BACKGROUND The project objective is to reduce the releases of unintentionally produced persistent organic pollutants (POPs) and other globally harmful pollutants into the environment by promoting sound healthcare waste management in Kazakhstan; and to assist the country in implementing its relevant obligations under the Stockholm Convention. Uncontrolled incineration of medical waste is a significant source of dioxin and furan releases. The existing Kazakhstan’s legal system regulating healthcare waste was established by the introduction and improvements of sanitary requirements by the Ministry of Public Health in 2004, 2007, and 2012. These acts provided for prohibition of infectious waste disposal on sanitary landfills and contributed to the construction of waste incinerators in the provinces. The changes, which were introduced into the healthcare legislation were not, though, institutionally and legally coordinated with relevant environmental regulatory measures. One current example is that sanitary requirements do not fill regulatory gaps concerning imposition of hazardous healthcare waste’s transportation rules according to the UN Recommendations on the Transport of Dangerous Goods, and ADR agreement of which Kazakhstan is a party, and control of waste treatment operations, including emission standard for waste incineration. Legislation of Kazakhstan does not set emission standards for waste incineration or any other technical requirements for the given process. However, waste incinerator, as any other object of waste disposal, is to be assessed in terms of its environmental impact and has to obtain a permit for waste utilization before it sets to work. The given permit includes requirements on release of some pollutants, with the exception of uPOPs and heavy metals, with the follow up payment of relevant environmental duties. However, in reality pollution test checks are not performed; the volume of incinerator emissions is estimated theoretically in the process of getting a permit for its operation and later is to be adjusted and monitored by its owner. Thus, monitoring and control over emissions resulting from waste incineration is practically inexistent. Considerable deterioration of environmental situation is observed during incineration of infectious wastes, which according to generally accepted practice, undergo bromine chlorine disinfection prior to incineration, which leads to still greater release of dioxins and furans; chlorine compounds are released in disposal fields as well. Additional environmental problem is due to formal classification of fallouts following incineration of domestic wastes and utilization of these fallouts in disposal fields that not meant for that. Objective: “NIP update, integration of POPs into national planning and promoting sound healthcare waste management in Kazakhstan” UNDP Project is hiring a driver with a personal car on a daily basis for delivery of documents, project staff to the meeting venues and for other work-related issues. Project has varied scope of administrative and financial tasks for implementation of which visits of pilot hospitals and medical facilities located in Astana and Akmola oblast in about a 100-150km radius from Astana need to be done, as well as conduction of meetings, discussions, documents delivery and other. There will be visits of international consultants, organization of seminars, round tables and meetings within the framework of the project and project events. The driver should render respective services of transportation for project’s successive run. 2. Scope of work: Under the guidance of the Project manager and Project assistant the driver shall: 1) provide transporting services for delivery of project staff to pilot sites including other localities; 2) provide transport services for delivery of project staff to meetings and other destinations required for project work; 3) provide assistance to project team in delivery of documents and materials to various destinations for the project needs; 4) meet officials and delegations at the airport and train station if necessary; 5) perform other duties, which may be required for project work. 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Academic qualification: Secondary education, specialized technical education will be considered as an asset. Required skills and experience Valid driving license with «B» category. "BC" category driving licence will be considered as an asset. 5 years of driving experience. Knowledge of Kazakh and Russian, knowledge of English is advantage. 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. FINANCIAL PROPOSAL Contract based on daily fee The financial proposal shall specify the daily fee, other expenses, related to the work, including expenses for the fuel. Payments are made to the Individual Consultant based on the number of days worked. Interested candidates shall present the financial proposal in the separate files in accordance with the General conditions for services under the individual contracts. Financial proposal shall specify daily fee for the services. 6. EVALUATION 1. Only shortlisted candidates will be considered for the Technical Evaluation. The shortlisting will be based on respective educational background and minimal requirements for work experience. 2.
