REQUEST FOR PROPOSAL for an Internet Service Provider (ISP) Background Development and Humanitarian Services for Afghanistan (DHSA) was established in 1992. To achieve its mission, DHSA operates five activities: Public Media and Communication - The Killid Group (TKG); Education; Cultural Heritage; Environmental Protection; Humanitarian Relief & Food Sustainability. DHSA envisions playing a leading role in steering civil society organizations in Afghanistan to influence decision-making by Afghan authorities and the international community for betterment and progress of Afghanistan. Purpose of Service Development and Humanitarian Services for Afghanistan (DHSA) invites Internet Services Providers (ISPs) to submit bid proposals for contracting to provide internet services for its main and regional offices. GENERAL CONDITIONS AND SPECIFICATIONS Incurring Costs: DHSA is not liable for any cost incurred by the contractors for preparation of the response to this RFP or costs incurred prior to award of a contract. Contract Expectations: The selected contractor will be expected to execute a standard contract. The Chosen contractor’s terms and conditions will be attached to the submitted RFP. Contract duration: The duration of the contract will be one year. It will be written for an initial period beginning at contract creation and continuing through the year. Account Management: Respondents should outline their proposed procedures for handling the DHSA's account and include the name of an account representative who shall have overall responsibility for the account. Bid Rejection: DHSA reserves the right to reject any bids/RFPs for any reasons and is not bound to accept the lowest response if that bid is judged contrary to the best interests of the DHSA. 1 REQUIREMENTS: All contractors are requested to address each of the following requirements / services. The contractor may include any significant information not requested in the proposal. o 4 Mbps/4Mbps dedicated (1:1) bandwidth wireless internet connection with a VSAT backup at DHSA Kabul Office. o 512kbps/512kbps VSAT Ku-band dedicated (1:1) bandwidth internet connections at Hirat, Kandahar, Ghazni, Mazar, Jalalabad and Khost offices. o Contractor will provide any hardware / software necessary to support proposed solution. Hardware and Software: All network equipment and software necessary to facilitate access will be supplied, installed and/or maintained by the contractor. Services: All support and services shall be the responsibility of the contractor. Please supply detailed descriptions of the following services supplying locations, hours of availability, types of access, costs, etc. a.) Technical support; do you have technical engineer in all provinces mentioned above? b.) Customer support c.) User account billing d.) User account maintenance (creation, management, deletion) e.) System/network security; provide details through what procedure do you secure the data communicated through connections. Costs and Revenues: Please supply a detailed explanation of the billing structure. Describe: a.) Complete costs to the DHSA including installation charges, on-going support charges, change location charges, required software and hardware, etc. b.) Available discounts. c.) Monthly billing procedures. Experience and References: The contractor must be a legally registered company in Afghanistan, normally engaged in providing Internet services. Contractors are to include with the quotation their qualifications to meet RFP specifications in terms of past and current experience. Focus on experiences in providing Internet services to the Afghanistan market. State the length of time your firm has been providing Internet services. 2 Contractor is to provide a minimum of three (3) references. References are to be from institutions or organizations with a similar environment. The name and address of the organization, the name(s), titles and telephone numbers of the person(s) to be contacted and a general scope of services provided are to be stated in the proposal. All questions and requests for clarification must be made in writing within five (5) working days of the RFP announcement. Requests will be received through e-mail and responses will be forwarded to all potential respondents as soon as possible.
