Job Summary
The Interim Director of Integrated Services is responsible for coordinating, creating, implementing, and
overseeing resources, structures, protocols, and procedures associated with in-school and out-of-school
factors that contribute to improving the educational, social, and emotional well being of all students.
Essential Functions
Title I Coordinator

Assume responsibility for Title I funds:
a. Apply for annual funds by completing the application on the E-grants system;
b. Keep up to date with changing laws and guidelines through attendance at meetings and
conferences;
c. Develop program descriptions and prepare budgets for Title I programming;
d. Maintain records and documentation of expenditures for annual audit review and
compliance monitoring by the Pennsylvania Department of Education;
e. Review, approve, and process purchases as delegated by the Director of Finance &
Operations for requests in line with the Title I budget;
f. Revise budgets as needed;
g. Apply for Title I waivers, as necessary.
Ensure the compliant operation of Title I in the non-public schools to include:
a. Timely and meaningful consultation meetings with the non-public school representatives;
b. Oversee agreements with outside agencies involved in providing service(s) to non-public
schools;
c. Communicate with outside agencies involved in providing service to non-public schools.
Coordinate with District personnel to maintain a current inventory of equipment and
resources purchased with Title I funds.
Maintain student assessment records to comply with submission of Title I Annual Performance
Report.
Compose all plans and reports required of Title I programming.
Assist in planning District professional development programs.
Create communication plans to inform all stakeholders regarding Title I programming.
Meet regularly with building-level administrators to promote accountability and knowledge
related to the administration and operation of the Title I program.
Communicate with the Pennsylvania Department of Education concerning the proper
administration of Title I funds.
Under the direction of the Superintendent of Schools and/or the Business Manager, supervise
building-level personnel, including administrative personnel, as necessary to promote the
educational, social, and emotional well being of students.
Coordinate reporting duties with roles as District Homeless Liaison and District Attendance
Officer.

Collaborate with District personnel to oversee Title I reading services:
a. Monitor and meet regularly with Title I Reading Specialist;
b. Organize and conduct Title I parent meetings;
c. Assist reading teachers in planning and preparing progress reports to parents;
d. Plan, coordinate, and operate supplemental Title I programming as necessary;
e. Maintain records and documentation for reporting purposes.
Other responsibilities as assigned by the Superintendent of Schools and/or Director of Finance
& Operations.

Homeless Liaison

Interprets laws relating to homeless students; and ensures the delivery of mandated
services.
Assesses students identified as homeless and makes visits as appropriate to living
areas/shelters to assess the family environment.
Collaborates with school staff to develop interventions for students identified as homeless
and develops individualized service plans.
Implements case management services (including individual counseling); monitors
student/family progress and status; and makes referrals to other professional staff
members or community agencies as needed.
Serves as liaison between schools and such agencies/facilities as homeless shelters, social
services, court services, and the police department to coordinate assistance for homeless
students.
Provides families with information related to the needs of their child and acts as a resource
to parents/guardians by providing family support activities and communicating available
services.
Acts as a resource to school-based administrators, guidance counselors, teachers, and
health services personnel regarding homeless students, interpretation of homeless/school
attendance policies and laws, and record-keeping requirements.
Conducts training for school staff on school laws as related to the homeless student
population; and recommends strategies for supporting the needs of these students.
Maintains necessary records ensuring confidentiality of students and their families and
prepares related reports in a timely manner.
Models nondiscriminatory practices in all activities.

Attendance Officer

Enforce compulsory attendance laws and school attendance policies and monitor the
attendance patterns of chronic offenders who transfer within the District.
Remain current regarding child welfare regulations with regard to state law, Board Policy,
and administrative regulations.
Explain attendance policies and laws to students, parents, and school personnel.
Coordinate the distribution of written notice to parents regarding attendance and, if
necessary, visit the homes of students who are truant and/or repeatedly absent from
school.
Investigate citizen complaints regarding suspected truant students, working in tandem
with law enforcement and the judicial system to issue citations against parents/guardians
and students, when appropriate, and oversee the truancy hearing process.
Create a reporting system that identifies excessive absences and tardiness.

Delegate procedures to ensure the accurate maintenance of case files on students referred
for attendance.
Refer students/families to social service agencies, school counselors, or psychologists if
appropriate.
Serve as liaison between the schools, parents, the courts, community agencies, police
authorities, and child placement agencies.
Initiate petitions for dependency and delinquency to juvenile court and prepare cases for
formal hearings; attend juvenile court and/or other legal proceedings.
Provide in-service training for school administrators, faculty, and clerical staff regarding
attendance laws, policies, and accurate record keeping.

Finance & Operations.
Positive Behavioral Interventions and Supports (PBIS) Project Manager

Work with building-level and District staff to include School-wide Positive Behavior
Support in school and district improvement planning efforts.
Work in tandem with all stakeholders to provide support/training for staff regarding PBIS.
Counsel, support, and redirect teachers and administrators in order to maintain fidelity
with PBIS initiatives and processes.
Work with District and external personnel to secure financial support and resources
associated with PBIS initiatives.
Oversee the coordination and implementation of PBIS teams and team functioning
throughout the District.
Recruit and support PBIS personnel.
Collaborate with team members to establish processes for PBIS, including communication
systems.
Prioritize time for PBIS team members and acknowledge efforts.
Work with building-level administrators to integrate PBIS efforts into daily functioning.
Provide ongoing information about building-level PBIS goals and activities to key school
groups.
Establish high expectations for teachers and administrators regarding PBIS initiatives,
including establishing measurable goals and evidence-based processes.
Support the establishment of a system to provide tangible, specific positive feedback to
students when they meet expectations.
Support teachers and administrators in using the building process for addressing behavior
violations.
Work in tandem with PBIS team members to establish a data collection and reporting
process that provides complete and accurate information.
Regularly use data for decision-making.

Finance & Operations.
Marginal Functions
Marginal functions will vary with the specific assignment and depend on the particular position function
for which the person is responsible.
Scope and Impact
This position accomplishes most of its tasks through diversified operating procedures. Internal contacts
include central office staff, administration, the Board, teachers, students, and support staff. The external
contacts include parents, the general public, support agencies, providers, and outside partners.

Minimum Requirements
Master’s degree, administrative certification, plus a minimum of five years teaching experience required.
Knowledge or exposure related to homelessness, attendance, federal funding, and PBIS preferred.
Special Skills
Must have the ability to express or exchange ideas by means of written or verbal communication using
tact and diplomacy at all times. Confidentiality is critical and must be exercised at all times. Attention to
detail and quality are paramount. Ability to prioritize a wide variety of situations/tasks and capacity to
effectively delegate is essential. Successful candidate must have resolve and ability to work under high
levels of stress and activity.
