Request for Proposal SFJ-2014-15 SECTION 1: INSTRUCTIONS TO SERVICE PROVIDERS 1. Definitions a. “Agreement” means the Agreement signed by the PSDF and Service Provider along with all attached documents thereto. b. “Board” means Board of Directors of Punjab Skills Development Fund, a company incorporated under section 42 of the Companies Ordinance 1984. c. “Client” means Punjab Skills Development Fund (PSDF). d. “Consortium Partner” means any entity with whom the Service Provider forms an association to provide any part of the Service jointly or severally. e. “Day” means calendar day. f. “Data Sheet” means such part of the Instructions to Service Providers used to reflect specific conditions. g. “Eligible Person” means any trainee who falls within the category defined in the data sheet. h. “Financial Proposal” means that part of the proposal which provides details about cost of the proposed training. i. “Foreign Personnel” means Personnel who at the time of being so provided had their domicile outside Pakistan. j. “Government” means the Government of the Punjab. k. “Instructions to Service Providers” means the document which provides shortlisted Service Providers with all information needed to prepare their Proposals. l. “Local Personnel” mean Personnel who at the time of being so provided had their domicile inside Pakistan. m. “LOI” means the Letter of Invitation included in the RFP as a Section being sent by the Client to the shortlisted Service Provider. n. “Personnel” means temporary or permanent staff employed by Service Provider or by any member of consortium and assigned to perform the Services or any part thereof. o. “Professional Staff” includes management, training or monitoring staff of Service Provider. p. “Proposal” means the entire set of documents consisting of Technical and Financial Proposals submitted by an organisation. q. “Reference Price” means that cost per trainee per month of the organisation scoring the highest combined technical & financial score within a trade r. “Reference Score” means the highest combined technical and financial score of a Service Provider within a trade s. “RFP” means the “Request for Proposal” prepared by PSDF for the selection of Service Providers. t. “Services” means one or more of the services specified in the data sheet and ancillary activities performed by the Service Provider in pursuance of the Agreement. u. “Service Provider” means any legal entity including Consortium, which participates in the bidding under the scheme and proposes to provide Services under an Agreement. v. “Trainee” means any eligible person who is selected for training by the Service Provider. w. “Target Area” means any area defined in the data sheet. x. “Technical Proposal” means that part of the proposal which provides information about technical aspects of the proposed training. y. “Terms of Reference” (TOR) means the document included in the RFP as a Section which explains the objectives, scope of work, activities, tasks to be performed, respective responsibilities of the Client & the Service Provider and expected results and deliverables of the assignment. 2. Introduction 2.1. The Client named in the Data Sheet will select one or more entities (Service Provider/s), in accordance with the method of selection specified in the Data Sheet for providing Services. 2.2. The shortlisted Service Providers are invited to submit Proposals (each proposal comprising of two parts a “Technical Proposal” and a “Financial Proposal”) for Services required for the assignment named in the Data Sheet. Instructions to Service Providers Page 1 Request for Proposal SFJ-2014-15 2.2.1.The Technical and Financial Proposals should be submitted trade / course wise in separate and sealed envelopes, properly labelled and contained within an outer envelope. The qualifying Technical Proposals will be the basis for agreement negotiations and ultimately for a signed Agreement with the selected Service Providers. 2.3. Service Providers should familiarize themselves with assignment conditions and take them into account in preparing their Proposals. To obtain first-hand information on the assignment, they are required to attend a capacity building/pre-proposal conference if one is specified in the Data Sheet. 2.4. Service Providers should contact the Client’s representative named in the Data Sheet to obtain additional information on the capacity building/pre-proposal conference, if required. 2.5. The Client will timely provide at no cost such inputs as specified in the Data Sheet. 2.6. Service Providers shall bear all costs associated with the preparation & submission of their proposals, attending capacity building/pre-proposal conference, if any, and agreement negotiations. The Client is not bound to accept any proposal and reserves the right to annul the selection process at any time prior to Agreement award, without thereby incurring any liability to the Service Provider. 3. Conflict of Interest 3.1. PSDF policy requires that Service Providers supply professional and objective services and at all times, hold the client’s interests paramount, strictly avoid conflicts with other assignments or their own corporate interests and act without any consideration for future work. 3.2. Without limitation on the generality of the foregoing, Service Providers and any of their consortium partners, shall be considered to have a conflict of interest and shall not be recruited under any of the circumstances set forth below: a. Conflicting assignments A Service Provider (including its Personnel and Consortium partners) or any of its affiliates shall not be hired for any assignment that, by its nature, may be in conflict with another assignment to be executed for the same or for another Client. These cases include, but are not limited to, the following: Any entity engaged for providing training services under a project shall not be engaged for third party monitoring for the same project. An entity selected for Services shall be excluded from downstream supply of any other service related to the Assignment other than a continuation of the “Services” under the on-going Assignment. Engagement of a Service Provider for different components of the same project at different times would not per se be considered a case of conflict of interest. Service Providers hired for design of a project such as to prepare Terms of Reference or to design the RFP for an assignment should not be hired for providing Services for the same project. Service Providers, or any of their affiliates assigned for a specific project, shall not undertake any other assignment which, by its nature, may be in conflict with any of their other past or present assignments. Service Providers must notify the Client if they own any proprietary products or systems which they may recommend to a Client, or if they hold any interest in such products, to ensure transparency and to ensure that no conflict shall arise in the evaluation and application of their recommendations. b. Conflicting relationships A Service Provider (including its Personnel and Consortium partners) or any of its affiliates that has a business or family relationship with a member of the PSDF Board, Management, or staff who is directly or indirectly involved in the preparation of Terms of Reference, selection process of Service Providers and/or supervision of the Agreement may not be awarded an Agreement unless conflict stemming from this relationship has been resolved in a manner acceptable to the Board throughout the selection process and the execution of the Agreement. Service Providers have an obligation to disclose any situation of actual or potential conflict that impacts their capacity to serve the best interest of their Client and Trainees, Instructions to Service Providers Page 2 Request for Proposal SFJ-2014-15 or that may reasonably be perceived as having this effect. Failure to disclose said situations may lead to the disqualification of the Service Provider/s or the termination of its Agreement. Current employees of the Client shall not work as Service Providers. 3.3 Fraud and Corruption a. PSDF requires Service Providers participating in provision of services adhere to the highest ethical standards, both during the selection process and throughout the execution of an agreement. In pursuance of this policy, PSDF defines, for the purpose of this paragraph, the terms set forth below as follows: “Corrupt practice” means the offering, giving, receiving, or soliciting, directly or indirectly, of anything of value to influence the actions of any employee of PSDF in the selection process or in agreement execution; “Fraudulent practice” means a misrepresentation or omission of facts in order to influence a selection process or the execution of an agreement; “Collusive practices” means a scheme or arrangement between two or more with or without the knowledge of the Client, designed to establish prices at artificial, noncompetitive levels; “Coercive practices” means harming or threatening to harm, directly or indirectly, persons or their property to influence their participation in a procurement process, or affect the execution of an agreement. b. PSDF will reject a proposal for award if it determines that the Service Provider recommended for award has directly or through an agent, engaged in corrupt, fraudulent, collusive or coercive practices in competing for the agreement in question. PSDF may also impose penalties on a Service Provider, including declaring it ineligible, either indefinitely or for a stated period of time, for PSDF funding, if at any time it determines that the Service Provider has, directly or through an agent, engaged in corrupt, fraudulent, collusive or coercive practices in competing for, or in executing, a PSDF funded project. c. PSDF will have the right to inspect Service Provider’s accounts and records and other documents relating to the submission of proposals and agreement performance, and have them audited by auditors appointed by PSDF. d. Service Providers shall furnish information on commissions and gratuities, if any, paid or to be paid to agents relating to this proposal and during execution of the assignment if the Service Provider is awarded the Agreement, as requested in the Financial Proposal submission form. 4. Single Proposal Submission Shortlisted Service Providers (TSPs) may submit separate proposals for one or more Trades / courses. There should be separate and Single Proposal for each Trade (comprising separate technical and financial proposals); If Service Providers submit or participate through more than one proposal for a single Trade, such proposals shall be rejected. 5. Proposal Validity The Data Sheet indicates how long the Proposal must remain valid after the submission date. During this period, Service Providers shall maintain the availability of professional staff nominated in the Proposal. Should the need arise; the Client may request Service Providers to extend the validity period of their proposals. Service Providers who agree to such extension shall confirm that they maintain the availability of the professional staff nominated in the Proposal, in their confirmation of extension of validity of the Proposal. Service Providers could submit new staff in replacement, which would be considered in the final evaluation for agreement award. Service Providers who do not agree have the right to refuse to extend the validity of their Proposals. 6. Formation of Consortium / Partnership Status of partnership / formation of consortium will remain as mentioned in the EOI. Change in consortium partner is not allowed. Instructions to Service Providers Page 3 Request for Proposal SFJ-2014-15 7. Clarification and Amendment of RFP Documents 7.1. Service Providers may request a clarification of any of the RFP documents up to the date indicated in the Data Sheet before the proposal submission date. Any request for clarification must be sent in writing, or by email to the Client’s address indicated in the Data Sheet. The Client will respond in writing or by email and will send written copies of the response (including an explanation of the query but without identifying the source of inquiry) to all shortlisted Service Providers. 7.2. At any time before the submission of Proposals, the Client may amend the RFP by issuing an addendum in writing or by standard electronic means. The addendum shall be sent to all Service Providers and will be binding on them. 7.3. Service Providers shall acknowledge receipt of all amendments. To give Service Providers reasonable time in which to take an amendment into account in their Proposals the Client may, if the amendment is substantial, extend the deadline for the submission of Proposals. 8. Preparation of Proposal 8.1. The Proposal as well as all related correspondence exchanged by the Service Provider and the Client, shall be written in the language (s) specified in the Data Sheet. 8.2. In preparing their Proposals, Service Providers are expected to examine in detail the documents comprising the RFP. Material deficiencies in providing the information requested may result in rejection / low scoring of a Proposal. 8.3. While preparing the Technical Proposal, Service Providers must give particular attention to the following: 8.3.1.In case of a joint venture, all members of the consortium shall be jointly and severally liable. The details of their responsibilities will be provided in letter of association. 8.3.2.All documents relating to the proposal, Forms, Appendix, & Other documents, must be bound as a single copy. Response to different sections / parts of the proposal and attached important documents must be clearly and properly flagged otherwise penalty in the form of deduction in score will be imposed. 8.3.3.Proposals received in the form of loose papers will be non-responsive. 9. Technical Proposal Format and Content Service Provider shall provide Technical Proposal on the prescribed Format being provided separately with this RFP. Information provided elsewhere will not be considered for evaluation. The Technical Proposal shall not include any financial information except for the information asked. A Technical Proposal containing financial information, other than asked, will be declared non responsive. The envelope containing the technical proposal shall be sealed and labelled as following: Technical Proposal Name of the Trade ---------------------------------------Name of Assignment: Skills for Job 2014-15 By: [name of organisation/lead organisation in case of consortium] 10. Financial Proposals 10.1. The Financial Proposal shall be prepared using the Forms provided by the Client. 10.2. PSDF will consider costs in the manner specified in Data Sheet 10.3. To ensure fair competition, PSDF reserves the right to exclude non-economic bids (i.e. such as those which include direct or cross subsidies) for setting reference score or reference price. 10.4. The envelope containing the financial proposal shall be sealed and labelled as following: Financial Proposal Name of the Trade ---------------------------------------Name of Assignment: Skills for Job-2014-15 By: [name of organisation/lead organisation in case of consortium] Instructions to Service Providers Page 4 Request for Proposal SFJ-2014-15 The Financial Proposals shall be marked by a warning “DO NOT OPEN WITH THE TECHNICAL PROPOSAL”. 11. Submission, Receipt, and Opening of Proposals 11.1. Proposal for a trade / course comprising of a technical and a financial proposal shall be submitted at the same time in an outer sealed envelope clearly marked as following. Technical & Financial Proposals Name of Assignment: Skills for Job-2014-15 Name of the Trade ---------------------------------------By: [name of organisation/lead organisation in case of consortium] Label: “DO NOT OPEN, EXCEPT IN PRESENCE OF THE OFFICIAL APPOINTED, BEFORE SUBMISSION DEADLINE Client Address as provided in Data Sheet 11.2. The Client shall not be responsible for misplacement, losing or premature opening if the outer envelope is not sealed and/or marked as stipulated. This circumstance may be a case for Proposal rejection. If the Financial Proposal is not submitted in a separate sealed envelope duly marked as indicated above, this will constitute grounds for declaring the Trade Proposal non-responsive. 11.3. The Proposals must be sent to the address/addresses indicated in the Data Sheet and received by the Client not later than the time and the date indicated in the Data Sheet, or any extension to this date in accordance with these instructions. Any proposal received by the Client after the deadline for submission shall not be evaluated. 11.4. The Client shall open the Technical Proposals immediately after the deadline for their submission mentioned in the datasheet. The envelopes with the Financial Proposals shall remain sealed and securely stored. 11.5. The original proposal shall contain no interlineations or overwriting except as necessary to correct errors made by the Service Providers themselves. The person who signs the proposal must initial such corrections. Submission letters for both Technical and Financial Proposals for each trade should respectively be in the attached format. 11.6. An authorized representative of the Service Provider shall initial all pages of the original Technical and Financial Proposals. The authorization shall be in the form of a written power of attorney accompanying the Proposals or in any other form demonstrating that the representative has been duly authorized to sign. 11.7. Hard copy of the Proposal/s shall be sent to the addresses referred to in Data Sheet. All required copies of the Proposals are to be made from the original. If there are discrepancies between the original and the copies of the Technical Proposal, the original governs. 12. Taxes 12.1. Service Provider/s will be subject to all applicable local taxes (such as: value added or sales tax or income taxes, duties, fees, levies etc.) on amounts payable by the Client under the Agreement. 12.2. Service Providers should quote the price of their services in Pakistani Rupees. Commissions and gratuities, if any, paid or to be paid by Service Providers and related to the assignment will be listed in the Financial Proposal. 13. Proposal Evaluation 13.1. From the time the Proposals are opened to the time the Agreement is awarded, the Service Providers should not contact the Client on any matter related to its Technical and/or Financial Proposal. Any effort by Service Providers to influence the Client in the examination, evaluation, ranking of Proposals, and recommendation for award of Agreement may result in the rejection of the Service Providers’ Proposal. However the Client may contact the Service Provider for seeking clarification of any aspect of technical proposal or demand any missing information. Evaluators of Technical Proposals shall have no access to the Financial Proposals until the technical evaluation is concluded. 13.3. Proposals for national and international certification will be evaluated separately. 14. Evaluation of Technical Proposals 14.1. The evaluation committee shall evaluate the Technical Proposals on the basis of their responsiveness to the information asked in this RFP, applying the evaluation criteria, specified in the Data Sheet. Each responsive Proposal of a trade will be given a technical score (St) and non-responsive bids be rejected. If a proposal fails to achieve the minimum qualifying technical score indicated in the Data Sheet, it will be rejected. 14.2. Service Providers are encouraged not to over-estimate their training capacity. 14.3. PSDF staff may also visit the training site during the technical evaluation phase to inspect facilities, equipment, location, capacity and other aspects of both the training sites and proposed hostel (if any). PSDF’s assessment about the capacity shall be final. 14.4. After the technical evaluation is completed, the Client shall inform the qualifying Service Providers about the status of their technical score for each trade. 15. Financial Proposals 15.1. In case of changes in the technical parameters, PSDF may ask the Service Provider to submit a revised Financial Proposal. In such cases, all the bidders will be given the opportunity to submit revised financial proposal. 15.2. The Client shall notify in writing Service Providers that have secured the minimum qualifying technical scores, the date, time and location for opening the Financial Proposals. Service Providers’ attendance at the opening of Financial Proposals is optional. The opening date shall be set so as to allow interested Service Providers sufficient time to make arrangements for attending the opening. 15.3. Financial Proposal of only qualifying technical proposal (scoring at least the minimum specified qualifying score mentioned in the Data Sheet) shall be opened. 15.4. Financial Proposals shall be opened in the presence of the Service Providers’ representatives who choose to attend. The name of the Service Providers and their technical scores for a trade shall be read aloud. The Financial Proposal of those who have met the minimum qualifying mark will then be inspected to confirm that they have remained sealed and unopened. These Financial Proposals shall be then opened, and the bids read aloud and recorded. 15.5. The Evaluation Committee will correct any computational errors. When correcting computational errors, in case of discrepancy between a partial amount and the total amount, or between word and figures, the formers will prevail. In addition to the above corrections, all activities and items described in the Technical Proposal but not priced, shall be assumed to be included in the prices of other activities or items. 15.6. The lowest evaluated Financial Proposal (F m), on the cost per trainee per month basis, will be given the maximum financial score (Sf) of 100 points. Final Score of a Proposal will be calculated combining technical (St) and financial (Sf) scores using the weights (T = the weight given to the Technical Proposal; P = the weight given to the Financial Proposal; T + P = 1) as indicated in the Data Sheet: 𝑆 = 𝑆𝑡 ∗ 𝑇 + 𝑆𝑓 ∗ 𝑃. 16. Selection of Service Providers 16.1. Service Provider will be ranked based upon the combined technical and financial score. The organisation scoring the highest combined score within a Trade will be selected. 16.2. If the Service Provider securing the second highest combined score in the trade is required to be selected to meet the target number of trainees, it will be offered the contract as follows: 16.2.1. Technical score is greater than the top scoring Service Provider: It will be asked to lower the cost per trainee per month to a level so that the combined score equals the reference score. In case of refusal, the offer will be made to the third highest and so forth. 16.2.2. Technical score is equal to or lower than the top scoring Service Provider: It will be asked to lower the cost per trainee per month to a level of reference price in case the cost is higher than the top scorer otherwise the contract will be offered at the bid price. Instructions to Service Providers Page 6 Request for Proposal SFJ-2014-15 In case the second ranked organisation refuses, the offer will be made to the third highest and so forth. 16.2.3. The selection process will be continued till the target number of trainees in the trade is met 17. Negotiations 17.1. Negotiations will be held at the date and address indicated in the Data Sheet, it may also be done through any mean of communication to avoid inconvenience for the Training Service Provider and or client. The invited Service Providers will confirm availability of all Professional staff, as a prerequisite for attendance at the negotiations. Failure in satisfying such requirements may result in the Client proceeding to negotiate with the next-ranked Service Provider. 17.2. Representatives conducting negotiations on behalf of the Service Provider must have written authority to negotiate and conclude an Agreement. 18. Technical Negotiations 18.1. Negotiations will include discussion of the Technical aspects of Service which may be related to trades / courses, number of classes, training locations / institutes & number of trainees as per recommendations / decision of client and any suggestions made by the Service Provider to improve the Terms of Reference. The Client and the Service Providers will finalize the Terms of Reference, trades, number of trainees, gender division of seats, locations of training, number of classes, staffing schedule, delivery schedule, logistics, and reporting. These documents will then be incorporated in the Agreement as “Description of Services”. Special attention will be paid to clearly defining the inputs and facilities required from the Client to ensure satisfactory implementation of the assignment. The negotiation may also be through communication (letter or email) or in a meeting. In case of meeting, the Client shall prepare minutes of negotiations which will be signed by the Client and the Service Provider. 19. Financial Negotiations 19.1. If applicable, it is the responsibility of the Service Provider, before starting financial negotiations, to determine the tax amount to be paid by the Service Provider under the Agreement. 19.2. The financial negotiations will be for the changes in cost of the services as a result of agreed technical modifications and or reduction in cost as mentioned under paragraph 16 above. Financial negotiations can also be for the purpose of reduction in bidding cost if the bid rate/s exceeds the maximum rate/s acceptable to client, if any fixed by PSDF Board of Directors. 20. Availability of Professional Staff / Experts Having selected the Service Providers on the basis of, among other things, an evaluation of proposed Professional staff, the Client will require written assurance that the Professional staff will be actually available. The Client will not consider substitutions during agreement negotiations unless both parties agree that undue delay in the selection process makes such substitution unavoidable or for reasons such as death or medical incapacity or other extenuating circumstances. If this is not the case and if it is established that Professional staff were offered in the proposal without confirming their availability, the Service Provider may be disqualified and next Service Provider with highest score will be invited. Any proposed substitution shall be agreed beforehand and must have equivalent or better qualifications and experience than the original candidate and be submitted by the Service Provider within the period of time specified in the letter of invitation to negotiate. 21. Conclusion of the Negotiations Negotiations will conclude with a review of the draft Agreement. To complete negotiations the Client and the Service Providers will initial the agreed Agreement. If negotiations fail, the Client will invite next Service Provider with the highest score to negotiate an Agreement. 22. Award of Agreement Instructions to Service Providers Page 7 Request for Proposal SFJ-2014-15 22.1. After completion of negotiations, the Client shall award the Agreement to the selected Service Provider/s and promptly notify all selected Service Providers who have submitted proposals. 22.2. The Service Provider is expected to commence the assignment after approval by the Client on the mutually agreed date and location. 23. Blacklisting/Debarring PSDF will have the right to debar/blacklist a Service Provider in accordance with the policy approved by the Board. 24. Notice to Proceed: The selected Service Provider will be allowed to enrol trainees and initiate training only after PSDF issues a Notice to Proceed. PSDF shall ensure the following before issuing a Notice to Proceed: Availability of training Manuals of required quality ; Availability of Training Site (class rooms, labs/ workshop, offices, other facilities & hostel (if applicable) as per required standard; Availability of Trainer and Professional Staff as per required standard. 25. Testing and Certification: The selected Service Providers are urged to fully understand its obligations for testing and certification of trainees as given in the Data Sheet. 26. Confidentiality Information relating to evaluation of Proposals and recommendations concerning awards shall not be disclosed to the Service Providers who submitted the Proposals or to other persons not officially concerned with the process, until the publication of the award of Agreement. The undue use by any Service Provider of confidential information related to the process may result in the rejection of its Proposal and may be subject to the provisions relating to fraud and corruption. 27. Performance Bond The compliance of performance bond may be required, if specified in the datasheet. Total enrolment target under the scheme is 25,000. PSDF may increase / decrease the set targets. Trade wise target varies. 10% of the approved target for the scheme per organisation / consortium. Male or Female who are residents of Lahore, Sheikhupura, Faisalabad, Chiniot, Sargodha, Gujranwala, and Narowal Districts. Target Number of Persons to be Trained Maximum Trainees per Training Service Provider Age 15 & above, Must meet the entry requirements as specified in respective training curricula, Target Group / Eligible Persons for Training (beneficiaries) Must have CNIC (B-Form for under 18 age-group) with permanent or temporary residential address of the PSDF target Districts. Must not have availed PSDF funded training prior to enrolment. Preference may be given to fresh graduates having the required minimum educational level, needy (unemployed, those with low family income, Zakat eligible) and those with aptitude for the trade on a professional basis (to exclude hobby-oriented applicants). Candidate selection will be Service Provider’s responsibility. In a month, total training hours shall be at least 120. 5 days per week working may be observed. Training may take place for six hours in a day for five days working in a week. Testing and certification from a legally authorised body is essentially required for training under this product. PSDF have special arrangements with Punjab Board of Technical Education (PBTE) and will prefer testing & certification by them. However Training Service Providers are allowed to select another similar body for the purpose of testing and certification. Testing and Certification The Service Provider will submit documentary evidence of its external testing and certification arrangements at the time of technical proposal, if other than PBTE. In case of pending finalisation of such arrangements, TSP is required to provide evidence of its correspondence with the testing and certifying agency. Notwithstanding the technical and financial evaluation of a service provider, PSDF shall not enter into contract with a service provider, unless the latter provides conclusive proof of its external testing and certifying arrangements. The Service Provider shall be solely responsible for compliance with all requirements of the testing & certifying agency and for making all arrangements for testing and certification of its trainees. It will be sole discretion of PSDF to accept or reject any proposed organization for the purpose of testing and awarding certificates. Location of Training On Job Training Job Placement Payment to Service Provider Training Fee/ Training Cost Data Sheet Anywhere in Punjab, Islamabad and Karachi. However, trainees must be of target districts. Training Service Providers are required to arrange “On Job Training” for a period of one month after completion of institutional training for at least 50% of the trained persons except where exempted. Performance of Training Service Providers in this regard will be kept in view while selecting the Training Service Providers for the next round. Costs on account of On Job Training should be included in training cost. Those Training Service Providers will be preferred who have written commitment from employers of Job placement and will be awarded high scores. Payment of stipend will be made through the Training Service Providers or by any other means as decided by PSDF and will be linked to attendance. Trainee Support (These payments will be made to trainees through Service Provider) 2 standard uniforms and one bag as per design and colour approved by PSDF will be provided to each trainee. Rupees 1,500 per trainee will be paid to the service provider who will arrange uniform and bag. If training facility is located outside the target districts, Boarding & Lodging, including meals to be arranged by the Training Service Provider as per the specified standards in Annex B. The boarding & lodging will be reimbursed on the production of actual receipts with the maximum limits specified below. @ Rs. 7,700 per month per trainee, in case of Rawalpindi / Islamabad @ Rs. 6,600 per month per trainee, in case of districts other than / Rawalpindi / Islamabad @ Rs. 9,900 per month per trainee, in case of Karachi. PSDF will negotiate Boarding cost in case of Public Sector entities. Currency Testing Fee Quoted Testing Fee rates will be negotiated with the Training Service Provider associating the Testing Authority and will be subject to approval by PSDF, if other than PBTE. PSDF has special arrangements with PBTE and Testing fee is paid directly to them. No testing and certification fee will be paid to such organization for the courses for which they will act as Training Provider as well as certification authority. Data Sheet Page 4 Request for Proposal SFJ-2014-15 SECTION 3: TERMS OF REFERENCE (TOR) Punjab Skills Development Fund (PSDF) is funding proposals for training of residents of Districts Lahore, Sheikhupura, Faisalabad, Chiniot, Sargodha, Gujranwala, and Narowal.under the scheme Skills for Job 2014-15. The purpose of the vocational training is to promote income generation opportunities of the target population. The selected training organisations will be expected to enter into a contract specifying the responsibilities and deliverables of the assignment. Select only those trainees who have not already benefited from PSDF funding verifying data of the trainees from PSDF website entering CNIC number. Select courses keeping in view the list of shortlisted courses and the skills demanded by the employers/for self-employment. Arrange training facilities, furniture and other physical facilities (e.g. washrooms, backup power, drinking water etc.) keeping in view the standard defined by PSDF. Make provision of required machinery, equipment and tools as mentioned in the curriculum. Engage competent and qualified instructors with minimum credentials as defined in the curriculum. Engage required support staff. Get the facilities and arrangements inspected by PSDF before start of training. Ensure provision of vocational training in approved skills / trades using the curriculum approved by PSDF / the certification authority and following the agreed parameters. Provide all learning aids, teaching materials, consumables, training manual and stationery required for training as per demand of curricula to the trainees free of cost. Development/Printing of training manual(s), if already not available. Manage provisions of standardised uniforms and bag as mentioned under Trainee Support. Arrange boarding facilities in case of training location is outside PSDF Districts following prescribed standards. Arrange mess for the trainees in boarding. Manage transport from place of boarding to the location of training, if required. Manage a transparent system of payment of stipend to trainees (all record to be maintained). Arrange on the job training, if proposed. Establish linkage of the trained persons with the identified and committed employers or business clients to the possible extent. Facilitate and provide access to PSDF monitoring team. Maintain separate bank account and financial record relating to the assignments. Assist PSDF or any PSDF partner in carrying out a tracer study / evaluation of the graduates. Arrange for testing & certification, if testing authority proposed by the Service Provider is other than PBTE. In case of PBTE, facilitate testing and provide timely data of trainees for enrolment of trainees with testing agency as required. Arrange printing of provisional certificates as per the format approved by PSDF. Arrange for a simple graduation ceremony on course completion and inform PSDF at least one week before the event. Assist PSDF in the arrangements of large scale graduation ceremony, if arranged by PSDF, such as transportation of graduates (cost of such ceremony will be borne by PSDF). Display prominently and safely banners / sign boards relating to the training as per design supplied by PSDF. Place the required number of trained persons for one month On the Job Training. Wood Working 12 TEVTA Annexure A Wood Carving, Lacquer & Polishing Wood Craftsmanship Wood Painting and Polishing Wood Working Page 4 Request for Proposal SFJ-2014-15 ANNEXURE B STANDARDS FOR HOSTEL ACCOMMODATION - “SKILLS FOR JOBS 2014-15” Training Providers conducting training outside PSDF target districts for the scheme shall be responsible for the security and well-being of the boarders during the time that training is funded under the contract i.e. from the date of the trainee joining the class to the date of completion of training. Specifically, the training provider will be responsible for maintaining the following standards in a hostel: Location: Hostels cannot be located in buildings that are predominantly family dwellings nor can individual boarders be housed with families. The location should not be close to any hazardous site. A full-time hostel warden shall be appointed who shall be resident in the hostel. Alternatively, complete 24/7 supervisory coverage shall be ensured by appointing more than one person in shifts. This means that a designated warden shall be present at all times in the hostel facilities. Space: The hostel shall meet the following minimum specifications in terms of space: Bedroom area: 6 sq metres per trainee Dining area: 3 square meters per trainee Common Room/Lounge 3 square metre per trainee. Furniture and Fixtures: The hostel facilities shall have the following arrangements: 1 bed with mattress and pillow, 1 chair and 1 wardrobe per trainee 2 bed sheets and 2 pillow covers Clean and functional toilet facilities Lighting, ventilation & fans Food: The training provider shall be responsible to provide food of acceptable standards to the boarders. PSDF will provide funds to the Training Provider for meeting the cost on approved rates mentioned elsewhere. TSPs are encouraged to maintain a record of purchases, utilities and services for the sake of transparency. Water: The training premises and the hostel facilities shall have clean drinking water facilities of acceptable standards. Cleanliness: The hostel premises shall be cleaned on daily basis. Separate Sites: Males and female hostels shall be located at different sites. Family Members: No family member /guest shall be allowed to stay in the hostel with boarders. Medical Cover: A first aid box shall be maintained at each hostel site. The training provider shall have on its panel a male/female doctor to whom trainees can be referred to in case of ill health. A person requiring constant medical attention shall strictly not be enrolled for training. Fire/Accidents: Boarders shall also be instructed on measures to prevent or deal with fires or accidents. Firefighting equipment shall be available on the hostel premises. Environment: A clean and healthy environment shall be ensured. Training facilities shall be sprayed with insecticides on a weekly basis. Discipline: All boarders shall be given an orientation session covering, in particular, standards of acceptable behaviour, punctuality, use of facilities etc. Care shall be taken to ensure that no disturbance/inconvenience is caused in the neighbourhood due to undesirable behaviour of trainees. Annexure B Page 1 Request for Proposal SFJ-2014-15 Boarders shall be expected to maintain high standards of discipline in their dealings with outsiders and amongst themselves. The hostel warden shall fairly and effectively deal with any issues arising between boarders. Emergencies: The warden or training providers shall provide all possible assistance to the trainees in case of any emergency situation (such as sudden illness, accident etc). It shall be the training providers’ responsibility to immediately inform the boarder’s next-of-kin and PSDF of an emergency situation threatening safety of the boarder. A contact list of guardian/next-of-kin shall be maintained by the hostel warden for this purpose. Consent: It is advisable that the training provider should obtain a consent form from parents/guardians of the trainee at the time of enrolment. This may include informing the parents/guardians of the providers’ hostel policy covering visits, access and other rules. Notice: The training provider may notify the local authorities (such as the DCO office) of the fact that a particular number of trainees, belonging to the PSDF districts, are undergoing training and are residing at specified locations, and are funded under a Government of Punjab initiative i.e. PSDF. Overstay: PSDF shall not be responsible or liable for overstay (or any consequences thereof) of boarders beyond the contract period. Visitors: The hostel warden shall only allow designated visitors. Kinship of these visitors shall be clearly established. A visiting time shall be notified and displayed. Own visits: The boarders shall be allowed for a visit only with the explicit permission of the warden and should be back in the hostel by 7:00 PM strictly. The warden shall maintain a register to record visits of the boarders and of outsiders. Hostel Rules: Training providers are encouraged to develop detailed rules (consistent with the above) and make these known to the trainees/boarders. These should also contain a system to address complaints. Monitoring: PSDF or its monitors have the right to inspect hostel facilities at any time to ensure observance of the above rules.
