Dinner 2. Welcome from mr.Juan Piedra.. gives a warm welcome to each one of the people here,the entire staff in the district and specific to Ms. Susana Ramirez and the translator Andres de la Torre,we thank the principal of this school,she offered this campus to make our DELAC meettings ,the meettings can not be made in the main building ,the building was flooded.from now on we will continue doing our meettings here at this school,Brookfield. 3. Presidents Report : Juan Piedra ,A week ago we returned from long beach,CABE conference we brought a lot of information that has to do with education,especially in our state and everything related to education and many projects. Many Money cuts etc.. we had the opportunity to share with the state superintendent,he submit he’s report,was very important everything he explain.the other aspect is that the ELAC’S parents representatives,must find a way to keep up to date their school budgets for 2013-2014 to be able to presented to the district and to separate the money for everything that need. I also want to explain that we have new staff in the executive board of education ,in our district of Oakland. Each ELAC committee have to create by-laws subcommittee in their schools,find minimum of 3-4 parents so they can establish your by-laws in each of your school,that’s were the force comes to make them work. The subcommittees will have a duration of 1 year. The state of education wants to implement a new form of education called the “common core” that will take place in 2014. A person from Garfield,ask’s if there’s some one to come and explain a specialist on the subject of common core? Mr. Piedra said no, that’s something that is being processed,will be an implementation of many millions of dollars ,it’s going to cost a lot of money. California governor wants to sign for the flexible budget EIA-LEPfunds we’ll have to hold large strikes trough out the state,we will look for the newspaper,television in English and Spanish and all the methods out there for them not to have the measure implemented. He explained the cumm file ,cumulative record of our stuents ,is what our students accumulate from primary till high school and university,if a teacher put something negative on your student record will affect students in it’s history. 4. The roll was called and quorum was establish with 12 members representing,the meeting was made official. 5. Representatives read the Minutes from November 13 ,2012 ,Mr Piedra proposed a motion to pass the minutes,Mr.Gilberto Oliveroz second the motion,the motion pass with 12 votes in favor 0 against 0 abstentions. 6. Nominations and elections for officers of the executive board of DELAC. Nominations for President -Mr.Joaquin Santos nominated Mr.Juan Piedra for president Mr. Piedra accepted the nomination The election is made it pass with 12 votes in favor 0 agains 0 abstentions Mr .Piedra accepted the election for president. -Mr.Juan Piedra nominated Mrs.Emma Piedra for vicepresident Mrs.Emma accepted the nomination The election is made with 12 vote in favor 0 against 0 abstentions Mrs.Emma accepted the election for vicepresident. Mr. Jose Reyes asked if they could visit other schools to observe others ELAC’S models, Mr Piedra replied that the representatives or other official of the executive board of the DELAC can go to other ELAC’S,but they have to let DELAC president know first,what school you are going ,when they will go and what topics will be treated,the president of DELAC will contact the school and let them know you are going ,so they can give you time to speak at the meeting and put you on the agenda. 7. Representatives Report: -Mr. Uriel Guzman. From East Oakland Pride.. reports that 75% of ELL students are bilingual in their school and says he does not have enough academic report of students,ELAC needs goals and strategies to help them, the principal has not presented the school budget LEP funds they have,we do not know how the principal has manage school funds for the past two years.the principal is breaking the dates for the ELAC meeting,making the members loose their time the principal arrives at our meeting 30-45 inutes late, not respecting parents and the persons there present,Mr.Uriel asked the principal that from what funds pays a teacher salary who works with special education students that are bilingual. The principal refuse to give information,saying that she had already presented the district audit and we had nothing to do with it,one more time I say that the principal has not respect the time and dates for our ELAC meetings established. -Mrs. Beatriz Gallegos of East Oakland Pride..she commented that we should work together with the other committee SSC and have good communications and establish good agreements. - Emma Piedra gave her’s report of Oakland High School, we would have elections in our ELAC committee next month,we recommended in the school budget,we recommended to separate money to teach English for parents and we also separated money for parents workshops ,the school is thriving academically. -Juan Piedra Reports from Oakland High..we recommended the school to change the meeting of SSC that is diferent from ELAC to assist to that metting,we had a conversation with parents about the program called common core . -Vanessa Cardenas reported from school fred Koretmatsu..who had no ELAC meetings because,there’s wasn’t enough communication. -Joaquin Santos school Brookfield reported that all parents are having problems with the person responsible for lunch and salad bar,the person treats very bad parents,parents requested they don’t want that person work in the cafeteria any more,but things are the same,parents set aside money in the ELAC to purchase textbooks.ELAC president asked the principal,what happened to the money that was separated for these books,the principal replied that the money is there and that she is waiting for teachers what books they need. Teacher from computer programs advises to continue the program for ELL students but principal wants to stop the program and it’s unfair to do so. -Ildelisa chavez united school community reports.. If money is left over for ELL students that if they could use for private rental for a teacher or mother who is in gestation to pay the doctor and hospital bills. She was told that the funds are for bilingual students programs and intervention classes ELD programs, food for the meeting for parents ,baby sitter,buying textbooks ,computers etc.. just everything about bilingual education ,not for personal use of any person or private vacation. -Gilberto Olivarez Lidership academy school.reported parents were very happy in their school ,the principal had giving them the school budget and academic outcomes for ELL, everything is going well in school and they were waiting for someone from the district to give them in detail all numbers and codes that teaches a school budget, in general everything is fine. -Bertha Villagomez DELAC secretary said metting was so interesting that wanted to continue for two more hours.’ 8.
