You might think that the toughest part of collective bargaining is convincing the other side to agree with you, but it is not.
The process has become littered with obstacles that have little to do with the other side of the table. It is a lot like being
challenged to walk quickly from the front door to the back door of someone’s home—only to find the residents are
hoarders. The speaker will identify these challenges and comment on how to get by some of them.
Frank Ferris is now in his fourth term as the National Executive Vice President of the
National Treasury Employees Union, a union of about 140,000 federal employees in over twodozen federal agencies. Frank’s lifetime of commitment to federal sector labor relations began
in 1970 when he served as a Chief of Employee and Labor Relations in an IRS New York office
and continued with a position as Field Economist with the Bureau of Labor Statistics. He was
appointed NTEU Director of Negotiations over 30 years ago and became renowned throughout
the federal sector for his vast knowledge of labor-management issues and his bargaining skill.
Frank has taught graduate school courses at several universities, published over 30 articles in
professional journals about HR/LR issues, and written a book entitled, Collective Bargaining
Law For The Federal Sector. He holds a doctorate from the University of Southern California.
