Background:
The project objective is to reduce the releases of unintentionally produced persistent organic pollutants
(POPs) and other globally harmful pollutants into the environment by promoting sound healthcare waste
management in Kazakhstan; and to assist the country in implementing its relevant obligations under the
Stockholm Convention.
Uncontrolled incineration of medical waste is a significant source of dioxin and furan releases. The existing
Kazakhstan’s legal system regulating healthcare waste was established by the introduction and improvements of
sanitary requirements by the Ministry of Public Health in 2004, 2007, and 2012. These acts provided for
prohibition of infectious waste disposal on sanitary landfills and contributed to the construction of waste
incinerators in the provinces.
The changes, which were introduced into the healthcare legislation were not, though, institutionally and
legally coordinated with relevant environmental regulatory measures. One current example is that sanitary
requirements do not fill regulatory gaps concerning imposition of hazardous healthcare waste’s transportation
rules according to the UN Recommendations on the Transport of Dangerous Goods, and ADR agreement of
which Kazakhstan is a party, and control of waste treatment operations, including emission standard for waste
incineration.
Legislation of Kazakhstan does not set emission standards for waste incineration or any other technical
requirements for the given process. However, waste incinerator, as any other object of waste disposal, is to be
assessed in terms of its environmental impact and has to obtain a permit for waste utilization before it sets to work.
The given permit includes requirements on release of some pollutants, with the exception of uPOPs and heavy
metals, with the follow up payment of relevant environmental duties. However in reality pollution test checks are not
performed; the volume of incinerator emissions is estimated theoretically in the process of getting a permit for its
operation and later is to be adjusted and monitored by its owner. Thus, monitoring and control over emissions
resulting from waste incineration is practically inexistent. Considerable deterioration of environmental situation is
observed during incineration of infectious wastes, which according to generally accepted practice, undergo bromine
chlorine disinfection prior to incineration, which leads to still greater release of dioxins and furans; chlorine
compounds are released in disposal fields as well.
Additional environmental problem is due to formal classification of fallouts following incineration of domestic
wastes and utilization of these fallouts in disposal fields that not meant for that.
Scope of work:
Under the guidance of Project manager and assistant driver will perform the following:

Provide transporting services for delivery of project staff to pilot sites including other localities;
Provide transport services to project staff and experts for meetings and other destinations required for
project work;
3) Provide assistance to Project team in delivery of documents and materials to various destinations;
4) Perform other duties which may be required for Project work
Work type:
1)
Driver should be an example for other project staff on careful attitude and usage of vehicle, following
security rules on roads.
2) Driver is trusted with passengers` lives and therefore he should follow road regulations and be maximally
attentive and careful during stopovers and traffic.
3) From starting trip and till returning back driver is responsible for vehicle maintenance according to
Kazakhstan`s legislation.
4) Driver will have a daily schedule of trips, which is informed by project assistant; daily work schedule
should be prepared a day ahead and should be known until the day before.
5) Overall work time doesn`t exceed 8 hours per day.
Responsibilities:














Driver should strictly follow terms of reference and perform Project assignments.
Driver should be polite and act accordingly.
Driver reports to project manager
Provides transporting services to project staff following road regulations demonstrating outstanding
driving practice.
Daily checks mechanical status of the vehicle, fire fighter and first aid kit
Provides clean transport, has a routing log, insurance and driving license.
If required provides servicing maintenance for vehicle.
When arriving to the site driver must close all vehicle doors and undertake relevant measures for
security of passengers` things.
Provides clear information on accidents occurred with the vehicle according to set up measures and
norms.
If faults and abnormalities with vehicle reports to project manager.
If passengers suffer in case of accidents driver provides first aid and reports on this to project
manager or assistant.
If any accident happens this should be certified upon arrival to office. Driver is fully responsible for
accidents in all cases.
Driver is responsible for fuelling vehicle.
For security purposes of passengers and vehicle maintenance personal vehicle should be in excellent
condition with no need for repair.
Absolutely forbidden:
 Drive in a sick and drunk state.
 Work with technically incompliant or not operational for trip vehicle and with nonfunctional speed meter.
 Transfer external passengers
 Delegate driving authority to another person regardless of position and availability of driving license.
Vehicle requirements:
 Year of issuance should be later than 2000
 Availability of 5 posts at least, 4-5 doors.
 Compliance with security standards, insurance, good vehicle condition with no repair required.
 Vehicle should be comfortable, equipped with safety cushion, central lock, air conditioning, audio
system, noise blocking system issued not later 2000
Expected outcomes and payment:
Driver provides security and services on timely manner.
All expenses including fuel should be included in financial proposal.

Knowledge and skills:
 Secondary specialized education.
 Vehicle compliant with requirements.
 Valid driving license with «B» category.
 5 years of driving experience.
 References from previous employers.
 Knowledge of Kazakh and Russian, knowledge of English is advantage
