Annex Terms of reference Position: Driver (with a personal car) Project number and title: №00085149 «NIP update, integration of POPs into national planning and promoting sound healthcare waste management in Kazakhstan» Individual contract Astana 12 months, September 2015 - September 2016 Contract type: Duty station: Duration: Background: The project objective is to reduce the releases of unintentionally produced persistent organic pollutants (POPs) and other globally harmful pollutants into the environment by promoting sound healthcare waste management in Kazakhstan; and to assist the country in implementing its relevant obligations under the Stockholm Convention. Uncontrolled incineration of medical waste is a significant source of dioxin and furan releases. The existing Kazakhstan’s legal system regulating healthcare waste was established by the introduction and improvements of sanitary requirements by the Ministry of Public Health in 2004, 2007, and 2012. These acts provided for prohibition of infectious waste disposal on sanitary landfills and contributed to the construction of waste incinerators in the provinces. The changes, which were introduced into the healthcare legislation were not, though, institutionally and legally coordinated with relevant environmental regulatory measures. One current example is that sanitary requirements do not fill regulatory gaps concerning imposition of hazardous healthcare waste’s transportation rules according to the UN Recommendations on the Transport of Dangerous Goods, and ADR agreement of which Kazakhstan is a party, and control of waste treatment operations, including emission standard for waste incineration. Legislation of Kazakhstan does not set emission standards for waste incineration or any other technical requirements for the given process. However, waste incinerator, as any other object of waste disposal, is to be assessed in terms of its environmental impact and has to obtain a permit for waste utilization before it sets to work. The given permit includes requirements on release of some pollutants, with the exception of uPOPs and heavy metals, with the follow up payment of relevant environmental duties. However, in reality pollution test checks are not performed; the volume of incinerator emissions is estimated theoretically in the process of getting a permit for its operation and later is to be adjusted and monitored by its owner. Thus, monitoring and control over emissions resulting from waste incineration is practically inexistent. Considerable deterioration of environmental situation is observed during incineration of infectious wastes, which according to generally accepted practice, undergo bromine chlorine disinfection prior to incineration, which leads to still greater release of dioxins and furans; chlorine compounds are released in disposal fields as well. Additional environmental problem is due to formal classification of fallouts following incineration of domestic wastes and utilization of these fallouts in disposal fields that not meant for that. Objective: “NIP update, integration of POPs into national planning and promoting sound healthcare waste management in Kazakhstan” UNDP Project is hiring a driver with a personal car on a daily basis for delivery of documents, project staff to the meeting venues and for other work-related issues. Project has varied scope of administrative and financial tasks for implementation of which visits of pilot hospitals and medical facilities located in Astana and Akmola oblast in about a 100-150km radius from Astana need to be done, as well as conduction of meetings, discussions, documents delivery and other. There will be visits of international consultants, organization of seminars, round tables and meetings within the framework of the project and project events. The driver should render respective services of transportation for project’s successive run. Scope of work: Under the guidance of the Project manager and Project assistant the driver shall: 1) provide transporting services for delivery of project staff to pilot sites including other localities; 2) provide transport services for delivery of project staff to meetings and other destinations required for project work; 3) provide assistance to project team in delivery of documents and materials to various destinations for the project needs; 4) meet officials and delegations at the airport and train station if necessary; 5) perform other duties, which may be required for project work. Work type: 1) The driver must be an example to all project staff in his careful attitude to safety and correct operation of vehicles, adherence to traffic rules and regulations on a road. 2) Driver is trusted the lives of passengers and therefore he/she must adhere to the traffic rules, to be extremely careful and cautious while driving and transport stoppage. 3) From the moment of departure and till return the driver is solely responsible for the safekeeping of the vehicle in accordance with legislation of the Republic of Kazakhstan. 4) Driver’s itinerary and schedule is to be confirmed by Project Manager 5) The driver has daily schedule, on which he is instructed by the Project assistant; daily schedule should be prepared the day before and the driver should be introduced to it by the end of previous work day. 6) Total work time is 8 hours per day. Responsibilities: The driver shall: a) strictly comply with this job description and orders of the UNDP project; b) behave correctly in the treatment of project experts and UNDP staff, be polite and helpful; c) report to the Project manager d) render transportation services to the project staff with strictly compliance of rules and regulations of the road traffic, setting a best example of driving practice; e) daily before work check up state of the vehicle, firefighting equipment and first aid kit; f) ensure that the vehicle is clean, the driver has an itinerary list, insurance and driver’s license; g) ensure a timely vehicle maintenance if necessary; h) upon arrival to the destination place lock up all doors of the vehicle and take necessary measures for safekeeping of the vehicle and passengers’ belongings; i) present exact information on accidents in accordance with the established rules and regulations; j) in case of technical defect or traffic accident, report the incident by calling the Project manager or Project assistant; k) if as a result of the accident the passengers who were in the car were injured, immediately take urgent measures to provide medical assistance to the victims and report to the Project manager or Project assistant; l) fill out an Act on the incident upon arrival to the project office. In all cases of the traffic violation, the driver is personally responsible; m) be responsible for timely filling a fuel tank; n) for security purposes of passengers and vehicle maintenance personal vehicle should be in excellent condition with no need for repair. Strictly prohibited: To drive in a sick and drunk state. To work with technically incompliant or not operational for trip vehicle and with nonfunctional speed meter. To transfer external passengers. To delegate driving authority to another person regardless of position and availability of driving license. Vehicle requirements: Year of manufacture should not be later than 2010. Engine capacity not less than 1.6l Minimum 5-seats, 4-5 doors. With an appropriate vehicle inspection certificate and insurance, in good condition, without needs of midterm and major repairs. Vehicle should be comfortable, equipped with airbag, central lock, air conditioning, audio system, noise blocking system. Expected outcomes and payment: Driver provides security and services on timely manner. All expenses including fuel should be included in the financial proposal. № Outcomes Payment terms Amount 1. Transfer of project staff, delivery and collection of documents, meetings and pick up of participants, delegation and project staff in the airport and station if reguired; maintenance of vehicle in a good condition Monthly Calculated based on amount of worked days according to the daily fee The driver will conclude the contract with the UNDP in Kazakhstan according to the approved UNDP procedures on employment of an individual contractor. Payment for services will be made on a monthly basis subject to the number of the days worked. Knowledge and skills: Secondary education, specialized technical education will be considered as an asset. Valid driving license with «B» category. "BC" category driving licence will be considered as an asset. At least 5 years of driving experience. Knowledge of Kazakh and Russian, knowledge of English is advantage.
