No additional comments or explanations may be added by the Bidder. Further, Bidders shall not point to or recommend other documentation as a means to describe its compliance or non-compliance with any requirement. Failure to comply or agree with mandatory requirements shall result in rejection of the Bid. TECHNICAL REQUIREMENTS 6.1. Goods All Goods equipment furnished under the Contract shall be new, unused equipment and fully warrantied by the OEM. 6.1.1. Batteries Contractor shall provide 360 EnerSys DataSafe DXC 4DX-15B batteries. All batteries furnished under the Contract shall be new, unused equipment, fully warrantied by EnerSys. 6.1.2. Pillow Contractor shall provide replacement spill containment pillows. Pillows shall be a combination of EnviroGuard part numbers NABPILL (420 pillows) and SOC (96 pillows) in order to properly cover the area within the existing spill containment system. Existing pillows shall be recycled using EnviroGuard’s Pillow Recycling and Disposal Program. Battery Removal, Disposal and Installation Contractor shall de-install, remove and dispose of current batteries, and install 360 EnerSys DataSafe DXC 4DX-15 new batteries in accordance with EnerSys’ SystemSafe installation and certification services as detailed by EnerSys in Attachment E (EnerSys SystemSafe DC Power & Turnkey Battery Installation). All work shall be done according to industry best practices and applicable safety standards. Contractor shall properly dispose of removed batteries in accordance with all applicable codes. Pillow Replacement Contractor shall remove existing pillows, remove any debris from containment frames, and install new pillows in accordance with manufacturer’s specifications. Existing pillows must be properly recycled per Section 6.1.2 above. ☐ ☐ 6.2.3. Tools and Equipment Contractor shall provide all tools, materials, equipment and parts (including the tab washers on each post of the new batteries) necessary to de-install and remove the State’s existing batteries and install the new batteries and connect the strings to the State’s UPS. Contractor shall use existing racking and cabling (see Attachment D-DX Model Flooded Rack Assembly) to connect the strings to the UPS. The State expects that existing cables and racks will be reused however; Contractor will be responsible for providing and installing all inter-battery connections and plates. 6.3 Inspection and Acceptance ☐ ☐ ☐ ☐ REQUIREMENT All Deliverables provided under this Contract shall be subject to Inspection and Acceptance by the State. All inspections by the State shall be performed in such a manner as not to delay the Services. The State shall promptly notify the Contractor of the results of any inspection it performs. If an inspection produces unsatisfactory results, the State shall specifically identify what criteria could not be satisfied and the particular methodology that was used to reach this conclusion. 6.3.1 Certification Contractor shall complete the following certification tasks as part of its engagement with the State. 6.3.1.1. Documentation Contractor shall provide the State with all operating and maintenance manuals associated with the EnerSys DataSafe DXC 4DX-15B batteries and EnviroGuard pillows. 6.3.3. Work Site Damages Any damage to existing utilities, equipment or finished surfaces resulting from the performance of this Contract shall be repaired to the State’s satisfaction at the Contractor’s expense. 6.4 Subcontractors (respond in Tab 6) Document1 3 of 4 ATTACHMENT B–TECHNICAL REQUIREMENTS MATRIX RFB 28196-AW EnerSys 4DX-15BUPS Battery Replacement REQUIREMENT 6.5 Corrective Maintenance Does Comply/ Agree Does Not Comply/ Agree ☐ ☐ ☐ ☐ ☐ ☐ Due to the critical nature of the applications for which the equipment is purchased, the Contractor shall provide 24 hours a day, 7 days a week corrective maintenance support, including State holidays. Contractor shall provide support for battery failures, replacement labor and emergency response to battery related issues or events. On-site response time shall be within one (1) hour following initial notification. All necessary repairs or corrections shall be completed, or remedy advised, within four (4) hours of the initial notification. All such Services shall be performed by qualified technicians properly authorized by the manufacturer to perform such Services. The State reserves the right to require proof of certification prior to award and at any time during the term of the Contract. Service Reports Upon completion of any service call, the Contractor shall provide the State with a signed service report that includes, at a minimum: a general statement as to the problem, action taken, any materials or parts furnished or used, and the number of hours required to complete the repairs. 6.6. Warranty 6.6.1. Battery Warranty Batteries shall include EnerSys’ complete warranty appropriate to the required batteries which have an expected twenty-year life. Bidder shall include documentation of such warranty with its Bid. 6.6.2. Service Warranty Contractor shall warrant that all work performed under this Contract shall be fully guaranteed against defects in workmanship for a period of 90 days following date of Acceptance. Should any defect be noted by the State, Contractor will be notified within three days of such defect or non-conformance. Notification will state either (1) that the Contractor shall replace or correct, or (2) the State does not require replacement or correction, but an equitable adjustment to the Contract price will be negotiated. If the Contractor is required to correct or replace, it shall be at no cost to the State and shall be subject to all provisions of this specification. If the Contractor fails or refuses to correct the deficiency, the State may have the work corrected and charge the Contractor the costs incurred to obtain the correction. Document1 4 of 4
