Transportation Officer SALARY RANGE: $55,699 - $89,107 (240 Day Position) Charleston County School District seeks qualified candidates to serve as Transportation Officer for the Student Transportation Services department. This position will provide oversight of day to day operations and responsibility for the safe on-time bus transportation of 25,000 students to and from school every day. This position ensures contractual compliance of SC Code of Laws and Pupil Transportation statues. Required Qualifications, Experience and Training: High School Diploma; • 5 years experience in a leadership position of a large workforce staff ( direct & indirect) of 200+ • 5 years experience in operation of fleet operations • 5 years experience in working with union employees and management. • Have knowledge of the workings of entire school district; school operations, curriculum and instruction to include but not limited to Special Needs, Head Start, food service, federal programs, plant operations, budgeting, accounting, security, and interactions of all contractors, vendors, and tradesmen. Other Skills / Requirements: • • • • • • Be fully knowledgeable about CDL(commercial driver’s license) laws and processes to become CDL certified and maintain certification ,including yearly drug tests, test after accidents, etc. Knowledgeable of school programs, state transportation requirements, and strategic planning support with an emphasis on creative problem solving and analytical skills Ability to work collaborating with internal and external stakeholders Comprehensive background communicating with school administrators in all aspect of the delivery of bus students. Knowledge of Microsoft Word, Excel, Power Point, Power School, Group Wise, Munis, Versatrans, GPS, Maps, Lookup Tools and GIS. Must be customer service oriented and possess excellent oral & written communication skills • Knowledge of school law as it pertains to schools and children, whether it is discipline, sexual abuse, rights and responsibilities of educators, parents, children, and associated vendors and contractors • Knowledge of physical plants, traffic flow, • Knowledge of crisis management as well as Emergency Preparedness • Knowledge of technology, hardware as well as software. Technology must be implemented. • Multi-tasking skills: Ability to meet multiple deadlines. • Stress management associated with multitasking. • Proficient with Data Central, Info Snap, Parent Link • State and Federal transportation laws for Reg. Ed and Special Ed students • Skill of de-escalating anger and stress of others. Preferred Requirements: • • • Knowledge of laws and regulations of transporting Special Needs Students. Will have the ability to attend IEP meetings and inform IEP team members of applicable school transportation laws and regulations. Be familiar with and have the ability to adhere to and enforce Jacob's Law. Primary Responsibilities: • Plans, directs, & assists with the administration of the District’s Student Transportation Program & the District’s transportation budget. • Communicates with the State Director of Transportation the questions, statute interpretations, funding formulas, and needs of the District concerning buses assigned to the District, alternative fuels and other topical issues. • Assists with hurricane and weather related decision making and evacuation plans • Reports accidents and incidents to District officials and adheres to emergency accidents procedures. • Analyzes all invoices and resolves invoicing discrepancies between the district/schools and the contractor for overload buses, magnet routes, and fees for field trips and charter work; • Ensures that the contractor follows state reporting procedures for use of state owned buses • Approves bus routes and bus stops on behalf of the District, including hazardous routes • Responds to numerous transportation inquiries, by phone and in person • Investigates and responds to inquiries from contractor, state officials, parents, school administrators, District personnel, associate superintendents, motorist, and the general public. Meets to resolve as necessary. • Reviews design of bus loops and traffic patterns for renovation and new construction projects • Maintains transportation infrastructure: bus lots, management offices, and equipment • Oversight of the budget for all student related transportation activities to and from school. • Daily oversight and responsibility for administration of the Student Transportation Student Contract, to include CCSD bus drivers and the contracted maintenance of CCSD owned buses, bus cameras, and bus radios • Works diligently to ensure transportation is provided in accordance with State, Federal laws and propose policy for educational needs such as but not limited to the following: special events, grants, extended school year, after school, ninth grade orientations, magnet schools, Head Start, alternative programs, SAIL, ESL, CEP, CARTA, federal programs, charters, school field trips, Meeting Street Academy, and special education programs • Adheres to enforcement systems for non-performance situations. This includes penalty and escalator clauses as well as monthly feedback via school performance report cards. Document problems with service. • Increase Studer scores and react positively to feedback for stakeholders. • Identifies and develops long-range plans to address the goals in the District’s strategic plan • Directs all personnel actions for persons supervised, including but not limited to, leave requests, job description development, personnel policies application, perspective employee interviews, employee complaint investigation; performance standards establishment/definition; staff evaluation and conferences; recommendation for employee hiring, assignment, promotion, retention, transfer, and dismissal • Develops and/or assists in the development of materials for Board committees and/or Board agenda; attends board meetings. Communicates Board action to staff and contractors. • Develops and maintains good working relationships with the CCSD administrative staff members, state and national agencies, contractors, and/or community as appropriate to enhance the District’s mission • Make presentations to meetings, retreats, and workshops as requested. • Supplies support to Risk Management and Security with respect to insurance needs, planning and development of safe routes to and from school for students, staff, and visitors, and provide evidence (ex. Video tapes) as requested • Meets regularly with contractor representatives to negotiate services improvements • Collects data and information as assigned.
