About CMHA
At Columbus Metropolitan Housing Authority, our mission is to serve the community by helping
people access affordable housing. By working with our collaborative partners, we develop,
renovate and maintain housing, promote neighborhood revitalization; and assist residents in
accessing needed social services. In June 2014, CMHA was awarded a $30 million, 7-year HUD
Choice Neighborhoods Initiative (CNI) Implementation Grant to transform the Columbus Near East
Side neighborhood and redevelop the Poindexter Village (PV) public housing site in partnership
with the City of Columbus, Columbus City Schools, PACT, McCormack Baron Salazar, and Urban
Strategies. CNI is focused on three core areas: 1) Housing—development of new mixed-income
housing on the PV site; 2) People—education and supportive services, primarily for former PV
residents; and 3) Neighborhood—economic development and physical improvements within the
Near East Side geography. In addition to leading CNI implementation, CMHA will make use of CNI
innovations and effective practices to support all CMHA-assisted households in reaching higher
levels of economic stability and self-sufficiency.
Scope of Position
The Senior Project Manager will serve as the local manager for the CNI People program, with
support and technical assistance from Urban Strategies, Inc., the People lead. This includes
oversight of the work of the Lead Case Management Partner and People program subcontractors.
This position will cultivate and sustain relationships with residents; education, supportive service,
government, and philanthropic organizations; and other neighborhood and regional stakeholders
engaged in implementing the CNI plan. The Senior Project Manager will also support Urban
Strategies in resident community building, leadership training, and capacity-building activities. An
essential function of this position will be to undertake People program planning, data collection,
and reporting, and manage budgets and contracts. The Senior Project Manager will also assist
other CMHA staff with: 1) CMHA resident initiatives, 2) resource development, 3) community
engagement, and 4) neighborhood development projects.

CHOICE NEIGHBORHOODS INITIATIVE
1. Serves as the local manager of the People program in collaboration with Urban Strategies, the
People lead.
2. Oversees, monitors, and coordinates the work of the Local Case Management Partner, to
assure that services are being provided consistent with their scope of services; identifies and
provides training and technical assistance as needed.
3. Oversees, monitors, and coordinates other People program sub-contractors and partners from
the private, nonprofit, and public sectors, and supports them in implementation of programs
and services.
4. Staffs the CNI Service Provider Network.
5. Develops and sustains working relationships with key partner organizations and social service
providers that have resources to support the CNI Transformation Plan goals; researches and
identifies new partners as needed to implement the People strategies.
6. Coordinates People activities with Neighborhood/Critical Community Improvements and
Housing activities; helps to assure that PV residents are able to benefit from all aspects of the
CNI transformation plan.
7. Assists Urban Strategies and CMHA in developing and implementing an Annual Plan for the
operation of the People program.
8. Tracks and reports People program metrics and engage in ongoing evaluation of programs and
services to ensure that they meet grant/funder guidelines and achieve People outcomes.
9. Supports Urban Strategies in community building, leadership training, and capacity-building
activities to strengthen and expand the ability of residents, resident leaders, and local
partners to contribute to neighborhood transformation.
10. Supports sustainability planning, fundraising, and resource development efforts as directed,
including identification of potential partnerships and funding opportunities, and assists with
writing grant or project proposals.
11. Manages project contracts and budgets.
12. Develops internal and external reports to stakeholders and partners.
13. Actively participates in internal and external meetings related to the CNI project.
OTHER DUTIES AND RESPONSIBILITIES
1. Represents CMHA in planning and implementation activities related to redevelopment of
CMHA sites and other community-based partnerships.
2. Develops linkages with government agencies, corporations, and non-profit organizations that
have the potential to assist in meeting CMHA strategic objectives or that can provide
supportive services to CMHA residents.
3. Works with CMHA staff and community organizations to plan and implement programs and
activities for CMHA public housing and Housing Choice Voucher residents.
4. Assists in the preparation of funding applications and grant management.
5. Performs other related duties as assigned by the Vice President for Planning and Development
or Chief Development Officer.
QUALIFICATIONS AND KNOWLEDGE
EDUCATION AND/OR EXPERIENCE REQUIRED:
1. Bachelor’s Degree in Social Work, Urban Affairs, Urban Planning, Public Administration, or
other related field. A Master’s degree is preferred.
2. At least five years of work experience in the non-profit, human services, or public sector,
demonstrating progressively higher levels of responsibility for managing all aspects of a
project or program, overseeing partnerships and contracts, and supervising a team of
individuals.
REQUIRED SKILLS AND/OR COMPETENCIES:
1. Excellent oral and written communication skills; able to communicate effectively with all
members of a diverse stakeholder group, from residents to professionals and executives.
2. Comfortable and effective in making presentations and facilitating group processes.
3. Ability to lead and empower team members, residents, and service partners.
4. Strong organizational, planning, and time management skills.
5. Ability to analyze and interpret socioeconomic data, and to base program designs on residentdriven and data-driven rationale.
6. A strong sense of and respect for confidentiality involving both participants and fellow
employees.
7. Able to excel in fast-paced environment with multiple service locations and a broad set of
diverse stakeholders.
8. Ability to work in a variety of settings with culturally-diverse persons and communities; ability
to be culturally sensitive and appropriate.
9. Passion for community-building and ability to share that enthusiasm with residents, staff, and
the larger community.

DESIRABLE EXPERIENCE:
1. Experience working with central Ohio public, private, and non-profit sector organizations and
leaders.
2. Familiarity with Near East Side neighborhood stakeholders, plans, and programs.
3. Experience working with public housing residents; familiarity with public housing authority
programs and services.
