TERMS OF REFERENCE The Namibia Protected Landscape Conservation Areas Initiative (NAM-PLACE), a project of Ministry of Environment and Tourism (MET) with co-financing from the Global Environment Facility (GEF) through United Nations Development Programme (UNDP) seeks short-term technical services for the following: Short-term consultancy to develop a business plan for the Klein Karas Community in the Greater Fish river Canyon Landscape supported by MET through NAM-PLACE Project 1. Introduction The Ministry of Environment and Tourism (MET), through a grant from the Global Environment Facility (GEF) with the United Nations Development Programme (UNDP) as the Implementing Agency, is undertaking the Namibia Protected Landscape Conservation Areas Initiative (NAM-PLACE) Project. The five-year project aims to lift barriers for the establishment of a large scale network of protected landscapes in the country The project goal is “Namibia’s Biodiversity and Ecosystem Values are Conserved and Provide Sustainable Benefit Flows at Local, National and Global Levels through the Establishment of Protected Landscape Conservation Areas”. The objective of the project is “Protected Landscape Conservation Areas are established and ensure that land uses in areas adjacent to existing Protected Areas are compatible with biodiversity conservation objectives, and corridors are established to sustain the viability of wildlife populations”. The five landscapes are Greater Sossusvlei-Namib and Greater Fish River Canyon in the south, Mudumu Landscapes in the northeast and Greater Waterberg and Windhoek Green Belt in central Namibia. The project comprises of three complementary components which will be cost-shared by GEF and cofinancing. Each component addresses a different barrier and has discrete outcomes. The first component is the Establishing of new Protected Landscape Conservation Areas (PLCAs); the second component is on Collaborative Governance for PLCAs; and the last component is on Incentives and Market Transformation. 1 Under the third outcome, NAM-PLACE project through the Greater Fish River Canyon Landscape is assisting the Klein Karas Community in establishing income generating projects. A number of projects have been identified by the community. The identified projects includes a gardening project aimed at creating a supply chain to lodges in the area with vegetables; sewing projects for women, and information centre combined with a cultural village for tourism purposes. It is now essential to formulate a business plan for the community in order to ensure sufficient and sustainable funding for effectively managing the projects. The general purpose of such plan is six-fold: 1) to review different project models and assist the community to decide on the most appropriate one to be used. 2) to assess the institutional arrangements, capacity, identify capacity building needs of the community; 3) to ensure financial sustainability of the community; 4) to identify opportunities for investment, and make recommendations as to how such investments can be realized 5) to ensure that such opportunities are effectively addressed using the limited resources; and 6) to assess access to the market for the products produced. 2. Objective of the consultancy The main objective of this consultancy is to assist the Greater Fish River Canyon Landscape and the Klein Karas in the preparation of a detailed business plan, ensuring the above mentioned six objectives. 3. Scope of the consultancy The consultant(s) will be expected to collate existing information and new information obtained through field visits and consultations. 4. Specific tasks and deliverables Services of a consultant or consultancies are required for the following activities. Consultancy Deliverables Contract signing and preparatory inception meeting with the NAM-PLACE project, Landscape Management Committee and members of the community to clarify the terms of reference (1 day). Rapid scan of relevant literature, including the existing plans/reports (1 day) Field visit to the community in order to collect necessary data and information in order to establish; 1) financial, personnel, infrastructure and operational requirements, 2) potential revenue for the community including possible innovative financing mechanisms, 3) potential markets for products produced by the community 2 Payment A draft Klein Karas business plan which will include; introduction, executive summary, community overview, community operations, financials, priorities and strategies, and cash flow projection. 50% 2. A power point presentation on the plan for comments and inputs (3 days inclusive of traveling). Prepare a draft business plan and an accompanying power point presentation (3 days) Revise the draft business plan and power point presentation and prepare the final report with maps and photographs (2 days). Final business plan submitted and accepted by the Community, Landscape 50% Management Committee and Project 5. Required skills Extensive experience with business planning particularly community-based initiatives; Skills in financial planning, budgeting and analysis; Extensive knowledge on the economic and financial implications of wildlife conservation, management and consumptive and non-consumptive utilisation; Knowledge of the tourism sector in Namibia; General knowledge of the South of Namibia and cross-boundary tourism between Namibia and South Africa; Experience working with different stakeholders, including government, private sector and communities; Fluency in written and spoken English; Powerpoint presentation preparation skills; Facilitation skills. 6. Duration and reporting arrangement The services of a consultant are needed as from 24 September 2012. The consultancy is for 10 days spread from 24 September 2012 to 31 October 2012 with the final deliverable due by 25 October 2012). The consultant will report directly to the Manager of NAM-PLACE Project and will work closely and Landscape Management Committee. 7.
