MINUTES OF THE MANAGEMENT COMMITTEE MEETING
HELD ON 23 DEC 2015
1.
The 38th periodical meeting of the Management Committee was held on 23 Dec 2015.
13 Members attended the meeting. The following issues were discussed:

The expenditure of Rs 81,301/- (Rupees eighty one thousand three hundred one only) was
incurred during 09 Dec 2015 to 23 Dec 2015 was discussed and approval accorded. The details
of the expenditures are given below:
Cash Payment
a. Paid to purchase Gate valve (65 mm) for STP recycled water outlet pipe
2,700/b. Paid to weld chutes in B4 and B2 blocks and fixing one box at water tap at
A1 block near STP and welding one Julah seat in Children Park.
6,000/c. Paid to purchase electrical maintenance items (250W S.V.Lamp ,12 V battery
16A SP MCB, 32A SP MCB & B63 contactor spare kit)
16,236/d. Paid to remove sludge from STP sludge tank ( 6 tractor load)
3,900e. Paid to supply red mud for children park to Papan Reddy
1,650/f. 5 bags cement for terrace work and wheel pully for lifting material in DG

g. Mason & Helper labour charges paid for terrace repair work in B2 block
and DG room terrace

b. Paid to Bangalore Analytical Research Center (P) Ltd. for testing of water of
5 Bore Wells.
5,725/Total = 81,301/3.
The tenders for according contract for the Service Providers for the year 2016 were
presented along with the remarks of the respective sub committees. The MC approved to give the
contract to the following agencies after due discussions:-

House Keeping.
As decided by the MC in its meeting held on 04 Nov 2015, no tenders were called,
The present service provider Shri.P.Raveendran of M/s Ravees Enterprises was called
and negotiation was held. It was decided that a total sum of Rs 95,529/- p.m. will be paid
for the House Keeping job in the premises of KV for the year 2016. The amount arrived at
is Rs 95,529/-p.m.
(ii)
Arboriculture.
As decided by the MC in its meeting held on 04 Nov 2015, no tenders were called,
The present service provider Shri.P.Raveendran of M/s Ravees Enterprises was called
and negotiation was held. It was decided that a total sum of Rs 68,308/- p.m. will be paid
for the Arboriculture maintenance in the premises of KV for the year 2016. The amount
arrived is Rs 68, 308/-p.m. MC approved the above negotiations in respect of the House
keeping/Arboriculture.
(iii)
STP.

etc and after due negotiation recommended M/s Eco Care Services for Rs 33,711/-p.m. for
the year 2016.
After discussions, MC approved of the same.
(iv)
Security.

1,07,640/- p.m. The sub-committee looked into the various aspects like technical
competency, administrative ability etc and after due negotiation recommended
M/s National Security and Allied Services for Rs 1,07,640/-p.m. for the year 2016.
After discussions, MC approved of the same.

Lifts.
There were two tenders as under:S. No Tenderer

The lowest quotation is that of M/s Digitech Elevators for Rs 51,600/- p.m. The subcommittee looked into the various aspects like technical competency, administrative ability
etc and after due negotiation recommended M/s Digitech Elevators for Rs 51,600/- p.m. for
the year 2016.
After discussions, MC approved of the same.
(vi)
EWS.
There were two tenders as under:S. No Tenderer

M/s Shiva Shakthi Electricals Enterprises
Rs 1,41,583/- p.m.
The lowest quotation is that of M/s Ghodke Enterprises for Rs. 1,35,000 - p.m.( for
part A portion of the work and another Rs. 70,000/- for part B of the work). The subcommittee looked into the various aspects like technical competency, administrative ability
etc and after due negotiation M/s Ghodke Enterprises reduced their amount for
Rs 1,22640/- p.m. for the year 2016.
After discussions, MC approved of the same.
The suggestion that the special allowance of Rs 2000/- being given to Office
Assistant by the office for accounting work may be loaded on to the Contractor was
discussed. It was noted that, this was not financially advantageous to KVAOA since it will
involve service charges by the contractor and Service Tax of14.5%. Therefore, MC
decided to continue the present practice of paying the special allowance for accounting
work directly to the Office Assistant.
There is a general increase in the contract amount to the extent of 10%-16%. The
same was due to increase in wages and the EPF/ESI were calculated on Basic Pay +
VDA.
The MC noted that legal requirements of payment of minimum wages, deduction of
EPF/ESI, etc shall be fulfilled by the service providers. As the principal employer, KVAOA
may continue to monitor, by getting proof of such statutory compliance by the service
provider.

The representation of Sri.Haveri.S.V. (Owner of Flat No A1/451) for a concession in the
maintenance charges on compassionate grounds as he being a dialysis patient was considered.
While sympathizing with the individual, it was regretted by the MC, as there is no provision in our
Bye-Laws.

To avert disconnection of electricity by BESCOM for non compliance with fire safety and
fire prevention instructions of Fire Services Department, KVAOA has filed Writ Petition No
54789/2015 in the High Court. On 18-12-2015, the High Court granted interim stay of the order of
BESCOM dated 07-11-2015, “subject to the petitioner removing all the deficiencies and
complying with the directions of the fourth respondent contained in the inspection report, dated
21.10.2013 within three weeks from today”. As per legal advice, we have approached District Fire
Officer for conducting programme on fire safety and fire prevention as early as possible.
Vice President Sri.S.Nagarajan has been requested to study all aspects of all such compliance
with the help of some experienced residents and to recommend the action to be taken for
removal of the deficiencies and full compliance with the instructions of Fire Services Department.

MC was apprised of the impending disconnection of the electricity and the remedial course
taken by filing a writ petition in the Hon’ble High Court of Karnataka. It was also decided to
nominate one person for each floor as “Fire Warden”, as one of the requirements of the Fire
Services Department and to publish a list shortly.
A meeting of Fire Wardens will be convened shortly for creating awareness regarding fire
safety and fire prevention. It was decided that all the necessary steps may be taken for full
compliance with all the requirements of fire safety and fire prevention, as early as possible.

The problem of noise in landline telephone connections of BSNL was discussed. Since it
was a common issue, it was decided to take up the matter for corrective action by BSNL.

It was suggested that the matter of mixing bore well water with the water supplied by the
BWSSB for lowering the expenditure on water and the application of M/s ACT for Internet
connectivity may be discussed in the next meeting.

The MC passed an unanimous resolution condoling the demise of ‘Padma Sri’.
G.B.Meemamsi, owner of D5/89 on 21st Dec 2015. The MC recalled the outstanding
contributions of Sri.Meemamsi, as Founder-Director of C-DOT (Centre for Development of
Telematics), and as a pioneer/innovator who developed and installed the first automated
electronic rural telephone exchange at Kittur, which heralded the Telecom revolution in the
country. He worked as an associate of Sri.Sam Pitroda in the Telecom mission. The MC lauded
his dedicated service to the country as an inspiring example.
