Role Purpose To offer Technical Support to the Central Operational Division to enable the successful delivery of Landfill Restoration and Aftercare works. Page: 1 of 5 To support the Central Operational Division in the procurement and management of ecology works as required in the ongoing development of the region’s facilities. To offer support to the division in management of other aspects of the delivery of restoration works, such as the management of tax information areas, biomass crops, soils imports, planning submissions and contract management and budget control. Key Responsibilities Support Site Business Managers through the day to day management of the regional landscape contracts to ensure works are carried out in accordance with the contract. Assist in the assessment of Contractor’s invoices based on works required in the Contract prior to payment. Attendance at VT meetings for each part of the region on a quarterly basis. Act as liaison behalf of the Site Business Managers and the site Contractors, agree contract amendments and undertake the preparation of tender documents for resubmission of the contracts on a bi-annual basis. Undertake assessments of Contractor’s Health and Safety documentation to ensure adequate qualifications are in place and up to date. Undertake periodic auditing of contractor documentation. Assist the Area Landfill Managers in the preparation of annual restoration budgets based on works carried out and proposed works to comply with the site planning permission. Responsible for the management of the capital and operational budget associated with landscape works within the region. Prepare capital applications for contract works to be carried out on site and prepare and manage the associated purchase orders. Review all invoices against the contract works and process payments to Contractors. To assist the Area Landfill Manager in the application for, management and development of the Group’s Environmental Grants, including Forestry Commission Woodland Grants and Single Payment Grant. Page: 2 of 5 Assist the Estates Team in the preparation and submission of restoration and aftercare information as required by Local Planning Authorities. Understand the planning requirements of each site in order to provide support during site planning audits. Assist in the design of revised low level or amended restoration schemes in support of future landfill strategy program. To assist the Area Landfill Manager in the application for the Group’s Tax Information Areas, liaising and offering technical support to Regional Engineering Managers, Site Business Managers and Capital Accountants to ensure T.I.A.’s are managed to the satisfaction of HM Revenue & Customs. Assist in the undertaking of annual audits of the Information Areas to ensure compliance with HMRC agreements. Assist Site Business Managers and Regional Engineering Managers in the site assessment of soils imports to ensure they meet the required quality standards in accordance with the CQA plan and any contracts that may be in place. Assist the Area Landfill Manager in the procurement and management of contract works associated with the Energy Crops planting program. Responsible for the management of the operational budget associated with energy crop works within the region. Assist the Area Landfill Manager in the Contractual management of biomass offtakers, organise harvesting and collection schedules. Assist the Soils Management Solutions team in site selection for potential organics applications to restoration areas, for both soils manufacturing and landspreading to existing restored areas. Assist the Estates Team in the licensing of restoration activities, to include technical support for additional waste codes, deployment of waste materials on closed sites and permit amendments for operational sites. Offer technical advice on the quality of non inert waste materials to be used in restoration, assist in the programming of deliveries and onward utilisation. Organisation and supervision of ecological mitigation schemes and any subsequent monitoring that may be required, including responsibility for the appointment and management of third parties carrying out such works. Page: 3 of 5 Responsibility for the direct control of any ecology work undertaken, tendering of works and management of awarded contracts to ensure budget control is maintained. Management of budgets for wildlife and species protection, surveys and wildlife mitigation and management of conservation areas and reserves. Procurement of wildlife mitigation works through capital and opex applications. Undertake contract management, invoice processing and payments in accordance with completed works. Liaison with the engineering dept and site business managers to ensure adequate timing for wildlife protection prior to site clearance/restoration of habitats for receiving translocated species. Qualifications and Experience (preferred/essential) Extensive experience in the specification of landscape works and compliance with Planning requirements. Full understanding of the JCLI Conditions of Contract, NEC3 short contract or similar to allow the assistance in the production and management of Landscape Contracts. Proven track record in the appointment and management of landscape contractors. Good working knowledge of Landfill Planning Permissions and excellent report writing skills. Working knowledge of the Landfill Tax Legislation as applicable to tax free status materials and experience in applying for and management of tax information areas and thorough working knowledge of FCC’s best practice procedures for T.I.A’s. Familiarity with the Group’s Health and Safety procedures and an understanding of Contractor Risk Assessments. Degree educated with a proven track record in a related discipline. Track record in managing contracts to ensure best value and maximising efficiencies in procurement of landscape works. Experience in the application for and management of Forestry Commission Woodland Grants an DEFRA Single Payment Scheme an advantage. Familiarity with Grazing Contracts and basic understanding of Farm Business Tenancies. Personal Qualities A highly motivated worker, capable of working both in a team and individually.
