Other Incidents PREFACE 3 In light of recent tragic events in schools around the world and nearby, Hertford County Public Schools has already taken proactive steps to heighten safety in our schools and now endorses the writing of this Amended Crisis Response Plan to help prepare all staff and faculty to effectively respond to an array of emergency situations that could occur within our county. This Crisis Response Plan is not an all-inclusive step-by-step guide; however, it does provide guidelines for practical responses in a variety of emergency situations. Administrative staff at each school site are expected to schedule planning sessions in order that these plans can be reviewed with all personnel within the first 10 days of school and periodically, thereafter for new staff. Safety is the responsibility of everyone on the campus; however designating roles in advance of a crisis is imperative in executing immediate and appropriate actions. In accordance, the principal will designate a Crisis Response Team at each school. The Crisis Response Plan will continue to utilize the emergency color cards to protect staff and students, to heighten awareness of the need for teamwork in facing difficult situations, and to limit and direct movement on campus; however, each school will refrain from using the terms “Code Red,” “Code Yellow,” etc. Exact terms for the appropriate emergency will be used to eliminate confusion. Terms such as “Fire Drill,” “Lockdown,” “Tornado Warning” or “Tornado Watch,” will be used. Card Colors: Red someone is hurt; emergency assistance is needed as soon as possible Yellow: student may be missing from a class/team Green: all is fine No card: emergency responders will assume that an intruder is in the room. GENERAL GUIDELINES 4 1. Remember that student safety and welfare is our number one priority. 2. Review all procedures and evacuation plans in advance. 3. Remain calm. 4. Account for the location of all of your students. Report any who are missing. 5. Do not leave school/place of responsibility until dismissed by administration. 6. Take this manual, which includes up-to-date class rosters, with you. 7. Keep accurate records of facts and actions relative to the situation. Write them down. HANDLING THE MEDIA AND PARENTS 1. Direct all media inquiries to the Principal or Designated Person. This avoids confusion in times of crisis and ensures consistency of information given to the media. The Principal or Designated Person will have a prepared written statement or notes with points to be made for quick reference. The Principal or Designated Person will respond to the media in a timely and professional manner. 2. When the Principal or Designated Person is unavailable, Administrative Secretary will have a fact sheet containing pertinent information from which to answer telephone inquiries. 3. Do not permit interviews with students or staff members on the premises during a crisis and do not permit filming inside the building except in the principal’s office or designated area. See the Principal or Designated Person before giving any interviews. 4. The central office will handle press conferences during a crisis. If needed, a media command post will be set up outside. 5. When you do talk with parents or the media following a crisis, DO NOT DISCLOSE PERSONAL INFORMATION ABOUT A STAFF MEMBER OR STUDENT. Personal information should be released only at the discretion of the family. Emphasize what the school and the county are doing to contain and resolve the crisis. 6. Written information from the Principal or Designated Person that includes factual information will be sent home following a crisis to parents. 7. Avoid saying "no comment." Teachers should turn off the lights/fans (EXCEPT FOR A BOMB THREAT) and close the door prior to following their students out of the building. • Instruct the first student in line to hold open exit door(s) until all persons in the class have been evacuated. (Continue this procedure until the building is clear.) EVACUATION OFF CAMPUS Teachers: • Bring class record books when evacuating their classroom/building. • Turn off lights / fans (EXCEPT FOR A BOMB THREAT) and close the door prior to following students out of the building. • Instruct the first student in line to hold open the exit doors until all persons in the class have evacuated. (Continue this procedure until the entire building is clear.) • Proceed to the pre-designated holding area / assembly point. • Once there, make notes of students who are not present and maintain order. 17 • Remain with their classes until an “all clear” signal is sounded or an administrator gives other instructions. NO “RED” OR “GREEN” CARDS WILL BE USED AT THIS TIME, UNLESS INSTRUCTED BY ADMINISTRATION!!!!!!!!!!!!!!!!!!! Clear the building! ADMINISTRATION RESPONSIBILITIES Assume responsibility for all decisions made and actions taken. Verify the crisis situation. Define the type and extent of the crisis. Inform the staff using the telephone tree if the crisis occurs after hours. Assess the situation and determine what actions are needed. Designate a central location of operations and communications (main conference room). Inform all staff members to refer all information and questions to the school communications center. Assemble team to collect and disseminate information. Direct the crisis response team to provide for: Protection and evacuation Medical attention Information sharing with staff, students, and parents Counseling to students Brief the central office. Determine if there is a need for early dismissal and, if necessary the procedure for early dismissal. Determine if and how students can be told. 18 Schedule a faculty meeting at the end of the day and give notice of the meeting. Serve as a spokesperson to the media (if permitted by Board). Release information when facts are verified. Work with Mrs. Brunet Parker if media coverage is extensive. Chair parent meetings. Determine how students will have access to phones. (Determine the number of lines at each school. Each school may need to have one rotary phone/cell phone in case of power outages.) Prepare a fact sheet for the office staff. Conduct a mid-day or end of day meeting with the school crisis response team to assess the status of the situation. Debrief with the crisis response team and evaluate the school’s crisis response actions Continue intervention and follow-up or terminate crisis response services. Document decisions. When the crisis is over, convene the school crisis response team to evaluate the crisis plan and identify any necessary revisions. Review the crisis response plan on an annual basis and share it with the faculty/staff. Conduct regular fire, tornado, bomb, and intruder drills. Purchase, maintain, and know the location of emergency equipment (ex. radios, flashlights, cellular phones, and generators/power sources). THE OFFICE STAFF AND CUSTODIANS’ RESPONSIBILITIES Inform the principal of the crisis. Call 911 /Call first responders. Call appropriate Hertford County Public Schools’ district personnel. Contact emergency personnel. Answer phones and monitor outgoing calls. If lines are down use a cell phone to contact the superintendent and emergency services. Plug in rotary phones, if one is available, when touch-tone phones are out. Call on community resources for assistance. Cut off the bells if there is a bomb threat. Do not use two-way radios if there is a bomb threat. Designate runners. Inform those in outside units. Retrieve telephone numbers of parents who need to be contacted (NC Wise Data Manager). Make sure that the person requesting the release of a child from school has the authorization to pick up the child. Close and lock the office records room when a crisis occurs (fire, tornado, etc.) FIRST RESPONSE TEAM RESPONSIBILITIES (nurses, counselors, social workers) Assess the situation and assist the principal in determining what actions are needed. 19 * Serve as a liaison between administration-crisis team and the remainder of the faculty/staff. * Triage students for first-aid, interventions, group or individual counseling * Call paramedics; accompany student(s) or staff to the hospital * Arrange for counseling rooms or first aid rooms, and services. * Check on all students identified as vulnerable or deeply affected. * Provide services at all schools when district first response team is needed. * Facilitate support groups. * Visit classrooms. * Meet teachers informally and in groups. * Make home visits; deliver sympathy cards and or donations. * Attend the funeral(s) or memorial(s). * Monitor students’ adjustment. * Coordinate re-entry plans for hospitalized students. * Provide follow-up support or counseling. THE SCHOOL RESOURCE OFFICER'S RESPONSIBILITIES Coordinate immediate security and protection of students and staff. Assume command if a student is making a threat to do bodily harm while possessing a weapon. Secure possession of the weapon(s). Check it for bullets/projectiles. Remove the bullets or projectiles from the firearm. Tag the weapon with serial number, date or incident, and the student’s name. Secure the weapon in a locked facility. Call for assistance from the high school resource officer if needed. Conduct searches if there is a bomb threat. Communicate with and assist the police and fire departments. Act as a liaison with the juvenile intake officer. Control traffic entering or leaving campus. Control parents who want to enter the area. THE TEACHER’S RESPONSIBILITIES Remain calm. Keep your mind on your responsibilities. Be careful how you answer student questions. Keep updated rosters and parent contacts in this manual. Take with you. 20 Do not bother evidence in case of crisis. Be careful of the information that you release. Immediately inform the principal of a potential crisis situation. Review safety with students. Keep fire drill procedures, tornado safe area chart and classroom crisis procedures at a glance posted at eye level in your classroom by the exit. Remember that student safety and welfare is the number one priority. Do not use two-way radios if there is a bomb threat. Use adult runners. Account for the location of all of your students. Report any who are missing. Use universal precautions when dealing with blood and body fluids. Review bomb threat procedures, (which should be placed by each phone). Control the movement of students. Control the students. Stay in place with your students and team during the crisis situation including after school until all students have gone home and the principal has dismissed you. 21 CRISIS PROCEDURES AT-A-GLANCE BOMB THREAT Students and staff will evacuate the building immediately to the rear at designated rally areas each classroom should be at least 500 feet from the building. Teachers will see that two or three windows are opened and that the door is propped open when leaving the room. Light switches are to be untouched. Stop all radio transmission. Take roll and notify principal if someone is missing. FIRE / EXPLOSION Students and staff will evacuate the building in accordance with the fire evacuation plan posted in each room. Teachers will see that all windows and doors in their classrooms are closed and the lights are off when leaving the room. All teachers will take roll and notify the principal if someone is missing. TORNADO Students and staff will immediately proceed to tornado shelter in accordance with the tornado shelter plan posted in each room. Students will assume a curled position so as to protect their eyes and heads. Teachers will take roll immediately and notify the principal if someone is missing. If time does not permit, get into the safest area of your classroom (the inside wall farthest away from doors and windows). Get under any heavy furniture available. INTRUDER ALERT/ KIDNAPPING Lock all doors. Keep all students in the classroom away from windows and doors. Close all blinds. Students should get on the floor, away from glass. If a class is in the media center, move to the staff library or inner offices immediately and lock doors if possible. If a class is in the gymnasium, move to the locker rooms and lock door. If a class is in the cafeteria, teachers should instruct the students to get under the tables and remain still. CHEMICAL SPILL / TRAIN CRASH Close all windows and doors. Wait for evacuation information. Get students out and shut the door. GUNFIRE IN AN OPEN ARENA Students should run to an opening. Find an area that can be secured! SUICIDE 22 BOMB THREAT A bomb threat may be received by various means but usually will be by telephone. In the event a bomb threat is received all faculty and staff should proceed as follows: 1. All teachers will take roll and notify their team leaders if someone is missing. 2. Teachers and students will exit the building to the rear to a pre-designated area. They should be at least 500 feet away from building. 3. Students and staff will not return to the building until it has been declared safe by the appropriate authority. School employees are not to release information to the press or news media concerning the crisis. All requests are to be directed to the Public Information Coordinator. All schools in Hertford County should proceed according to the following procedures: 4. Complete the Bomb Threat Phone Checklists immediately. 5. Record the exact time of the call and telephone line number on which the call was received. 6. Notify the Principal / Designee (but do not use the radio). 7. Call 911 for immediate assistance on another phone and different line. 8. Contact the Director of Student Services and Public Information’s Director. 9. Press *57 (CenturyLink Call Trace Center). 10. The Principal / Designee will send runners to notify teachers to implement evacuation procedures for the school. 11. DO NOT USE RADIOS OR CELLPHONES 26 CRISIS LOCK-DOWN When a crisis occurs that calls for the halting of all school activity for a period of time , administration will convey facts in a simple, easily understood and non-ambiguous language. Everyone needs to know that normal school day activities are stopping because there is a situation that needs immediate attention. Every staff person, substitute teacher, parent volunteer, itinerant teacher, educational assistant and student needs to know what is expected of him/her during this "crisis" period. •To avoid any confusion, it is recommended that a code word not be used, but rather state: “LOCK-DOWN". •It is absolutely essential that everyone working in, or attending school, know what he/she is to do in the event of a lockdown. PROCEDURES TO FOLLOW: • Principal / Designee will signal for crisis lockdown. • Immediately notify the School Resource Officer. • Principal / Designee will turn bell system off. • Teachers will check the hallways prior to closing their doors for any students in the hall. Lock doors. • Students out of class will be directed to go to nearest occupied classroom. Teachers will immediately use their RED or GREEN cards to indicate status of classroom. Students found will be identified and placed in the nearest classroom. School Resource Officer / Law Enforcement and Administration will be notified when outsiders are observed. As each classroom is checked, the team will obtain from the teacher a list of missing students and any students who joined their room when the lockdown was announced. • Team members will return lists to the designated central location where they will be complied and missing or/unaccounted students can be identified • Principal / Designee will make an "all clear" announcement when crisis is under control and normal activity can resume. Based on the situation, principal/designee may choose to speak to the incident. • Principal / Designee will debrief faculty to help ensure facts are presented and rumors are kept to a minimum… LOCK-DOWN PROCEDURE FOR SPECIFIC AREAS 27 In the event that an act of violence should occur… 1. In the Commons Area, (if shooter is outside) all students should be instructed to move quickly down to the hallway towards the office and into the closest classroom to assume the “lock-down” position. Access doors between the Commons Area and the hallway should be closed/ shut. Staff members should instruct students to move quickly, quietly, and without panic. 2. In the Cafeteria, staff should instruct students to move the under tables and then crawl quickly and quietly out of the doors closest to the entrance doors, into the hallway, and out of the building using the doors close to the bus area (this should only be done if subject is inside building). Otherwise, students should evacuate to the locker rooms according to the maps on the walls in the cafeteria. If students are in the service line or return tray line, they should move to the kitchen area. Staff members should instruct students to move quickly, quietly, and without panic. 3. In the Media Center, staff should instruct students to crouch under table or near bookcase, crawl to storage room or conference room (only if can be done safely). In the Gym, staff will instruct students to move out the rear exit doors quickly and quietly and exit the building near the baseball field (Only if can be done safely). At the appropriate time determined by the administration or law enforcement, all injured persons will be moved to the Gymnasium for triage and / or treatment. Injured person(s) should be moved only by first responders and / or trained medical professionals. FIRE PROCEDURES TO FOLLOW: 28 1. The person discovering the fire will notify the Principal’s office immediately. 2. The Principal / Designee will sound the fire alarm immediately. 3. All staff and students will evacuate the building according to the plan. 4. Teachers will close all windows and doors in the classrooms and turn off the lights. Teachers will have their classroom roll books. 5. Principal / Designee will immediately fire commander if someone is missing. The fire commander, as on scene commander will orchestrate the search. 6. Principal / Designee will contact fire/emergency services at 9-1-1 and tell operator where point of contact will be located to meet responding fire officials. 7. Principal / Designee will notify Director of Student Services and Public Information Director. 8. Principal / Designee will keep students and staff away from building until the area is declared safe. 29 TORNADO A. WATCH: Weather conditions are right for the formation of tornadoes. PROCEDURES TO FOLLOW: 1. Teachers will continue regular classroom activities until instructed otherwise. 2. Students will not be informed of the possible danger. 3. Principal / Designee will appoint staff members to serve as lookouts on all four sides of the building. 4. Principal / Designee will notify all bus drivers of the WATCH prior to departure or by cellular phone. 5. School will be dismissed at the normal time in the regular manner, and bus drivers will follow regular routes using due caution. B. WARNING: A tornado has been sighted in the area visually and / or on radar. PROCEDURES TO FOLLOW: 1. The Superintendent / Designee or appropriate county official will notify all principals by emergency radio. 2. Principal / Designee will sound the tornado signal 3 short rings immediately. 3. Principal / Designee will send runners to notify teachers with classes outside the building to move to designate safe areas. 4. All students and staff will immediately proceed to the designated areas, assume a crouched kneeling position, and cover the back of the head/neck with hands or coats to protect eyes and heads once in the hallway. They will face away from the area with greatest potential for injury from flying glass. If a student is wheelchair bound or teacher knows of a reason that student cannot sit on floor, a chair will be provided for the student. If it is not a drill, teachers, staff and visitors will also sit on floor in tornado position. 5. All teachers will take roll and notify principal/designee if someone is missing. 6. Students and staff will not return to their classrooms until the principal/designee declares it safe to do so. 7. The custodial staff will turn off all utilities (electricity, water and fuel). TORNADO SIGHTING 30 IF THERE IS NO WARNING, BUT A TORNADO IS SIGHTED APPROACHING YOUR SCHOOL: 1. If time permits, students and staff will proceed to the interior hallway or interior room and crouch on the floor that does not have an outside wall. 2. If time does not permit, students and staff will get into the safest area of the classroom (the inside wall farthest away from doors and windows). 3. Students and staff will avoid windows, auditoriums, gymnasiums, or other structures with wide, free-span roofs. Other Incidents: BUS ACCIDENT 1. Principal/designee will go the accident site and hospital. 2. Counselor (s) and office staff will contact parents/guardians of students on bus. 31 HEALTH CONDITIONS/STUDENT OR STAFF MEMBER Critical Condition 1. Teacher, etc., will notify the principal’s office. 2. Principal/designee will notify parents (s)/ guardian (s) of student and rescue squad. Non-Critical Condition 1. Teacher/student will accompany other student to the office. 2. If the situation is minor and office personnel can handle, he/she will proceed with basic first aid procedures. However, whenever in doubt, call a first responder. SUICIDE THREAT 1. Principal/designee will notify parent/guardian. 2. Take student to a counselor. 3. If necessary, counselor will refer student / family to seek help through Mental Health. 4. DO NOT LEAVE STUDENT(S) UNATTENDED FOR ANY REASON. REMAIN WITH THEM UNTIL PARENT/GUARDIAN ARRIVES. DEATH (STUDENT OR STAFF MEMBER) 1. Principal/designee will share factual information with students and other faculty members in a manner deemed appropriate. 2. If situation warrants, principal will convene a meeting with the Crisis Response Team, contact Central Office and send counselors to work with students 3. All counselors will visit classrooms where group intervention is necessary. KIDNAPPING/CHILD SNATCHING 1. When a student is checked out of school, the office personnel will make sure that the person requesting the release has authorization to pick up student. 2. Parents should be strongly encouraged to notify school personnel of any changes in the family structure/household. 32 3. If necessary, contact the Security Resource Officers; if not available, call 911 for assistance. CHILD ABUSE/NEGLECT If a teacher has reasonable suspicion that a student is being abused/neglected, they should share this information with a Principal or Assistant Principal AND Counselor immediately!
