Introduction

Program development

This program replaces the program published in the VCE VET Community Services program booklet in November 2009. This revision to the VCE VET Community Services program is a consequence of the CHC08 Community Services Training Package being superseded by Release

2 of the CHC Community Services Training Package in August 2015. VCE VET Community

Services offer two distinct programs:

 Program 1: CHC30115 Certificate III in Community Services

 Program 2: CHC30113 Certificate III in Early Childhood Education and Care (partial completion).

For the VCE VET Community Services program, the identified sets of competencies have been grouped to form Units 1 and 2 and a Units 3 and 4 sequence for recognition purposes. The recognition status of VCE VET programs and the requirements of assessment for study score purposes are outlined in this extract.

Transition arrangements

Arrangements for continuing students

Students enrolled in CHC20112 Certificate II Community Services and selected units of competency from CHC30112 Certificate III in Community Services Work and CHC30113

Certificate III in Early Childhood Education and Care in 2015 or earlier, will be able to undertake

Units 3 and 4 in 2016 under the current CHC08 training package qualifications.

No new students may enroll in CHC20112 Certificate II Community Services and selected units of competency from CHC30112 Certificate III in Community Services Work and CHC30113

Certificate III in Early Childhood Education and Care in 2016 and beyond.

Students commencing in 2016 and beyond

All students commencing a VCE VET Community Services program in 2016 and beyond must comply with the requirements outlined in this extract.

VCE VET Program details

Aims

The VCE VET Community Services program aims to:

 provide participants with the knowledge and skills to achieve competencies that will enhance their employment prospects within a broad range of Community Services related industries

 enable participants to gain a recognised credential and to make an informed choice of vocation or career path.

Completion requirements for the qualification

Program 1 CHC32015 Certificate III in Community Services incorporating CHC22015 Certificate II in Community Services and Program 2 CHC30113 Certificate III in Early Childhood Education and

Care (partial completion) need to be read in conjunction with the nationally endorsed CHC

Community Services Training Package, which is available on Training.gov.au:

CHC22015 Certificate II in Community Services

For the award of CHC22015 Certificate II in Community Services, students must achieve nine units of competency:

 five core units of competency

 four elective units of competency which must include:

 at least two units from the electives listed in the qualification

 up to two units from the elective units listed in the qualification or any endorsed Training

Packages or accredited courses – these units must be relevant to the work outcome.

All electives chosen must contribute to a valid, industry-supported vocational outcome.

CHC32015 Certificate III in Community Services

For the award of CHC32015 Certificate III in Community Services, students must achieve twelve units of competency:

 five core units of competency

 seven elective units of competency which must include:

 at least five units from the electives listed in the qualification

 up to two units from the elective units listed in the qualification or from any endorsed Training

Packages or accredited courses – these units must be relevant to the work outcome.

All electives chosen must contribute to a valid, industry-supported vocational outcome.

CHC33013 Certificate III in Early Childhood Education and Care

For the award of CHC33013 Certificate III in Early Childhood Education and Care, students must achieve 18 units of competency:

 15 core units

 3 elective units

 at least one must be selected from the electives listed in the qualification

 up to two units may be selected from any endorsed Training Packages or accredited courses – these units must be relevant to the work outcome

All electives chosen must contribute to a valid, industry-supported vocational outcome.

Program structures

VCE VET Community Services offers two distinct programs. Each of the VCE VET Community

Services programs have different completion requirments and VCE VET unit entitlements. These programs and their VCE VET unit entitlements are outlined below.

Program 1: CHC32015 Certificate III in Community Services

Units 1 and 2:

Units 1 and 2 comprises 9 units of competency: five compulsory units and four elective units.

On successful completion of Units 1 and 2, students will be eligible for:

 the award of CHC22015 Certificate II in Community Services or a statement of attainment towards the completion of CHC22015 Certificate II in Community Services

 recognition of up to three VCE units at Units 1 and 2 level.

Units 3 and 4:

It is recommended that students complete Units 1 and 2 with a minimum of 9 units of competency

(five compulsory and four electives) prior to undertaking Units 3 and 4.

Units 3 and 4 comprises three compulsory units of competency selected from CHC32015

Certificate III in Community Services.

On successful completion of Units 3 and 4, students will be eligible for:

 a statement of attainment towards the completion of CHC32015 Certificate III in Community

Services

 a VCE Units 3 and 4 sequence.

Program 2: CHC30113 Certificate III in Early Childhood Education and Care (partial completion)

The units of competency in this program will form Units 1 –4 for VCE recognition purposes. Credit will accrue on the basis of 90 nominal hours per VCE unit in the following sequence: Unit 1, 2, 3, 4,

3, 4.

On successful completion of Program 2, students will be eligible for:

 a statement of attainment towards the completion of CHC30113 Certificate III in Early

Childhood Education and Care

 recognition of up to two units of credit at Units 1 and 2 and two Unit 3 and 4 sequences.

Program 1 CHC32015 Certificate III in Community Services may be completed over two or three years. To access a study score, the scored Units 3 and 4 sequence must be delivered and assessed in a single enrolment year.

Program 2 CHC30113 Certificate III in Early Childhood Education and Care involves a nominal duration of a minimum of 818 nominal hours. It is important to note that students will only partially complete the certificate in a two or three-year program.

Training providers may wish to investigate alternative delivery modes if they require their students to complete the qualification. These may include longer delivery times each week for a two-year program, adding a third year to the program or undertaking block training to enhance regular fixed duration training.

The nominal hours attached to each unit of competency are calculated by the Victorian Department of Education and Training, as an indicator of the training time required to become competent. They are a guide only, and the actual duration of the training is affected by students’ readiness to be assessed for the particular unit of competency.

It is important to note that the allocation of nominal hours for each unit of competency is intended to cover both delivery and assessment.

Sequence

A range of delivery sequences is possible; however, the selected delivery schedule should take into account the linkages between the units of competency.

Study score

From 2017, a study score will be available for Program 1 in the revised VCE VET Community

Services program. To be eligible for a study score, students must:

 satisfactorily achieve all the units of competency designated as the scored Units 3 and 4 sequence

 be assessed in accordance with the tools and procedures specified in the VCE VET Assessment

Guide . The VCE VET Community Services program assessment plans and examinations specifications and advice will be published on the VCE VET Community Services program page in

 Undertake a written examination in the end-of-year examination period based on the compulsory units of competency in the Units 3 and 4 sequence .

VCE VET Unit entitlement

Program 1: CHC32015 Certificate III in Community Services

Units 1 and 2

Students who complete Units 1 and 2 of CHC32015 Certificate III in Community Services

(incorporating CHC22015 Certificate II in Community Services) will be eligible for up to three units of credit towards their VCE at Units 1 and 2 level.

Units 3 and 4

Students who complete the scored compulsory units in Units 3 and 4 of CHC32015 Certificate III in

Community Services will be eligible for a Units 3 and 4 sequence.

Students who are able to undertake further training to complete CHC32015 Certificate III in

Community Services may be eligible for further credit at Units 3 and 4 level.

Program 2: CHC30113 Certificate III in Early Childhood Education and Care

(partial completion)

Students undertaking Program 2:CHC30113 Certificate III in Early Childhood Education and Care

(partial completion) are eligible for up to two units at VCE Units 1 and 2 level and two VCE Unit 3 and 4 sequences.

Duplication

VCE VET units may only make the maximum available contribution towards satisfactory completion of the VCE if no significant duplication exists between the VCE VET program and VCE studies or another VCE VET certificate in a student’s program. Where significant duplication does exist, students may enrol in the VCE VET program and the VCE studies or other VET certificates identified, but a reduced VCE VET unit entitlement will then apply. Credit towards the VCAL will also be reduced due to duplication.

No significant duplication has been identified between the VCE VET Community Services program and VCE studies.

Dual enrolments

Some electives are duplicated in Programs 1 and 2 of the VCE VET Community Services and VCE

VET Health programs. For students with concurrent enrolments in these programs, care needs to be taken to ensure the units of competency chosen in either VCE VET Community Services program do not duplicate the units of competency chosen in the VCE VET Health program. Credit for a unit of competency can only be counted once towards the VCE or VCAL. Schools are asked to ensure that the same unit of competency is not enrolled in both programs on the VASS. Where a unit of competency contributes to both programs it can only be used for one enrolment.

Structured Workplace Learning

Program 1: CHC32015 Certificate III in Community Services

The VCAA strongly recommends a minimum of 60 hours of placement per year for this VCE VET

Community Services program.

Schools and providers should note that the new CHC training package mandates specified hours of work for some units of competency and qualifications. Placement duration and/or conditions may be stipulated to gain competency for the unit or to complete the qualification. Where placement is not undertaken, and is required as part of the assessment requirements, competency cannot be deemed.

Where the training package requires placement, this can be used to satisfy the VCAA SWL placement requirements for the program.

Program 2: CHC30113 Certificate III in Early Childhood Education and Care (partial completion)

The new CHC Community Services training package mandates work placement to achieve this qualification. Students must have completed 120 hours of work placement as detailed in the assessment requirements of the units of competency. Where placement is not undertaken, and is required as part of the assessment requirements, competency cannot be deemed.

evidence to be demonstrated in the context of at least 1 workplace and

Additional requirements to complete CHC32015 Certificate III in Community Services

On completion of Units 3 and 4, students may undertake additional units to complete CHC32015

Certificate III in Community Services. To do so, students must complete at least one elective unit.

Credit will accrue on the basis of 90 hours per VCE unit. Additional credit may accrue, depending on the units of competency completed.

In order to qualify for an additional Units 3 –4 sequence, students will be required to undertake at least 180 hours of training from the units listed in the table below.

Community Services Training Package.

This program allows for:

 completion of CHC22015 Certificate II in Community Services

 completion of CHC32015 Certificate III in Community Services

 completion of the Induction Skill Set CHCSS00088

 two VCE units of credit at Units 1 and 2 level and a Units 3 and 4 sequence

 completion over three years.
