Job Description Assistant Director of Assets – West Line manager Executive Director of Assets Department Assets Location Dudley or Leamington Spa Direct reports Purpose of role 2 Senior Surveyors plus 1 of Support Team Leader, Analyst, Programme Manager Deliver an integrated maintenance service in accordance with: Statutory, regulatory and contractual requirements Service commitments to residents Value for money targets with the overall aim of reducing maintenance spend Increasing the value of Stonewater’s housing assets Effective management of risks and budgets Portfolio responsibility for support, analysis or programming Key relationships External: Contractors, Consultants, Regulators, Residents and Resident Groups Internal: Finance, Divisions, Internal Audit, Asset Management colleagues KEY RESPONSIBILITIES 1. Ensure statutory, regulatory and contractual standards concerning homes are met; to residents, staff, contractors and members of the public: Ensure competent staff are in place and sufficient communication and reporting arrangements are in place Ensure budgets are sufficient to meet statutory requirements Ensure contractors are competent and capable of meeting statutory requirements Embed arrangements for continuous improvement and quality assurance in the delivery of health and safety 2. Deliver service commitments to residents: Working with Assets senior managers, ensure that service commitments and supporting policies and processes are consistent, coherent, and communicated to residents and other Stonewater teams Ensure robust arrangements are in place to deliver service commitments and to respond to service failures, complaints, and contact from MPs, Councillors, solicitors and the Housing Ombudsman Ensure that contractors engaged to deliver services are competent, properly appointed, and proactively managed Embed the culture and process to ensure services are responsive to the needs of all residents and improve by 2018 to “best in class” 3. Value for Money (VFM) targets: Contribute to the formation and delivery of the Assets VFM plan Contribute to corporate projects for reducing costs and managing demand from residents, including rewards and penalties Subject to the success of demand management policies and the economic environment, reduce total asset management spend while maintaining service standards Prepare, monitor and effectively manage budgets for £22m (S) £15m (W, E&N) approximately, ensuring timely and accurate reporting 4. Increase the value of Stonewater’s housing assets: Ensure that underperforming assets are identified and acted upon Ensure that opportunities for disposal or development are identified and passed to the Portfolio Options team 5. Actively contribute to Stonewater’s Senior Management Team; contributing to the work of that Team and to strategy and policy development 6. Ensure that all operational risks are clearly identified and actively managed, linking to both corporate strategic risks and individual staff plans 7.
