Parks and Community Bylaw Officer (Auxiliary)
(up to 4.5 months – May 5, 2014 to September 15, 2014)
SUMMARY:
The City of Langford Community Safety and Municipal Enforcement Department is seeking two (2) selfstarting individuals for this summer position. Under the supervision of the Manager of Community
Safety and Municipal Enforcement, the role of Auxiliary Municipal Enforcement Officer serves as a front
line field contact with members of the public through the patrol and monitoring of City Parkland and
other public places with a focus on diplomacy, providing public education as well as enforcement of City
Bylaws where needed.
Hours (approx. 35 hrs/week) will be set to meet operational needs - include evenings and weekends.
This position requires a clear criminal record check. The applicant/incumbent may be required to
undergo a criminal record check in order to work in this position and to report to their supervisor if any
criminal charges are laid against them that may be related to their employment in this position.
DUTIES & RESPONSIBILITIES:

Ensures Park user comfort and safety. Provides general information to, and answers day-to-day
questions from Park users.

Regularly patrols Park sites, Trail network and other public spaces, working in all-weather
conditions and in various terrains – most often on bicycle or on foot.

Maintains strong tenets of teamwork and officer safety.

Collects information using field data collection methods, GPS, traffic counters, digital
photography, and field measurements.
•
Prepares and presents data and observations related to recreational activities, visitor use
impacts, and environmental protection.
•
Establishes collaborative relationships with Park users.
•
Promotes public education and awareness to City of Langford Park Regulations.
•
Engages in public regulatory compliance and enforcement activities throughout the Parks and
Trails system.
•
Professionally provides information related to the interpretation and application of the City of
Langford Parks Regulation Bylaw and enforces regulations and bylaws through education,
notices, tickets and charges.
•
Maintains collaborative working relationship with various stakeholders, users, and partners.
•
Collaborates and cooperates with other regulatory agencies such as the RCMP and Langford Fire
Rescue to assist in emergency situations as required, and to obtain public compliance with other
applicable regulations and laws on City of Langford land.
•
Investigates complaints and incidents with a goal to resolve recurring offences.
•
Testifies for City of Langford in legal proceedings and consults with legal counsel, as required.

Maintains notes and data to ensure their integrity including an Officer’s Note Book with clear,
concise and legible information. Prepares and delivers written and verbal reports.

Performs or coordinates traffic and crowd control as required.
Identifies, monitors and assesses conditions of natural and built assets and provides
information, and makes recommendations to the Parks Department.
Follows all policies, procedures and standards of the City of Langford Community Safety and
Municipal Enforcement Department.
Performs other related duties as required.

QUALIFICATIONS:
•
Enrolled in related discipline studies, such as Natural Resource Conservation and Management,
Natural Resource Science, Natural Resource Management, or Resource Management.
•
Previous documented and related experience in a Parks or an equivalent public environment
successfully enforcing bylaws and regulations as well as demonstrated knowledge with field
data collection and reporting.
•
Consideration may be given for certificate level programs, such as relevant Justice Institute of BC
Certificate programs.
•
Excellent communication (verbal and written), interpersonal and customer service skills are
required.
•
Ability to effectively deal with and resolve conflicts including those that may involve physical
aggression.
•
Knowledge of and ability to use various computer word processing, programs and databases.
•
Ability to establish and maintain effective relationships with internal and external agencies,
groups, partners, volunteers and public.
•
Experience with routine field data collection methods, GPS, traffic counters, digital photography,
and field measurements.
•
Demonstrated leadership skills and organizational abilities.
•
Demonstrated ability to conduct research and analyze information.
•
Demonstrated ability to negotiate difficult terrain including cycling and/or walking long
distances.
•
General working knowledge of bylaws, park regulations and their enforcement.
•
OFA Level 1 First Aid certification.
•
Knowledge and understanding of WorkSafeBC practices/protocols, Workers’ Compensation Act
and OH&S Regulations and other relevant safety statutes.
•
Physically fit and able to perform manual outdoor work in all types of weather conditions.
•
Must possess a valid Class 5 BC Driver’s Licence.
The hourly rate set for this term position is $22.00 plus a percentage in lieu of benefits is offered.
