PSDF funds skills development and vocational training and intends to improve income generation opportunities for the populations of selected districts of the Punjab. PSDF uses competitive bidding method for engaging service providers inviting proposals from short listed Training Service Providers and assess these on the basis of quality and cost. Under this new scheme namely “Skills for Job 2015”, Punjab Skills Development Fund (PSDF) intends to pre-qualify multiple training service providers to provide skills and vocational training (hereinafter referred to as “Training Services”) to the citizens of following districts: 1. Muzaffargarh This document provides general information and basic eligibility requirements of Training Service Providers for provision of training services. Interested training service providers who meet the eligibility requirements are invited to submit Expression of Interest (EOI). EOI must reach the following address by 25th August 2014, 05.00 PM. EOI SFJ 15 Page 2 INTRODUCTION 1. PSDF wishes to shortlist interested training service providers who will be invited to submit proposals for training services. 2. Training Service Providers will be responsible for selecting the trades/courses in which the training will be imparted from the list specified in Annex-A, selecting & training the selectees, and providing post-training support. They may select trainees from one or more target districts with no minimum restriction on the number of trainees to be proposed. 3. Training Service Providers will be engaged following Quality and Cost Basis Selection (QCBS) methodology with due consideration of geographic, sectoral and gender coverage. 4. The purpose of this document is to provide orientation to enable Training Service Providers to evaluate their interest in tendering and conducting training and is not a guarantee of the actual conditions under which the training services will be tendered or executed. Furthermore, it contains Forms and list of required documents to be submitted. 5. This Expression of Interest is governed by the procedure approved by PSDF Board of Directors. 6. Only short-listed applicants will be invited to submit Request for Proposal. 7. All documents and information received by PSDF from applicants will be treated in confidence. 8. The documents submitted to PSDF will not be returned. 9. All expenses related to participation in this Expression of Interest shall be borne by the applicants. 10. Documents shall be submitted in hard form in a sealed envelope marked as “EXPRESSION OF INTEREST: SKILLS FOR JOB 2015. 11. The envelope containing hard copy of EOI shall be received in the PSDF office at Lahore. 12. The closing date and time for receipt of Expression of Interest and required documents is 25th August 2014, 05.00 PM. PSDF reserves the right to request submission of additional information from applicants in order to clarify any aspect of Expression of Interest, if required. 13. If a Training Service Provider wishes to form consortium, information relating to consortium partner shall be provided as specified in the EOI - Form. However consortium partners with any Lead Organization should not be more than one. 14. An organization or consortium may propose training for multiple trades and multiple locations. There is no restriction on maximum numbers to be proposed. However, no organization will be awarded contract for trainees more than 10% of the approved target under this scheme. 15. Terms of Reference of Training Service Providers will be as follows: a. Plan and manage enrollment drive in the target Districts for the proposed skills training. b. Arrange the provision of properly equipped training facilities as per demand of curriculum and list mentioned in the curriculum / provided by PSDF. It includes machinery, equipment, tools, class room & lab / workshop furniture and other physical facilities (e.g. washrooms, back-up power, drinking water etc.) c. Engage competent and qualified instructors and support staff as per qualification and experience mentioned in the curriculum. d. Ensure provision of vocational training in approved skills / trades using the curriculum approved by relevant certification authority and following the agreed parameters. e. Provide all learning aids, teaching materials, consumables, and additional facilities, as per demand of curricula, free of cost to the trainees (all costs on account of these items will be included in training fee which will be paid by PSDF). f. Provide protective clothing / uniform to every trainee. g. Arrange boarding and lodging facilities for the trainees as per PSDF policies. Payment in such case will be made on presenting of actual receipts. h. Make timely stipend payments to trainees in a transparent manner according to the notified rates and maintain its record; i. Establish a system for providing reports to PSDF within stipulated time through email or on a web-based data management system. j. Establish linkage of the trained persons with the employers. Facilitate and provide access to PSDF monitoring team for the monitoring of training. Maintain separate bank account and financial record relating to the PSDF assignment(s). Assist any PSDF partner in carrying out a tracer study / evaluation of the trained persons. Arrange testing and certification from relevant accredited certification body. Arrange a simple graduation ceremony and distribute certificates to successful graduates, q. Assist PSDF in the arrangements of graduation ceremony; if graduation ceremony is arranged by PSDF at large scale (cost of such ceremony arranged by PSDF will be borne by PSDF). r. Display prominently sign boards relating to the training, on the training center. Design will be provided by PSDF s. Any other obligation agreed in the contract. t. The training service provider will be responsible for certain deliverables as per requirement of the project. PSDF reserves the right to verify any information provided by prospective bidders. False information/misstatement will lead to disqualification and rejection of the EOI; the organization may be debarred from bidding in upcoming PSDF funded schemes. PSDF reserves the right to reject any or all EOIs without stating any reason. An organization may submit only one EOI even if the service provider is interested in providing training in multiple trades or at multiple locations. The organization cannot be part of another EOI directly or indirectly. In case all or any of the owners/directors/members/trustees of an organization are also on board of any other organization(s), such organizations may submit only one EOI. In case of participation in more than one EOIs, the EOIs will be rejected. PSDF will evaluate the Expressions of Interest of only eligible organizations on the basis of capacity and previous experience. PSDF will notify the short-listed Training Service Providers. Request for proposal (RFP) documents will be made available only to the short-listed entities. In case a consortium partner is a group of colleges/institutes, it must be established that the group is a legal entity and all the colleges/institutes are registered/affiliated and owned by that legal entity. Franchises / Sub campuses will be regarded as separate entities. PSDF Target Districts are Khanewal, Vehari, Rahim Yar Khan, Bahawalnagar, Bahawalpur, Lodhran and Muzaffargarh. Admitted persons must hold CNIC (or B-Form in case age is less than 18) with permanent or temporary address of any Target District. Training Service providers can: a. Choose trades / courses from the suggested trades / list of courses specified in Annexure-A. Testing / certification from an accredited body is an essential requirement of the scheme except in case of courses for “Special Persons”. PSDF has special arrangements with Punjab Board of Technical Education (PBTE) for testing and certification of the courses mentioned in Annex A. Training service provider will submit documentary evidence of its testing arrangements with the EOI, if the same are other than PBTE. b. Training Service Providers may also propose trades/courses which are relevant to the sectors mentioned in Annexure-A and have established demand for employment subject to the condition that certification from an accredited certification authority is provided. The decision whether the course is relevant or not shall rest with PSDF and it may reject the course without assigning any reason. c. In case of training for “Special Persons”, Training Service Providers will propose trades / course which can lead to employment or income generation. Only those courses can be proposed which are relevant to sectors specified in Annexure -A. Special person courses will be evaluated separately. d. Courses with local and international certifications will be evaluated separately. e. An organization may propose a course with either national certification or international certification. Proposing the same or similar courses for both national and international certification is not allowed. Recommended duration of training is as mentioned below: 12 Months (Min 1440 conduct hours) 6 Months (Min 720 conduct hours) 3 Months ( Min 360 conduct hours) Training Service Providers are required to arrange “On Job Training” for a period of one month in specified courses after completion of institutional training. During period of “On Job Training” only stipend as approved by PSDF will be paid. Those Training Service Providers will be preferred who have arrangement to provide placement services. Training Service Providers can be: Formal Training Institutes A training institute will be deemed to be formal if it is registered / affiliated / accredited by an authority such as NAVTTC, TEVTA, Punjab Board of Technical Education (PBTE), National Training Bureau (NTB), City and Guilds, or any other accredited / authorized national/international certifying body. Public sector/government training institutes. Institutes set up under “Public Private Partnership” arrangements. HEC recognize universities. Training Institutes set up by section 42 companies. Training Institutes set up by public / private Ltd. companies. Employers who have internal training institutes (Institutes which conduct regular training irrespective of their affiliation with any accredited certifying body). Other Legal entities can apply if their consortium partner is a formal training institute and training will be delivered in such formal training institute. 2. Training Service Providers must fulfill the following conditions: i. Must be registered with any Government authority or regulatory body. ii. Must have valid NTN / FTN in name of the entity/organization. iii. Must have audited financial statements (including Auditors’ Report, Balance Sheet and Income & Expenditure Statement of Account) for last one year (2012-13 or 2013-14) issued by an ICAP Licensed Chartered Accountant (Public institutions have exemption of this condition). iv. Must agree to open a separate bank account for funds provided by PSDF. v. Must agree to allow PSDF assigned auditors to check the accounts opened for PSDF funding, as and when required. vi. Must not be blacklisted by any organization or faced contract cancellation for contractual violations by PSDF in previous training schemes. vii. Must have fully equipped workshops / laboratories for the applied courses. viii. Must have established experience of imparting training in the applied trades/courses. ix. In case of international certification, the training premises must be registered/affiliated with testing & certification authority for the proposed trades/course before the closing date of EOI. The registration/affiliation certificate must also indicate, address of institute, name(s) of course(s) as to appear on the certificate, complete code number of the course and number of allowed persons to be admitted keeping in view the available facilities. Non provision of above mentioned required information or provision of false information may lead to disqualification of the EOI. x. In case of NGOs value of assets must be Rs. 10 Million or more as per audited Balance Sheet Anywhere in Punjab, Islamabad and Karachi or adjoining districts. It will also include: • Trainers remuneration • Consumables Training Materials • Training Manual & Stationery required for training • Protective clothing • Management & Reporting costs • Depreciation / Rentals of Machinery and Equipment etc. • Utilities & Miscellaneous items • Post training support to trainees (On Job Training and Job Placement) costs (Testing fee will be negotiated and paid separately as described elsewhere. In case of Punjab Board of Technical Education, PSDF will make payment to the Board directly.) Fixed Stipend • @ Rs. 1,500 per trainee per month for day scholars. • @ Rs. 3,000 per trainee per month for boarders. • Payment of stipend will be made as per PSDF policy through the training service providers and will be linked to attendance. PSDF may engage a third party for payment of stipend directly to Trainees. • Two uniforms and a bag per trainee as per PSDF standard design & colour to every trainee. An amount of Rs. 1,500 will be paid to the service provider for the purpose who will provide uniform and bag to the trainees. If training is conducted outside the target districts, facility of Boarding & Lodging, including meals will be arranged as per PSDF policy for the trainees by the service providers. Cost on account of this will be paid on actual up to maximum rate fixed by PSDF on reimbursement basis. 1. If the training service provider choses a course listed in annexure A, the testing fee will be paid by PSDF to PBTE through its special arrangements. 2. If the testing arrangement is proposed by the training service provider (other than PBTE), the negotiated testing fee will be paid by the training service provider to the testing agency. The testing fee will be reimbursed by PSDF upon submission of paid invoices at agreed/negotiated rates. 3. No testing fee will be paid to those organizations/consortiums which are legally training providers as well as certifying authorities such as HEC recognized universities, PVTC, and NTB. Shortlisted Training Service Providers will be requested to submit trade/course wise Technical and Financial Proposals. For each trade/course separate proposal will be required. Proposals for Special Persons (all type of disabilities) will be considered under “Special Trade/course” and will be evaluated separately. Trade/course wise Training Fee per trainee per month. EOIs that do not comply with PSDF instructions will stand rejected. If any required information is found missing in the forms or written elsewhere, no credit will be given while evaluating relevant EOI SFJ 15 Page 8 section. EOIs not signed by Head of Organisation or authorized person will be rejected. In case of consortium, signature of consortium partner are also essentially required at the specified place. Page 27 Annex B STANDARDS FOR HOSTEL ACCOMMODATION - “SKILLS FOR JOBS 2015” Training Providers conducting training outside PSDF districts shall be responsible for the security and well-being of the boarders during the time that training is funded under the contract i.e. from the date of the trainee joining the class to the date of completion of training. Specifically, the training provider will be responsible for maintaining the following standards in a hostel: Location: Hostels cannot be located in buildings that are predominantly family dwellings nor can individual boarders be housed with families. The location should not be close to any hazardous site. A full-time hostel warden shall be appointed who shall be resident in the hostel. Alternatively, complete 24/7 supervisory coverage shall be ensured by appointing more than one person in shifts. This means that a designated warden shall be present at all times in the hostel facilities. Space: The hostel shall meet the following minimum specifications in terms of space: Bedroom area: 6 sq. meters per trainee Dining area: 3 square meters per trainee Common Room/Lounge 3 square meter per trainee. Furniture and Fixtures: The hostel facilities shall have the following arrangements: 1 bed with mattress and pillow, 1 chair and 1 wardrobe per trainee 2 bed sheets and 2 pillow covers Clean and functional toilet facilities Lighting, ventilation & fans Food: The training provider shall be responsible to provide food of acceptable standards to the boarders on a selfcontributory basis. To avoid any complaints related to food, the hostel warden may maintain a record of purchases, utilities and services for the sake of transparency. PSDF will provide funds to the Training Provider for meeting the cost on approved rates mentioned elsewhere. Water: The training premises and the hostel facilities shall have clean drinking water facilities of acceptable standards. Cleanliness: The hostel premises shall be cleaned on a daily basis. Separate Sites: Males and female hostels shall be located at different sites. Family Members: No family member /guest shall be allowed to stay in the hostel with boarders. Medical Cover: A first aid box shall be maintained at each hostel site. The training provider shall have on its panel a male/female doctor to whom trainees can be referred to in case of ill health. A person requiring constant medical attention shall strictly not be enrolled for training. Fire/Accidents: Boarders shall also be instructed on measures to prevent or deal with fires or accidents. Firefighting equipment shall be available on the hostel premises. Environment: A clean and healthy environment shall be ensured. Training facilities shall be sprayed with insecticides on a weekly basis. Discipline: All boarders shall be given an orientation session covering, in particular, standards of acceptable behavior, punctuality, use of facilities etc. Care shall be taken to ensure that no disturbance/inconvenience is caused in the neighborhood due to undesirable behaviour of trainees. Boarders shall be expected to maintain high standards of discipline in their dealings with outsiders and amongst themselves. The hostel warden shall fairly and effectively deal with any issues arising between boarders. EOI SFJ 15 Page 28 Emergencies: The warden or training providers shall provide all possible assistance to the trainees in case of any emergency situation (such as sudden illness, accident etc.). It shall be the training providers’ responsibility to immediately inform the boarder’s next-of-kin and PSDF of an emergency situation threatening safety of the boarder. A contact list of guardian/next-of-kin shall be maintained by the hostel warden for this purpose. Consent: It is advisable that the training provider should obtain a consent form from parents/guardians of the trainee at the time of enrolment. This may include informing the parents/guardians of the providers’ hostel policy covering visits, access and other rules. Notice: The training provider may notify the local authorities (such as the DCO office) of the fact that a particular number of trainees, belonging to the PSDF districts, are undergoing training and are residing at specified locations, and are funded under a Government of Punjab initiative i.e. PSDF. Overstay: PSDF shall not be responsible or liable for overstay (or any consequences thereof) of boarders beyond the contract period. Visitors: The hostel warden shall only allow designated visitors. Kinship of these visitors shall be clearly established. A visiting time shall be notified and displayed. Own visits: The boarders shall be allowed for a visit only with the explicit permission of the warden and should be back in the hostel by 7:00 PM strictly. The warden shall maintain a register to record visits of the boarders and of outsiders. Hostel Rules: Training providers are encouraged to developed detailed rules (consistent with the above) and make these known to the trainees/boarders. These should also contain a complaint redressal system. Monitoring: PSDF or its monitors have the right to inspect hostel facilities at any time to ensure observance of the above rules EOI SFJ 15 Page 29
