IDAHO PRIMARY CARE ASSOCIATION Achieving Access to Quality Healthcare for All Position Title: Reports To: Hours: FSLA Status: Salary Range: Effective Date: HCCN HIT Project Manager Director of Clinical Quality Part-Time Exempt DOE March 2013 General Statement: The Idaho Primary Care Association (IPCA) is a non-profit organization that provides assistance to a network of health centers and other safety-net providers, supports the development of Community Health Centers (CHCs) in Idaho, and enhances the operations and performance of health centers. Under the guidance of the Director of Clinical Quality and the Executive Director, the Health Center Controlled Network (HCCN) Health Information Technology (HIT) Project Manager carries out initiatives and activities to strengthen and expand the health center HIT in Idaho, including serving as the coordinator and liaison with the CHCs under IPCA’s Health Center Controlled Network grant. This position also has lead responsibility for integration and coordination of the Idaho Primary Care Association’s other information technology activities. Primary Responsibilities: Serve as coordinator and liaison between IPCA, the health center organizations, and IPCA’s technology contractors under IPCA’s Health Center Controlled Network (HCCN) grant. This includes coordinating the process of development and implementation of interfaces between the CHCs’ Electronic Health Records (EHR) and a centralized data repository/data warehouse, which will be undertaken by IPCA’s technology contractors. Work with the Director of Clinical Quality and the HCCN to develop analytic tools for CHCs to improve clinical quality measures, and provide technical assistance in using technology to support reporting quality measures. Provide technical assistance to health centers in assessing their readiness to adopt meaningful use standards. Serve as a general resource for information on HRSA/BPHC policies and program expectations on related topics. Identify issues and route requests clearly and efficiently to subject matter experts, local IT, or hosting facility. Contribute in developing, implementing and maintaining policies, procedures and associated training plans. Set and meet project timelines, budgets, deliverables and milestones IDAHO PRIMARY CARE ASSOCIATION Achieving Access to Quality Healthcare for All Acts as a liaison with external health initiatives such as the Idaho Health Data Exchange, Accountable Care Organizations and Health Information Exchanges. Work with IPCA programs and operations in utilizing technology. This position will be highly collaborative with other HCCN team members and programs, and will require attending special project meetings, ad-hoc conference calls, and inperson meetings. Travel inside and outside of Idaho up to 30% time. Qualifications: Bachelor’s degree in Health Information Technology or related degree Three years’ experience working with healthcare data Grants management experience Fluency in written and spoken English The ability to speak or make presentations in front of groups Ability to work outside of normal business hours when needed Ability to attend conferences and workshops for further education to expand and improve management skills Ability to travel to CHCs throughout Idaho up to 30% time Strong ability to create project plans, prioritize tasks and define project deliverables Strong ability to understand the needs of users and convert those needs into technical development Must possess strong analytical and problem solving skills, with demonstrated change management experience Demonstrated ability to work successfully with customer/client groups and/or experience in membership organizations Knowledge of report development and analysis of health care data Strong knowledge Business Intelligence concepts Knowledge of clinical quality improvement and primary care operations/workflow Knowledge of Federal Meaningful Use Criteria Ability to stay current on health care reporting requirements such as UDS, Meaningful Use, and Patient Centered Medical Home Ability to coordinate work and activities with outsourced developers and contractors Knowledge of applicable data privacy practices and laws Must be flexible, self-directed, able to prioritize multiple tasks, able to manage a full workload Ability to work with minimal supervision and maximum accountability Attention to detail and excellent written, analytical, and verbal communication skills Ability to work as a team member and work effectively with diverse people and demonstrate cultural sensitivity.
