Provision of the III International Festival-Competition of snow and ice sculptures
"Magic ice of Siberia"
1. General provisions
1. This Provision regulates the process of holding the III International
Festival-Competition of snow and ice sculpture "Magic ice of Siberia" in
Krasnoyarsk city (hereinafter referred to as the Festival).
2. The Festival takes place from 13 to 19 January 2015.
II. Goals and objectives
4. The main aim of the Festival is to involve Krasnoyarsk residents to the
achievements of modern culture and building brand of Krasnoyarsk city as a city of
unique art technology.
5. Objectives of the Festival:
1) creation of the special conditions for Krasnoyarsk art school of snow and
ice organization;
2) creation of useful leisure time conditions for visitors and residents in
Krasnoyarsk city in winter time;
3) creation of conditions for development of ecological tourism in
Krasnoyarsk city;
4) creation of conditions for development of the hotel business, services
industry, souvenir merchandise production in Krasnoyarsk city.
III. Founders, organizers and partners
5. Main Department of culture of Krasnoyarsk city Administration is the
founder of the Festival.
6. Krasnoyarsk city public fund "Dixie" is the organizer of the Festival.
7. The partners of the Festival are: Department of Social Policy, International
Affairs Department of Krasnoyarsk city, Main Department of Physical culture,
Sport and Tourism and other organizations and mass media.
IV. Festival participants
8. Festival participants are teams, which are made from professional painters,
sculptors and architects (including the near and far abroad countries), painters and
sculptors-devotees, students and teachers of art schools, colleges and schools.
There are two nominations: “Snow” and “Ice”. Each snow team should include 3
people older 18 years, each ice team should include 2 people older 18 years
V. Procedure of the Festival
9. The Festival takes place in two categories: "Snow" and "Ice".
10. Venue of the Festival:
Krasnoyarsk city, Yenisei river embankment (pedestrian zone – from Veinbauma
street to Dictatury Proletariata street).
11. Program of the Festival:
Day 1 – arrival and registration.
Day 2 – city tour in Krasnoyarsk city, opening ceremony of the Festival, start
of work.
3-5 day – continuation of work, master classes.
Day 6 – completion of work, closing ceremony of the Festival
(announcement winners and awards ceremony)
Day 7 – participants’ departure.
VI. Participation conditions in the Festival
12. Teams give an application form for participation in the Festival according
to the present enclosure to this provision and preliminary design by e-mail:
krasled@mail.ru. Application form for participation and preliminary design should
be directed not later than 15 November 2013.
13. The jury of the Festival chooses preliminary design which will take place
in the festival. After approval of preliminary designs till 20.11.2014 teams receive
an official invitation that including the Festival holding conditions.
14. Technical conditions:
1) Each team participating in the Festival in the "Snow" category is provided
with a snow block 3h3h3 m size. Participants that create the snow sculpture should
only use snow, water, hand tools and mechanical tools. They are forbidden to use
colors and other materials.
2) Each team participating in the Festival in the "Ice" category is provided
with 12 ice blocks of 1 x 0,5 x 0,3 m size. Participants that create ice sculptures
should use only ice, water and materials which are obtained in the processing of ice
handling. They are forbidden to use artificial supports, decorative ornaments and
colored painting of the ice. Teams are allowed to use both manual and mechanical
tools during the process of creating the ice sculptures. Each team should be
provided with their own tools.
3) At the end of work each team should prepare the stage, which contains ice
or snow composition for the final presentation and judging.
4) Ready sculpture should match the sketch.
15. Awarding the winners of the Festival:
1st place - 90 thousand rubles;
2nd place - 60 thousand rubles;
3rd place - 30 thousand rubles;
The winners are prized with the cup and the medals.
Participating teams are awarded with special prizes.
16. Each participant of the Festival is responsible for his own safety and
health insurance.
17. Festival participants are responsible for copyrights violation during work.
18. Festival organizers are not responsible for the equipment and personal
belongings of the participants which they use during the competition.
Festival organizers may use ice and snow compositions without author
copyright within common civil law.
VIII. Jury of the Festival
19. The jury of the Festival is formed from a number of professional painters
and sculptors of Russia, CIS and other foreign countries, representatives of the
Krasnoyarsk regional organization nationwide creative public organization "Union
of Artists of Russia" and approved by the organizing committee of the festival.
20. Scores are calculated by each member of the jury in accordance with the
evaluation criteria. The total score is the sum of the estimates of all the members of
the jury.
21. Evaluation criteria:
1) Originality
2) Expressiveness of the composition
3) Subordination of small parts to the great shape
4) Expressiveness in texture
5) Maximum usage of the material
The maximum score for each criterion - 20 points.
Scoring is made by commission of 5 people:
- 1 person - representative of Department of Culture
- 1 person – representative of “Siberian State University”
- 1 person – representative of city public fund "Dixie"
- 2 persons – watchers according to ballot from the participants
IX. The Festival funding
22. Expenses, which associated with the Festival organization and holding,
travel expenses of foreign participants (air ticket of economy class) of the Festival
to the city of Krasnoyarsk and back through Russia territory is made by the
receiving party.
