Kin Dah Lichii Chapter Community Summary The Kin Dah Lichii Community Chapter was certified as a Local Governmental entity on December 29, 2010 by the Transportation and Community Development Committee of the Navajo Nation Council, however, is still considered as a SubGovernment of the Navajo Nation Government, subject to the laws of the Nation. The Kin Dah Lichii Chapter is responsible for the development of its community to improve the living conditions, economic infrastructure, conserve and protect its natural resources, including the respect for culture and tradition of its people and continue to grow toward self-sufficiency through self-governance. II. Authority The Kin Dah Lichii Chapter operates under the rules and regulations of its Five Management System,(Personnel, Records, Property, Financial and Procurement) and the laws of the Local Empowerment Act, Title 26 of the Navajo Nation Code. The government, according to the organizational structure is under the Division of Community Development with a legislative oversight of the Resources Committee of the Navajo Nation Council. III. Mission Statement And Vision Statement Mission Statement The mission of the Kin Dah Lichii Chapter is to provide a better future in the community by preserving and enhancing the cultural and traditional values to benefit the health, safety and welfare of its people to become self-sufficient through education and self-determination. Vision of the Kin Dah Lichii Chapter The Kin Dah Lichii Chapter envisions self reliance and advanced technology through the use of its governance certification to resolve local issues and promote quality of life. Under Staffing: Currently, there are only two permanent positions at the administration office to carry the duties and responsibilities of administration, implementing and monitoring projects, accountability of funds, property and procurement. The lack of staff limits implementation of developments. B. Lack of Funding for Projects: The community lacks funds to implement projects, such as archaeological clearances, environmental assessments, RightOf-Ways, to hire qualified personnel and purchasing more technical equipment to perform the work. Kin Dah Lichii Olta-Local Community Learning Center Kin Dah Lichii Olta’ is located 2 miles east of the Kin Dah Lichii Chapter House. The school teaches Classes from Kindergarten to sixth grade. The school became a grant school on July 01, 1999, after Being under the Bureau of Indian Affairs since the school started in 1930’s. 23 11. Kin Dah Lichii Olta’ Charter School The charter school building was constructed in September 2009. The first building that came on the premises with state funding. The charter school will continue to increase, now it only has 7 th and 8th graders. The building is located about 100 yards East of the Grant school. 24 12. Kin Dah Lichii Head Start School The Kin Dah Lichii Head Start is located on the Kin Dah Lichii Chapter compound and services at least twenty (20) students per year. The school does not only serve the Kin Dah Lichii Community, it also covers Ganado. Assess all grazing areas to ensure the land is not overgrazed and identify open-space areas for Grazing. b. Develop policies for grazing, livestock permits, farm plots, home site leases, animal control and family burial plots. c. Provide public education to all livestock permit holders to abide by all rules and regulations to protect over populating the land. d. Implement law enforcement to address non-compliance. D. Alternative Government 1. Goals: Develop an alternative government that will increase community participation and involvement. 2. Objectives: a. Research, assess and compile information on different types of governments. b. Develop and implement a government that will benefit the people. c. The approval of the selected government will be approved by the people. E. Roads/Bridges/Highways-(Thoroughfare) 1. Goal: To develop plans to improve all community roads, bridges and highways. 2. Objectives: a. Assess all private, Navajo Nation, County and state roads. b. Prioritize all roads according to conditions and school bus routes. c. Objectives: a. Compile statistic of all students within the community, elementary, middle school, high school, higher education. b. Seek funding to construct buildings and seek land acquisition. c. Encourage use of technology. G. Health Care: 1. Goal: To promote health care services to community membership. 2. Objectives: a. Compile statistic of all community members by ages to determine the age groups to address the type of health education to provide. b. Contract qualified personnel to conduct health education to all age groups by individual contacts, work with local schools, entities, churches, and presentation before meetings, gatherings, etc. c. Seek funding for implementation and construction health facilities. G. Policies Development And Revisions: 1. Goal: To develop, implement, revise and enforce local policies and procedures to protect community property and to serve and assist individuals equally. 2. Objectives: a. Revise all policies and procedures that are currently in place by the end of the Fiscal Year 2012. b. Develop new policies and procedures that are not currently available. c. Educate community members verbally during community meetings, media, flyers and individual to enforce the by-laws. H. Economic Development: 1. X. Cultural & Traditional Locations/Structures: Sacred Sites-No Developments should be made on these sites, prayers and songs are affiliated with these places. Fluted Rock: Located 18 miles Northeast of the Kin Dah Lichii Chapter House on Apache County Fluted Rock Route. Prayers Are conducted on this mountain and the community membership have no plans to make any developments around or on this sacred mountain. 60 The male homes are treated with respect and no developments are planned around and near these sacred sites. This male Hogan is believed to have been built around the 1800’s. Located 3 miles North of the Kin Dah Lichii Chapter House. Kin Dah Lichii Anasazi Ruins: The Anasazi dwelled in these houses and were extinct before the Dine’ People came to claim the land. Currently, these ancient ruins are still standing about 3 miles East of the Kin Dah Lichii Chapter House. The name, Kin Dah Lichii, according to the Dine’ language means, (Red House), therefore, the name Kin Dah Lichii’ was changed to Kin Dah Lichii on November 8, 2010. 61 XI. Herbal Medication: The Kin Dah Lichii Community is rich in herbal medication; many medicine men/women come to the community to make their medication for individual depending on them for services. Some medicine man/women assign other people to gather medicine for their ceremonies, who destroy the medicine by sawing them down and leaving a lot of the destroyed medicine behind. Should this continues, there will not be any to restore health concerns. The Kin Dah Lichii will develop policies and procedures to control of gathering medication for ceremonies and cure negative health conditions. Ka’i’-Use for traditional ceremonies. Cedar and blue spruce are used for traditional ceremonies. 62 Ki Nii Git Aa’ Hi’-Use for ceremonial purposes. Cho’: Ceremonial purposes. The community wishes to save, protect and conserve these plants for curing health problems. developments of infrastructures, businesses and home site where these plants are growing. 63 There will be no XII. Natural Resources: The community also has natural resources such as the pine trees for building houses and Hogan’s. Dried pine trees are also used for firewood. Some places in the community, natural developments such as canyons could be used for sightseeing for tourists. P The community has many sightseeing places where revenues can Be generated. 64 Natural resources such as these timbers are available for housing, Firewood. The chapter can also generate revenues in the future. Oak trees are available in the community, these trees are being Damaged and destroyed, many of the tall young trees are gone Because people are cutting for ceremonial purposes and leaving a lot of the trees behind. The community wishes to protect these trees by developing policies for control. Pinon trees are growing in some areas of the community. These trees produce pinon nuts about every four years. People eat the pinon nuts and sale them to stores for extra revenues. During the harvesting of the pinon nuts, people from other communities come pick, however, many leave trash and conduct many illegal firewood cutting. The Kin Dah Lichii Chapter, if possible will work with the Bureau of Indian Affairs Office, BIA, and Navajo Nation Forestry Departments to develop and enforce policies to limit the abuse of all natural resources. 65 XIII. Commitments as Certified Chapter The following positions shall commit themselves to carry out the provisions of this Strategic Plan: A. Council Delegate (CD) 1. Ensure to carry out the intent and purposes of this strategic plan, seek funding/resources to implement capital outlay projects, and support the local policies and procedures. B. Chapter Officials (CO) 1. President (P): Carry out full oversight responsibility of the Vice President, Secretary/Treasurer, appoint standing committee members, resolve disputes, and follow up on legislation and seek funding for chapter projects. 2. Vice President (VP): To monitor and follow-up on all projects, provide updates to community membership, and support the President, Secretary/Treasurer, Council Delegate, and Administrative Staff. 3. Secretary/Treasurer (S/T): Identify funds for various projects, ensure accountability of all funds for projects, assist in policy making, and support the President and Vice President with all projects and decision making. 4. Grazing Official (GO): Prepare, compile, and provide technical assistance in educating the Community Membership regarding livestock, range management, natural resources, and land management. 66 5. Community Health Representative (CHR): Prepare, compile, and provide technical assistance in educating the Community Membership regarding health and safety issues, to uphold the welfare and living conditions of all individuals. C. Administrative Staff 1. Chapter Manager (CM): Devise budgets for each project, monitor budget expenditures, seeks funding for projects, write/present proposals and grants, and ensure project completion according to rules and regulations. 2. Account Maintenance Specialist (AMS): Planning and implementation of community projects and ensure accountability of all funds. Coordinate with various entities involved with chapter projects. D. Community Land Use Planning Committee (CLUPC) 1. To review, revise, and update all projects, manuals, and approve business and home site leases. XIV. Amendment The Kin Dah Lichii Chapter Strategic Planning Manual will be reviewed and revised every two years by the Administrative Staff, Chapter Officials, Community Land Use Planning Committee members, and the community membership based on changes of Navajo Nation Laws, policies, and procedures. Any suggested changes to the manual will be in writing and approved by the community during a community chapter meeting. 67 XV.
