In ponds and reservoirs 229 fishing grounds are made for commercial fish farming, with total area of 6490 hectares, and 225 fishing grounds are made for amateur and sport fishery with total area of 5468 hectares. In the floodplain lakes for amateur and sport fishery 20 fishing grounds are made. By the volume of fish production on artificially created water bodies the Penza region ranks third after Saratov region and the Republic of Bashkortostan, taking into account the recreational catch of fourteen regions of the Volga Federal District. According to the Ministry of Agriculture, the development of production of precious fish species such as salmon, sturgeon and catfish, is essential in order to improve competitiveness and efficiency of the fishing industry in the Penza region, considering the current situation on the market of fish-breeding. In order to raise the skill level of fish farmers in the Penza region and make conditions for the introduction of modern technologies of fish breeding, the regional Ministry of Agriculture every year sets trainings with top-level experts in fishing industry and scientific companies as well. Research Laboratory of Freshwater Bioresources within Penza region and the Republic of Mordovia of Krasnodar branch of ARRIFO provides scientific support for the fishing industry in the Penza region. In the Penza region they have created the regional centre for the production of stocking material of carp breeding (in the future it is planned to organize the production of fingerling trout and other fish species) on the basis of the JV "Chistozere" (under the guidance of Schneider I.K., Shemysheysky district), scientifically accompanied by LLS "SC Select-centre" (Moscow region). By the "Development of Agriculture of the Penza region in 2009-2013" long-term target program 25% of costs for agricultural consumer cooperatives are provided with subsidies, but not more than 3.0 million rubles for the business projects implementation aiming the development of centers for the purchase, storage, processing and marketing of agricultural products (including fish and other biological resources; and for the creation of mini-farms for the cancers production and sturgeon and salmon species farming. Fish farms can get a subsidy of 100% CBR refinancing rate to compensate for the cost of paying interest on loans obtained for the purchase of fixed and current assets. Since 2008 and annually fish farmers of the Penza region are trained from the regional budget. The "Development of Agriculture of the Penza region in 2009-2013" long-term target program includes a section on the development of fishing industry in the Penza region. According to this section, the Ministry of Agriculture carries out economic activities in the following areas to ensure sustainable development of the fishing industry: - competitions for the providing with fishing grounds for commercial fish farming in the waters of the Penza region, for all water bodies included in the List; training to modern techniques of farming of pond fish and other aquaculture for users of water bodies; preparation and dissemination of manuals and teaching aids in various fields of fishery; assistance in the exploration and development of modern technologies of farming of precious fish species, such as salmon, sturgeon and catfish, with respect to the conditions of the Penza region; production of high-quality stocking material, creation of the regional hatchery in order to provide fish farms in the region with thoroughbred young of carp species; recycling of pond fish produced in the region; carrying out the restocking of natural reservoirs in Penza region with the help of herbivorous fish species in order to improve water quality and increase fish stocks. These activities will encourage the dynamic development of fishing industry in the Penza region, enhance its investment attractiveness, ensure technical and technological modernization of the fishery sector, increase the production of marketable fish in the coming years up to 1100-1200 tons and also create favourable conditions for development of the pond fish processing.
