Jaspal Singh, SEMO, MH Meerut on becoming Ex-Officio Member of Cantt Board Meerut. Board is informed that the SEMO is Ex-Officio Member of this Board by virtue of the provisions u/s 12 of the Cantonments Act, 2006 but till date he has not attended any meeting of the Board inspite of repeated information through agenda for the meeting above referred. 1. Resolution: Brig Jaspal Singh, SEMO took oath u/s 17 of Cantonments Act, 2006 as Ex-Officio Member of the Cantonment Board Meerut. At the commencement of the discussion on the agenda points PCB stressed that the present state of affairs and environment in Govt offices needs special attention and improvement. The Govt machinery should maintain absolute integrity and secrecy of the official documents/information. No unauthorized official should be permitted to leak any information possessed/maintained by him in his official capacity as the security of the Country as well as security of the classified information is the foremost duty of every government official as they are within the purview of Official Secrets Act. Progress of the task given by the PCB to the Programmer, Cantt Board Meerut regarding preparation of programme regarding details of serving staff be put up for information of PCB on 01.03.2015. Progress regarding in respect of Pensioners their PPO, increments, Aadhar linked Annual Life certificate, pension statement through LAN be put up to the PCB on 01.03.2015. 2. ACTION U/S 26 OF CANTONMENT ACT, 2006. 1. To note the action taken by the CEO with the prior approval of PCB dated 17.01.2015 under section 26 of Cantonments Act, 2006 regarding purchase of rack server with cabinet, monitor and online ups for uploading of scanned/digitized records in server of Cantt Board Meerut @ Rs.2,77,095/- for rack server (HP), 6,720/LED/LCD monitor (DELL), 70,380/- for online UPS (EMERSON) and Rs. 36,645 for rack (42U) (comRACK) from lowest bidder M/s Vardhman Computer and Peripherals as the procurement was very urgent for ongoing digitations work. 2. Resolution: Noted and approved. 3. CONFIRMATION OF FINANCE COMMITTEE To confirm the minutes of the Finance Committee held on 23.01.2015. 3. Resolution: Considered and resolved that the recommendations of the Finance Committee item No. 1 to 14 are resolved & modified as under:01. Considered and approved. 02. Considered and approved. 03. Considered and resolved that revised rates of minimum wages as per Govt of India Min. of Labour notification dated 13.10.2014 is approved w.e.f. 01.10.2014. 04. Considered and approved the payment of medical bills of employees as mentioned in the agenda side. CEO is authorized to release the payment. Further resolved that rates of hospital charges like X-Ray, Pathological examinations, Gynecological treatment/procedures be displayed at prominent place in Cantt General Hospital campus. Further resolved that the hospital committee should consider and submit its recommendations regarding empanelment of private specialized treatment centres for empanelment on the panel of Cantt Board at par ECHS/CGHS. The report should be placed in the next Board meeting in consultation with the SEMO and MO I/c. 05. Considered and approved the payment of bills of news Papers. CEO is authorized to release the payment to the respective news papers/ Advertising agencies. Further resolved that on query of the Chairman Finance Committee regarding his powers, the CEO stated that the powers under the Business Regulation in vogue applicable for conduct of business during Cantt Board meetings are mutatis mutandis applicable on all the sub-committees. 06. Considered and resolved that highest bid of Rs. 2,21,000/- for one year offered by Shri Sohanpal Singh for collection rights of parking charges from parking stand at Gandhi Bagh is approved. As suggested by the PCB further resolved that the entry/exit of Gandhi Bagh on Roorkee Road appears to be accident prone. He advised that Adm Comdt and CEO should inspect and explore alternative arrangement of parking and entry/exit etc at Gandhi Bagh. 07. Considered. The CEO informed the Board that the subject meat stall was under illegal occupation @ Rs. 96.50 per month and had never been auctioned since decades. He got the stall vacated during his routine round in the year 2013 and kept lock & under repairing and now it has been auctioned. Resolved that highest bid of Rs.7,400/- per month offered by Shri Sahid Ahamed S/O Shri Rahisuddin of auction of transfer of occupancy right of meat stall No.1 at Handia Mohalla for a period of 03 years subject to 5% enhancement of license fee per year is approved. Shri Dinesh Goel raised the issue Mutton stall at Sadar Bazar which is being misused for other purposes instead of meat stall. PCB directed that matter be enquired and detailed report be put in the next Board meeting. 08. Considered. The CEO informed the Board that the subject meat stall was under illegal occupation @ Rs. 96.50 per month and had never been auctioned since decades. Resolved that highest bid of Rs.6,000/- per month offered by Shri Shabbir Quarashi of auction of transfer of occupancy right of meat stall No.2 at Handia Mohalla for a period of 03 years subject to 5% enhancement of license fee per year is approved. 09. Considered and resolved that the lowest rates @ 1,29,000/- month quoted by M/s Agrawal & Co. for lifting of 13 Nos. of dustbins in Cantt area and dumping at Trenching Ground of Cantt Board at Kila Parikshitgarh Road Meerut is approved. Smt Shipra Rastogi, VP, Smt Beena Wadhwa & Smt Mamta Gupta stated that door to door garbage collection be also undertaken in their wards also as it is very successful. CEO assured that fresh tenders will be issued shortly. 10. Considered and resolved that the lowest rates @ 1,32,000/- month quoted by M/s Aakanksha Enterprises for disposal of municipal waste i.e. segregation and composting of waste at Trenching Ground of Cantt Board at Kila Parikshitgarh Road Meerut is approved. Shri Dinesh Goel stated that the iron fencing at Trenching Ground has been removed by miscreants. This needs to be attended seriously and action should be taken against the culprits. CEO assured that all necessary action will be taken in this regard and if anybody found guilty will be dealt with suitably. 11. Considered and resolved that overall rates quoted by M/s Pradeep Construction Co. for repairing of India Mark II Hand Pumps in Cantt area as mentioned in the Agenda side is approved. Further keeping in view the work load & quantum of work it is resolved that the contractor having L-2 rates be asked whether he is willing to carry out the works at L-1 rates and if he agree the works orders be given to him also for operating the pump smoothly without delay. CEO is authorized to place necessary work orders. Shri Jagmohan stated that for projects and funds the Board should approach NCR planning Board. PCB informed that he has already written a DO letter to the concerned authority regarding funds under NCR Planning as well as JNNURM. 12. GRANT OF ASSURED CAREER PROGRESSION (ACP) TO THE CANTT BOARD MEERUT CLASS(D) EMPLOYEES W.E.F. 01.12.2008. To consider UP Govt. Go. No. Ve Aa-2-561/Das-62(M)/2008 dated 04.05.2010 and UP Govt. Go. No. Ve Aa-2-2104/Das-62(M)/2008 /TC dated 22.12.2011 regarding grant of 03 ACP on completion of 10,16 & 26 years satisfactory service w.e.f 01.12.2008 and grant of Grade Pay of Rs. 2400/- ignoring grade pay of Rs.2000/while may granting 1st ACP on completion of 10 years service to its employees having grade pay of Rs. 1900/- to the employees/ officers of all cadres of UP State govt. in the revised pay structure implemented w.e.f 01.01.2006. Office Report 1. It is intimated that as per UP Govt. GO. dated 04.05.2010 for grant of ACP, every department shall constitute a screening committee consists of a President and two members. Generally, there will be two meetings of screening committee in January & July every year and committee will submit their report within 15 days to the appointing authority/ competent authority who will approve the financial up-gradation based on report of screening committee. The office has scrutinized the cases of ACP of Cantt Board employees. There are 39 cases is due in which benefit of ACP as per GO’s referred above. 2. It is submitted that as per memorandum of Settlement, Cantt Board employees are entitled for the pay and allowances at par with state Govt. employees. Therefore, pay and allowances of Cantt Board employees have been revised w.e.f. 01.01.2006 at par U.P Govt employees by the GOC-inC,CC vide letter No. PC-34238/UK/Pay Rev-06/LC-06 dt. 19.08.2009. 3. Since, the state Govt has revised the system of time scale by introducing ACP scheme in the revised structure to its employees vide GO referred above , the employees of Cantt Board are also entitled to get 03 ACP in place of time scale w.e.f. 01.12.2008. 4. It is further submitted that as per memorandum of settlement, Cantt Board Employees are entitled pay & allowances at par with State Government Employees and sanctioning authority for grant of promotional scale is the G.O.C in C, Central Command, Lucknow under Rule 47 read with rule 19(b) of Cantt Account Code 1924. In view of the above, It is recommended that proposal seeking sanction under rule 47 read with rule 19(b) of Cantt Account Code 1924 for Grant of ACP to the Cantt Board Employees w.e.f 01.12.2008 be forwarded to HQ, Central Command Lucknow after recommendation of Board. The above matter may be put-up before the Board for consideration. 4. Resolution: Considered and resolved that necessary proposal seeking sanction under rule 47 read with rule 19 (b) of Cantonment Account Code, 1924 for grant of ACP to the Cantt Board employees w.e.f. 01.12.2008 be forwarded to the GOC-in-C, Central Command through PD DE. 5. GRANT OF REVISED PAY SCALE OF UNTRAINED COMPOUNDER OF CANTT GENERAL HOSPITAL, CANTT BOARD, MEERUT. To consider applications submitted by S/Shri Ramesh Chand Kausal and Gurudutt Singh (U/T Compounder) requesting to revised pay scale from Rs. 330-495 to Rs. 1200-1800 w.e.f 01.01.1986 in accordance with UP Go. No. 1826/5-8-92-TC dated 04.11.1992. OFFICE REPORT 1. It is submitted that Shri Ramesh Chand Kausal was appointed as untrained compounder on 19.01.1991 and Shri Gurudutt Singh was appointed as untrained compounder on 26.09.1986 and at the time of appointment the pay scale of untrained compounder was Rs. 950-1500. 2. It is submitted that as per UP Govt Go. No. 1826/5-8-92-TC dated 04.11.1992 the UP Govt. has revised pay scale as per recommdation of 4th pay commission of untrained compounder from Rs. 330-495 to Rs. 1200-1800 w.e.f 01.01.1986. 3. RENEWAL OF AGREEMENT OF KALYANAM KAROTI, EYE WING, CANTT GENERAL HOSPITAL, MEERUT CANTT. Reference: CBR No. 143 dated 01.02.2014. To consider request dated 09.012.2014 received from Brig (Retd) SC Johar, AVSM, General Secretary, Kalyanam Karoti, Eye-Wing, Cantonment General Hospital, Meerut Cantt regarding renewal of their contract as well as amendment to the existing agreement. Board is informed that Kalyanam Karoti Eye Wing was permitted to provide medicare facilities regarding eye and limbs as well as tricycles to the poor members of the society under agreement duly approved by the Board vide CBR under reference for a period of one year w.e.f. 01.01.2014 to 31.12.2014. The Kalyanam Karoti requested to renew the contract as well as has proposed following amendment in the terms and conditions of agreement:- 1. Para (B) (iii) revised table brings all financial transactions at one place. 2. Normal Surgery costing Rs.1200 hither to fore will be done free of cost for patients below poverty line. 3. From this year we propose to do away with surgery with stitches and bring NonFoldable Phaco surgery within the reach of poor patients. Instead of Rs.3500 charged earlier for this type of surgery it will now cost Rs.1500 to the patient. 4. A new category is proposed in that patients below poverty line will operated free of charge. Due to requirement of some patients who wish to implant superior lens there is a new category in the rate listed. 5. Para (C) (i) is proposed to be deleted. It is not possible for us to shift our administrative functions elsewhere. The existing arrangement has worked well and should continue. 6. Para (C) (vi) needs deletion as change in internal set up of Kalyanam Karoti should not have a bearing on the working arrangement between the two parties. Our organization consists of dedicated Volunteer Members who work as a team. 7. Para 7 has been incorporated in Para (B) (iii) above. Relevant file is put up on the table. Resolution: Considered and resolved that Kalyanam Karoti be permitted w.e.f. 01.01.2015 to 31.12.2015 to continue the Eye-Wing in the campus of the Cantt General Hospital on the terms and conditions of the agreement executed earlier subject to modification as under:1. PROMOTION TO THE POST OF HEADMISTRESS To consider promotion to the post of Headmistress in CB Primary School maintained by Cantt Board Meerut. Board is informed that there are 04 primary schools maintained by the Cantt Board Meerut viz Aadharshila Cantt Public School, Sadar Bazar, CB Pry School, RA Bazar, CB Pry School, BI Bazar & CB Pry School BC Bazar. The establishment of CB Pry School Sadar Bazar is vacant since last more than 15 years as the primary school has been converted into English medium Public School. One post of Headmistress has recently fallen vacant w.e.f. 01.12.2014 due to retirement of Smt Kusum Lata on attaining the age of superannuation. As per establishment folder approved by the GOC-in-C, Central Command the post of Headmistress is declared as supervisory post to filled up by promotion from the post of Asstt Teachers on the basis of seniority cum merit and the competent authority for promotion in this case is the Cantonment Board. The post of Headmistress of carries the pay scale of Rs. 9300-34800 + Grade pay Rs. 4600/-. The above rates are fixed for one day for use of the above Marriage Place for the purpose of function/ parties etc. The Chavani Parishad Karamchari Union, Meerut raised the point for providing the facility of said Marriage Palces for Cantt Board employees on free of cost in the JCM Meeting held on 17.05.12014. In this connection, the Additional District Magistrate, Meerut vide letter No. 366/Almahad-Nagar/2014 dated 01.07.2014 has been cancelled the request for registration under Sarai Act 1867. The u/a occupant Sh Pankaj Jolly has also filed a Civil suit No 168/2013 in the court of Civil Judge (SD), Meerut to stop the demolition of u/a construction in said bungalow but the civil Judge(SD), Meerut has not given any relief to him and reject the application of status quo in the said bungalow vide order dated 18.10.2014. Further the quality of work has been found up to the mark by the technical staff of the Board as well as the test lab report. Board is informed that it has been learnt & observed time to time that residents of Cantt area have always been grievancious against the schools being run on defence land in the Cantt but not adopting and giving priorities in admission to the residents out the Cantt area keeping in view the objective as contained in sub-section I Section 65 (I) of Cantonments Act, 2006 the Board may issue following guidelines to all schools being run in the territory of Meerut Cantt for the sake of healthy educational environment. (i) Transparent & fair procedure must be adopted during the selection of children/students for admission viz test/interview of parents whatsoever. (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) The parents/guardians whose children/students are not selected for admission must be intimated the grounds/reasons/criteria wherein his ward not found fit for admission. If school authorities find themselves unable to select or to reject the children/students school authorities may adopt some other ideal/methodology of selection. Priority must be given to those wards whose sister/brother is already studying in that school. The norms/provisions of RTE Act, 2010 must not be ignored for giving admissions to the wards belonging to the poor families. Wards of the residents of Meerut Cantt should be given wattage in comparison to those whose family are residing far away from the schools. If wards of those parents residing nearer to the schools are rejected for admissions and the wards of those parents who are residing far away from the school are given admissions than school authority must have to specify and notify the reasons thereof in writing. As it has been strong rumor about so called rackets favouring the admission in some top schools in lieu of uncalled for and undue benefits, it should be the responsibilities of concerned schools to keep such elements/mediators away from away from them. If cases of admission on the basis of malpractice will be noticed than the appropriate authority/inquiry agency may be approached for proper investigation in the sake of equal opportunities to all as contained under Article 14 of the Constitution of India. EXTENSION OF TIME The Board is informed that work orders for repair of Over Head Tanks at Lalkurti Ghosi Mohalla, Jamun Mohalla and RA Bazar were given to M/s Pawan Kumar Bansal on 24.09.2013, two OHT’s viz Lalkurti Ghosi Mohalla & RA Bazar were handed over to the contractor for repair and OHT at Jamun Mohalla could not be handed over to avoid any interruption in the supply of water in the vicinity as other OHT was under repair. due the above reason the repair work of OHT at Jamun Mohalla could not be undertaken. The contractor was asked whether he is willing to execute the work for repair of OHT at Jamun Mohalla on the already Board approved rates and work order is already placed. The contractor has rendered his willingness to carry out the work on the already Boards approved rates. In view of the above and in the financial interest of the Board it is recommended that extension of time may be granted for completing the work. Relevant file is put up on the table. Resolution: Considered and resolved that extension of time to execute the work for repair of OHT at Jamun Mohalla on the already approved rates and work order be granted to the contractor to complete the work upto 31.03.2015. 39. ENGAGEMENT OF COUNSEL FOR CONTESTING THE MATTER BEFORE THE DISTRICT COURT MEERUT FOR AND ON BEHALF OF CANTONMENT BOARD MEERUT. OFFICE REPORT Due to increasing of cases day to day in District Court Meerut and to safe guard the interest of Cantonment Board Meerut/Govt of India in the old pending matter and new cases an advertisement was published in local news paper namely Dainik Jagran on 16.10.2014 inviting applications from Advocate for contesting the cases for and on behalf of Cantonment Board Meerut before the District Court Meerut. Total 24 applications has been received from the Advocates in this regard. The selection of suitable candidate may be made after interview of the candidate by experts. At present S/Shri P.S.Jain, Mahesh Chand Kushwaha, Dr. Om Veer Sharma and Prashant Jain are contesting the cases before the Distt Court Meerut for and on behalf of Cantonment Board Meerut. Board is requested to consider and take a decision regarding engagement of minimum 02 advocate for contesting the matter for and on behalf of Cantonment Board Meerut to safe guard the interest of Govt. of India/Cantonment Board Meerut. UNAUTHORISE WATER CONNECTIONS To consider the unauthorise water connections made by the owner/occupier of the property/Jhuggi without the permission of Cantt Board Meerut within the Meerut Cantt area. It is intimated that an outdoor survey regarding unauthorise water connections within the Meerut Cantonment area has been carried out by the outdoor staff of Tax Section. It is found that there are approx 1900 nos. of unauthorise water connections. Complete file alongwith with list of unauthorise water connections is placed on the table. Matter is put up before the Board for necessary consideration and decision. 40. Resolution: Considered and resolved that notices be issued to all the occupiers having unauthorized water connections without sanction of the competent authority. Since it is a case of theft of public water from Govt water pipe lines and is an offence u/s 379 IPC, they may be prosecuted. However, considering the humanitarian angle it is resolved that:(i) Considering the fact that water is a necessity of life an option be given to all holders of unauthorized water connections to get regularized their illegal connections by paying composition fee. (ii) (a) The composition fee be charged @ Rs. 5000/- per connection for commercial use. (b) Rs. 3000/- per connection for residential (c) Rs. 2000/- per connection for hutments/jhuggies subject to the condition that such hutment dwellers should given an affidavit by getting regularized the illegal water connection their encroachment on Govt land will not be deemed to be regularized and the Govt of India/Cantt Board reserves the right to remove their encroachment (iii) All the arrears w.e.f. the date of their illegal connection will be paid on usual rates within 15 days. Further resolved that the plumbers responsible for these illegal water connections be terminated from the panel of the Cantt Board forthwith. Further resolved that all staff concerned responsible for keeping watch on the unauthorized water connections be issued written warning recordable in their service book, so that such large scale unauthorized water connection should not take place in future. 41. ENGAGEMENT OF COUNSEL FOR CONTESTING THE MATTER BEFORE THE HON’BLE HIGH COURT, ALLAHABAD FOR AND ON BEHALF OF CANTONMENT BOARD MEERUT. OFFICE REPORT Reference CBR No. 333 dated 27.09.2014. Due to termination of Shri Mohd Isa Khan, Advocate, High Court, Allahabad as panel advocate by the Board vide CBR under reference to safe guard the interest of the Cantonment Board Meerut/Govt of India for contesting the cases before the Hon’ble High Court, Allahabad and due to increasing of cases day to day & in the old pending matters, an advertisement was published in news paper namely Amar Ujala on 14.11.2014 published in Allahabad inviting applications from Advocate for contesting the cases for and on behalf of Cantonment Board Meerut before the Hon’ble High Court, Allahabad. Total 12 applications have been received from the Advocates of Hon’ble High Court in this regard. The Cantonment Board Meerut vide letter dated 07.01.2015 requested to Shri SK Rai and Shri Prashant Mathur, Senior Advocates of Cantonment Board Meerut at Hon’ble High Court, Allahabad to verify the capability, experience and professional conduct of all the candidates at their level and suggest this office regarding minimum 02 most suitable/capable candidates for taking further necessary action in the matter. Shri Prashant Mathur and Shri SK Rai vide letter dated 30.01.2015 have suggested Shri Ankit Gaur and Shri Udit Chandra, Advocates, Hon’ble High Court, Allahabad are regular practitioner & are well versed with the Cantonments Act and other relevant rules and acts pertaining to Cantonment’s matter. They further stated that in case the Board is not satisfied with the above two advocates, the Board further invite more applications for empanelment of Advocates at Hon’ble High Court Allahabad by wide publicity. At present S/Shri SK Rai, Prashant Mathur & SP Shukla are mainly contesting the cases before the Hon’ble High Court, Allahabad for and on behalf of Cantonment Board Meerut. Board is requested to consider and take a decision regarding engagement of above named advocates for contesting the matter for and on behalf of Cantonment Board Meerut before the Hon’ble High Court, Allahabad to safe guard the interest of Govt. of India/Cantonment Board Meerut. Board is informed that tenders were invited for lifting/disposal of dead cattles from Cantonment Area through press advertisement publishing in Dainik Hindustan and Dainik Kesar Kushboo dated 14.01.2015. Three (03) tenders area received. The rates quoted by them are as under:1. M/s Prem Prakash Meerut -Rs. 55,110/- per annum. 2. M/s Nathoo Singh, Meerut -Rs. 30,000/- per annum. 3. M/s Sanjay, Meerut -Rs. 25,000/- per annum The Sanitary Superintendent has scrutinized the tenders are recommended that highest bid of Rs. 55,110/-per annum offered by Shri Prem Prakash S/o Shri Soran Lal. R/o 415, Bhagwarpura, Meerut is reasonable. Comparative statement alongwith all record is put up on the table. Board is requested to consider and decide the issue as the matter is urgent nature. 42. Resolution: Considered and resolved that highest bid of Rs. 55,110/- per annum offered by Shri Prem Prakash, 415, Bhagwatpura, Meerut is approved subject to execution of necessary agreement. ESTABLISHMENT OF CENTRE FOR DIFFERENTLY ABLED CHILDREN. To consider the instructions issued by the Dte DE vide letter No. 55066/TDAC/CANTT/49 dated 22.01.2015 regarding establishment of Centre for Differently abled children in Cantonment General Hospital, Meerut Cant. Board is informed that the issue of establishment of Centre for differently abled children has been examined by the MO I/c, Cantt General Hospital, Meerut Cantt. The MO I/c vide letter dated 30.01.2015 has recommended as under:(i) (ii) (iii) (iv) (v) Differentially abled children also include mentally deficient children. They need to have proper training to run their life in proper manner with occupational skills. Training is routinely provided by special schools for deaf + dumb, speech therapy, Braille reading abilities etc vide National Institute of mentally handicapped. The differentially abled children, if sick or injured need the services of hospital which can be provided as and when needed. Special care for differentially abled children needs to be given through special schools. He has also recommended to build a new special school with speech therapist/ special teachers. For this purpose other similar schools in Meerut should be visited and liaised with for further planning. Relevant file is put up on the table. Board may consider and take suitable decision in the matter. 44. Resolution: Considered and resolved to put up detailed report regarding manpower and infrastructure required for establishment of Centre for Differently abled children. Meanwhile, the services of ASHA School being run by the NGO in the campus of MH Meerut may be availed if there is any differently abled children requiring assistance. 45. IMPROVEMENT IN MEDICARE FACILITIES TO PROVIDE FOR POOR INHABITANTS OF CANTT AREA: ESTABLISHMENT OF PANEL OF DOCTORS ON THE PATTERN OF NURSING HOMES. To consider the issue of improvement in medicare facilities being provided in the Cantonment General Hospital by the Cantt Board Meerut. Board is informed that the MO I/c vide letter dated 30.01.2015 has given a proposal suggesting following points for consideration by the Cantonment Board: (i) (ii) A panel of doctors practicing in the Meerut Distt may be formed who can admit their patient if the patient are poor and unable to bear heavy expenditure in Private Nursing Homes. The hospital auxiliary staff & GDMO engaged may look after the patient admitted in the hospital on the pattern of Nursing Home. (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) The doctors admitting the patient will be responsible to attend his patient in case of emergency and any other complication as may be informed by the GDMO/Paramedical staff on duty. The charges of investigations will be borne by patient and paid to the Cantonment General Hospital as per the Approved charges. The treatment which is not available in the hospital if given to the Cantt Board staff the cost of treatment may be reimbursed to the staff in term of existing rates in vogue. The fee of private doctors giving treatment in Cantonment General Hospital will be fixed and payment will be there on sharing basis. It is being done as for private Nursing Homes and such fee should be at lesser rates in comparison to market. The charges/fee of visiting doctors should be fixed at reduced rate and in case of further rebate allowed by the visiting doctors the same should be noted in writing on the account of the patient to maintain by the hospital clerk. The charges like bed/room/ward will be borne by the patient and payable to the Cantt Board. All emergency calls will be managed by the doctors/GDMO on duties in consultation/directions of the admitting doctors. All sanitary services/house keeping will be borne by the Cantt Board. Relevant papers are put up on the table. Board may consider and take suitable decision in the matter. 45. Resolution: Considered and resolved that the proposal of MO I/c dated 30.01.2015 mentioned on the agenda side is approved. Necessary advertisement inviting applications from prospective doctors/clinic/hospitals to make a panel under different specialties be issued. MONTHLY REPORT REGARDING OPD ETC. OF CANTT GENERAL HOSPITAL MEERUT CANTT. To consider monthly report dated 13.01.2015 regarding OPD etc. of Cantt General Hospital, Meerut Cantt. Board is informed that the RMO, Cantt General Hospital, Meerut Cantt has forwarded a monthly report regarding patient attending OPD and the patient admitted in Cantt General Hospital, Meerut Cantt during the month of December’ 2014. Board is informed that the land comprising Sy.No. 297 having an area 4.337 acres situated at Bakery Lane, BI Bazar, Meerut Cantt is classified as A – 1 and is laying abandoned for several decades as earlier there were bakeries for bread supply to the Army during British period. The area is surrounded by civil population as well as civil area of Meerut Cantt and is thickly populated prone to encroachments and the Cantt Board is association with the local military authorities tries to remove encroachments from time to time so that the same may be secured. The land is at prime location. During the Cantt Board meeting held on 04.03.2014 while discussion on item No. 180, the Adm Comdt has already stated that the said land is no longer required to the Army as it will not be utilized for any military purposes. Shri Dinesh Goel raised the issue Mutton stall at Sadar Bazar which is being misused for other purposes instead of meat stall. Considered and resolved that the lowest rates @ 1,32,000/- month quoted by M/s Aakanksha Enterprises for disposal of municipal waste i.e. segregation and composting of waste at Trenching Ground of Cantt Board at Kila Parikshitgarh Road Meerut is approved. Shri Dinesh Goel stated that the iron fencing at Trenching Ground has been removed by miscreants. This needs to be attended seriously and action should be taken against the culprits. CEO assured that all necessary action will be taken in this regard and if anybody found guilty will be dealt with suitably. 25. From this year it is proposed to do away with surgery with stitches and bring Non-Foldable Phaco surgery within the reach of poor patients. Instead of Rs.3500 charged earlier for this type of surgery it will now cost Rs.1500 to the patient. 6. A new category is proposed in that patients below poverty line will operated free of charge. Due to requirement of some patients who wish to implant superior lens there is a new category in the rate listed. (ii) (a) The composition fee be charged @ Rs. 5000/- per connection for commercial use. (b) Rs. 3000/- per connection for residential (c) Rs. 2000/- per connection for hutments/jhuggies subject to the condition that such hutment dwellers should given an affidavit by getting regularized the illegal water connection their encroachment on Govt land will not be deemed to be regularized and the Govt of India/Cantt Board reserves the right to remove their encroachment (iii) All the arrears w.e.f. the date of their illegal connection will be paid on usual rates within 15 days. Further resolved that the plumbers responsible for these illegal water connections be terminated from the panel of the Cantt Board forthwith. Further resolved that all staff concerned responsible for keeping watch on the unauthorized water connections be issued written warning recordable in their service book, so that such large scale unauthorized water connection should not take place in future. 41.
