includes:
6.2 miles of aerial fiber optic cable,
.33 miles of buried fiber optic cable,
maintenance holes,
32 new poles,
anchors and
conduits as shown in the plans and specs.
A total of 4,054 linear feet of 288-strand fiber, 29,298 linear feet of 144-strand fiber, 533 linear feet of
48-strand fiber and 602 feet of 12-strand fiber will be needed for this project.

PRE-BID WALK-THROUGH: The Consultant will be available for a pre-bid walk through on August 4, by appointment only. Contact Paul DeWolfe at 406-327-0629 by July 31 st if you wish to take advantage of this option. This will be the only opportunity for bidders to visit the Project site in the company of the consultant.
PREVAILING WAGE/DAVIS BACON: The Contractor will be required to demonstrate payment at
Washington prevailing wages or Davis Bacon, whichever is higher.
PERFORMANCE BOND/LICENSE/SUBCONTRACTORS AND MORE: Awarded Contractor must provide a 100% performance bond in order to receive progress payments, provide a current certificate of insurance naming the Port as additional insured, be a licensed Contractor in the State of
Washington, sign a written contract with the Port of Clarkston, provide list of sub-contractors within ten days of the date of the bid award and provide a Statement of Intent to Pay Prevailing Wage and
Affidavit of Prevailing Wages Paid for self and any subcontractors. Should Contractor agree to a lump sum payment at the conclusion and acceptance of the project, no performance bond will be required.
BID GUARANTEE: A surety company bid bond on a form acceptable to Port, a cashier's check or a certified check payable to the order of Port of Clarkston, or cash, shall accompany each bid in an amount not less than five percent (5%) of the Basic Bid. No bidder may withdraw its bid after the hour set for the opening thereof, unless the award of the contract is delayed for a period exceeding 60 days.
SAFETY PLANS: Prior to the issuance of the Notice to Proceed, the Contractor will be required to submit to the Port a copy of its company safety program and a site specific safety plan.
The Port reserves the right to reject any or all bids and to waive as an informality any irregularities in the bids received.
