Mayo Mental Health Service provides a range of mental health care, i.e. acute, residential
and community care strategically located throughout Co Mayo

Professionally Responsible to: The Director of Nursing
Liaises with: Students’ third level institute, staff and managers of clinical placements /
service areas and all other stakeholders for undergraduate nursing programme
Purpose of the Post
The Clinical Placement Co-ordinator (CPC) will guide and support pre-registration nursing
students and staff in assigned clinical areas to ensure that the clinical placement meet the
requirements of the education programme with regard to planned experiences and
learning outcomes. The additional remit of CPC post includes the provision of support to
students in all learning environments including those beyond the principal teaching site.

Responsibilities

Support of nursing students in the clinical setting
 To assist in the supervision of nursing students during their clinical placements this
will include external clinical placements. The CPC will link with the Director Of
Nursing and CNM in the external placement sites
 The CPC will assist nursing students to adapt to the clinical environment assisting
with orientation programmes
 Creates a climate in which nursing students feel valued, free to express themselves
and seek assistance, support and advice
 The CPC will provide guidance to students and registered nurses/preceptors on any
issues relating to students’ clinical placements, which arise in the clinical areas
 Be familiar with Mental Health Commission rules, regulations and codes of practice.
Learning Environment
 The CPC will assist in creating a clinical environment, which enhances and increases
the students’ clinical competence. The CPC will give encouragement and support to
assigned students during the clinical placements and enables students’ to build
confidence
 The CPC will ensure that each student is assigned to and assessed by a designated
Registered Nurse (Preceptor)
 The CPC will monitor and report to the CNM and ADON Nurse Practice Development
any practices, procedures or behaviours in the clinical areas which would create a
diminished learning environment for the nursing student and might adversely affect
their performance

The CPC will assist and participate with appropriate nursing personnel in formulating
and implementing corrective measures to enhance nursing practice in all clinical
areas
The CPC will assist in the development and revision of learning outcomes for the
clinical placements in partnership with the CNM and nursing staff
The CPC will act as a resource person for clinical staff. The CPC will fulfil a role in
auditing the clinical learning environment


Management of Clinical Placement
 The CPC will monitor nursing performance in the clinical setting and discuss the
strengths and development needs with the student and the CNM/Registered Nurse
(Preceptor) and Link Lecturers
 The CPC will advise CNM and Preceptor/Registered Nurse on the learning needs of
individual students as required
 The CPC will take responsibility for any documentation relating to the nursing student
which is assigned by the Director of Nursing and Midwifery
 The CPC will liaise with the Allocation Liaison Officer on all issues regarding both
supernumerary and Internship placement allocations of the student
 The CPC will ensure that the nursing student adheres to the Code of Professional
Conduct (An Bord Altranais 2000) at all times
Assessment of Competence
 The Registered Nurse/Preceptor is the primary teacher in the clinical area. The CPC
will support this clinical teaching and be involved in the preparation of nursing
students for practice placement where appropriate
 The CPC will verify the student’s progress through assessment in a collaborative
approach with the Registered Nurse (Preceptor) in accordance with agreed
competence assessment procedures and requirements and standards of An Bord
Altranais (2005)
 The CPC will liaise with the Link Lecturer assigned to the clinical areas and discusses
individual students’ performance and special learning needs and where necessary
assist in the implementation of an action plan to facilitate development needs
Practice Development
 The CPC will work as a member of the Nurse Practice Development Team on quality
initiatives such as policy, procedure, protocols and guideline development, clinical
audit and development of nursing documents
 The CPC will participate in nursing practice development initiatives including the
provision of education, training and information sessions when applicable
 The CPC will represent the NPDU on local and regional groups if requested by the
ADON in Nurse Practice Development
 The CPC will link with staff in the clinical areas facilitating the identification of practice
development opportunities and the introduction of any new practices
Health & Safety
The CPC will:





Ensure that effective safety procedures are developed and managed to comply
with statutory obligations, in conjunction with relevant staff e.g. health and safety
procedures, emergency procedures
Observe, report and take appropriate action on any matter which may be
detrimental to staff and/or service user care or well being / may be inhibiting the
efficient provision of care
Assist in observing and ensuring implementation and adherence to established
policies and procedures e.g. health and safety, infection control, storage and use
of controlled drugs etc.
Ensure completion of incident / near miss forms / clinical risk reporting
Adhere to department policies in relation to the care and safety of any equipment

supplied for the fulfilment of duty
Have a working knowledge of HIQA Standards as they apply to the role for
example, Standards for Healthcare, National Standards for the Prevention and
Control of Healthcare Associated Infections, Hygiene Standards etc.

Eligibility Criteria
Each candidate must at the latest date of application: -
Qualifications and/ or
experience
Be registered in the Psychiatric Division of the Register of Nurses kept by An Bord
Altranais or be entitled to be so registered
And
Possess a 3rd Level Qualification at Level 7 (ordinary degree) or higher
And
Have at least 5 years post registration experience of which 2 must be in a student learning
environment
And
Have completed a Teaching and Assessing (Preceptorship) course
And
Have the clinical, managerial and administrative capacity to properly discharge the
functions of the role.
Health
A candidate for and any person holding the office must be fully competent and capable of
undertaking the duties attached to the office and be in a state of health such as would
indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.
Age
Age restrictions shall only apply to a candidate where he/she is not classified as a new
entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate
who is not classified as a new entrant must be under 65 years of age on the first day of the
month in which the latest date for receiving completed application forms for the office
occurs.

Clinical Placement Co-Ordinator
The initial vacancy for this post is permanent and whole time. This
post is pensionable. A panel will be formed from this recruitment
campaign and future permanent or specified purpose vacancies will
be filled from this panel. The tenure of these posts will be indicated
at "expression of interest" stage.
Appointment as an employee of the Health Service Executive is
governed by the Health Act 2004 and the Public Service Management
(Recruitment and Appointment) Act 2004.
The Salary scale for the post is: €47,089 to €55,852
As at 01/01/2010
The standard working week applying to the post is 39 (Mon-Fri)
HSE Circular 003-2009 “Matching Working Patterns to Service
Needs (Extended Working Day / Week Arrangements); Framework
for Implementation of Clause 30.4 of Towards 2016” applies. Under
the terms of this circular, all new entrants and staff appointed to
promotional posts from Dec 16th 2008 will be required to work
agreed roster / on call arrangements as advised by their line
manager. Contracted hours of work are liable to change between
the hours of 8am-8pm over seven days to meet the requirements for
extended day services in accordance with the terms of the
Framework Agreement (Implementation of Clause 30.4 of Towards
2016).
The Annual Leave applying to the post is
5-10 years service = 26 days
> 10 years service = 28 days
Membership of the HSE Employee Superannuation Scheme applies
to this appointment.
Existing Members who transferred to the HSE on 1st January 2005
pursuant to Section 60 of the Health Act 2004 are entitled to
superannuation benefit terms under the HSE Scheme which are no
less favourable to those to which they were entitled at 31 st
December 2004.
Appointees to posts in the Mental Health Services which formerly
attracted fast accrual of service should note that the terms of
Section 65 of the Mental Treatment Act 1945 do not apply to New
Entrant Public Servants as defined by Section 12 of the Public
Service Superannuation (Miscellaneous Provisions) Act 2004.
Every appointment of a person who is not already a permanent officer
of the Health Service Executive or of a Local Authority shall be subject
to a probationary period of 12 months as stipulated in the Department
of Health Circular No.10/71.
