Meeting Minutes, February 16, 2010
Members Present: Dean Patricia Arlin, Kurt Kowalski, Brett Nelson, Bob London, Lou

Agenda Items:
1. Minutes were corrected as follows:
Susan Daniels reported on the Wisdom In Education Journal.
Bob London reported on the fifth consecutive gathering of Holistic Education that
was held the previous Saturday.
Dean Arlin’s Report
1. budget report: If summer session is successful it will contribute to the
reduction of the CSUSB budget deficit and help our Fall FTES.
2. The state took $25,000,000 out of the CSUSB operating budget.
3. We may have another year of furloughs, but probably not the same as
this year.
4. Fifty (not fifty five) percent of our students are on financial aid and pay
no fees.

3.Dean’s report
There is not yet a new person in Student Services. The first choice person took a
position elsewhere. The second person didn’t have the background to supervise.
The position is still open and a few more people have applied. The seven people
previously interviewed may be called back. Dean Arlin would like to reclassify the
position, but it is not possible to do this now.
Enrollment for next year will be controlled by each program manager. Dean Arlin and
the provost have set specific targets for the number of students. Winter and Spring is a
“maybe” to bring in new students.
Students will need to apply by July for Fall 2010. We should encourage students to
take classes in summer session.
All faculty need to have a TB test and take the drivers test so we can be in out in the
field in classrooms. TB tests are good for three years.
ASI (Student Group) would like a student representative from each college. Dean
Arlin would like a recommendation for a candidate.
Betty Bartlett is being honored with an honorary doctorate in a ceremony at the Palm
Desert Casino.
Jim Watson will receive an honorary degree at our ceremony in June.
Enrollment management should have realistic targets. In 2011/12 targets from the two
previous years will influence the budget. Program coordinators have the data. A
realistic target is 1,350-1,450. We need to have data about the number finishing to
know the numbers for intake. Dean Arlin will put out a report.
4. CSUSB Strategic Plan and COE goals (See the attached page. The bold type is the
ELC response; pencil writing is the Cabinet response.)
1. There is a limited relationship between the campus focus and the COE goals.
2. Bob London suggested that we need a goal that related to providing service to
local community schools and nonprofits. He also suggested that the College of
Education should have more active involvement in the campus community and
the local community. We should update the list of current involvements and
encourage an increase in community involvements by 10-20 per cent.
3. Ina Katz explained two types of activities that do/did provide for literacy and
could be provide for a university/community partnership:
A. A San Bernardino city dwellers activity “Start Out Smart Read” (SOS
Read) that went to local hospitals and gave picture books to mothers of
newborn babies.
B. A group in Oakland, CA that acquires new childrens’ books from
publishers and gives/loans them to local residents
She also reminded us of the service the CSUSB Literacy Center provides
for the local community.
5. A concern was raised about the attrition rates of CSUSB students. It seems that we
have less Black and Latino Students. We need to get that data. There should be a
statistical fact book in Institutional Research.
6. Dean Arlin indicated that faculty need to have a social conscience and help students
find majors that they can finish in. Many students get into majors, but only a small
number are able to complete the majors.
7. Sue Spitzer mentioned that there is a lack of student advising and suggested that
perhaps fraternities and sororities could assist in advising new students.
8. Lou Rodriguez indicated that we need to provide more socialization activities for first
generation students. Most new students are not comfortable meeting faculty.
9. Dean Arlin said that often students have to do remediation even when they have
good grades. This is very discouraging to students.
10. Connie McReynolds reported on the Institute for Research Development and
Psychological Counseling. Counselors are now able to load videos into the computers
so faculty can review them. They are loading seven classrooms with the software.
There are five computers in the HP lab and 5 more laptops.
Dates to remember: May 7th, Student dinner, May 14th, Ed Psych and counseling
Open House, May 20th Bob London gathering, Susan Daniels is the keynote speaker;
the Spring gathering will be May 8th.
Susan Daniels reported that she and Marita met and are planning the graduate
research institute dinner on May 25th.
Bob London suggested that diversity should be in the “old business” agenda at our
next meeting.
Louie Rodriguez suggested that we need to make for visits to special education
classes.
The next ELC meeting will be March 16, 2010.
