ROLE PROFILE
JOB TITLE: WASHE Programme Manager
TEAM/PROGRAMME: Programme Development
& Quality
GRADE: 4
LOCATION: Basra, Iraq
POST TYPE: Fixed term – 5 months
CHILD SAFEGUARDING:
Level 3 - the responsibilities of the post may require the post holder to have regular contact with or
access to children or young people
ROLE PURPOSE:
As a member of the Programme Development & Quality (PDQ) Team, the WASHE Programme
Manager is responsible to lead the 3-month extension of a 3-year Water, Sanitation, Health and
Education (WASHE) project, which has had the aim of improving the learning environment in
select schools and increasing access to clean water. The PM - WASHE will ensure that
continuing activities in the WASHE project are consistent with SC program principles and
approaches, draw on best practices and lessons learned for child-centered School Health and
Nutrition and Water / Sanitation education, enable children to attain their rights and are compliant
with donor regulations.
The project ends 30 October 2013 so the PM will be responsible to finalize all activities in a way
that allows for the sustainability in communities. In addition s/he will be response to close the
project according to SC Iraq practices, and to ensure completion of a quality final report to Save
the Children UK, which will in turn report to the donor.
SCOPE OF ROLE:
Reports to: Program Development and Quality Director
Direct reports: WASHE Engineering Specialist and WASHE Program Coordinator
Budget responsibility: Responsible for managing WASHE program activity budgets.
KEY AREAS OF ACCOUNTABILITY:
Program Delivery
 Provide technical leadership, including reference to sector/thematic specialists outside the
Iraq CO, for the project: SC staff activities and community-led activities, if any
 Lead the project team to work in ways that are responsive to children, youth and their
families and communities, in line with SC principles, values and strategic plan
 Ensure that planned/agreed results are achieved on time, within budget and according to
donor expectations
 Manage the activity-delivery budget closely; track project-related spending for Basra and
Country Office (CO) costs
 Work with relevant government and community partners to ensure approval for all
remaining project activities, and particularly to create mechanisms/modalities for
continuing SHN/Wat-San activities after the project ends
 Lead on conducting and completion of for endline survey
 Work with the PDQ Director to draft a timely and high quality final report on the project
Staff Management, Mentorship, and Development
 Supervise, mentor and manage project implementation team to achieve high quality,
sustainable results on time

Manage relevant consultancies for the project
Collaboration and Representation
 Represent the project and SC to government (school directors and Department of
Education, in particular) and to NGOs and communities
General:

to child safe guarding, code of conduct, health and safety, equal opportunities and other
relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE:
 Significant management experience in an NGO environment, including experience
directing and implementing programs for children, preferably with experience Save the
Children priority program sectors
 At least a Bachelor’s degree in education or social science
 Understanding of and commitment to SC vision, mission, values and principles, including
rights-based approaches
 Understanding of development challenges faced by vulnerable children and communities,
especially in the Middle East
 Demonstrated commitment to humanitarian principles and accountability frameworks,
especially in working with very vulnerable populations
 Proven leadership and management experience in field- and country-level project/program
design and delivery

Ability to analyse information, evaluate options and plan/work strategically
Recognized ability to work effectively with colleagues of different backgrounds: to motivate
their work for children
A team player able to learn from others and share experiences
Excellent interpersonal, communication and presentation skills
Strong experience and knowledge of effective financial and budgetary control
Fluency in written and spoken English; Arabic language skills are a significant asset
Ability to draft high quality reports against expected results and indicators in English
Flexibility and a sense of humour to work, live and thrive in challenging circumstances: not
just Iraq as a country, but particularly as an expatriate living in group housing / work
circumstances with limited movement outside the SC compound
