Linguist will be required to be a licensed physician (MD) with minimum 2 years clinical experience. 2 TOTAL JUSTIFICATION Specify the mission requirements. Category 2 or 3 linguist requests require the circumstances under which the linguist will access classified material or information. (use continuation on continuation sheet if necessary) The NMH PA Program requires the addition of two MD linguists to translate, proof, and format the PA curriculum into Pashto. Three new programs requiring the curriculum be available in Pashto are scheduled to commence beginning in September 2011. Initial Understanding of Scope of Work. I understand that the services delivered under this contract are for interpreter/translator services only. Interpreter/translator services are defined as the rendering of spoken or written communication from English to the target language, and/or vice versa. Understanding of Non-Personal Services (IAW FAR 37.104). I understand services delivered under this contract are non-personal services and recognize that no employer-employee relationship exists or will exist under the contract. The services performed under this contract do not require Contractors to exercise personal judgment or discretion on behalf of the Government. The Government will exercise limited technical authority over Contractor personnel. Contractor personnel are not under the supervision, direction or evaluation of a Federal Officer, military or civilian. Contractor personnel are not in positions of command, supervision or control over DOD military or civilian personnel or personnel of another contractor. Linguists are subject to reassignment based on the wants and needs of the U S Government. Linguists will not become an integrated part of the unit or organization to the point that loss of a linguist prohibits mission accomplishment. Requirement for Per Diem Only. I affirm that the mission for which the Contractor(s) is/are being requested, precludes the Government from providing billeting and/or mess, and recognize that the Government will be required to pay per diem to the Contractor(s). I understand that the Government incurs a substantially greater cost in the payment of per diem then would otherwise be incurred if billeting and meals were provided to the Contractor. Contractors will abide by OEF force protection rules established for contractor personnel. The Alternate Contracting Officer’s Representative must approve individual unit restrictions for contract linguists prior to implementation to ensure contract compliance.
