Dy. Chief Signal & Telecommunication Engineer/Works/Ludhiana, Northern Railway for & on
behalf of President of India invites sealed OPEN tender in Single packet system from the
experienced & established contractors having sufficient experience in similar work and satisfying
minimum eligibility criteria on the prescribed form for the under noted work:
“Modification and Shifting of Railway S&T utilities
affecting DFCCI alignment on Sirhind-Sahnewal section
of Ambala division of Northern Railway”.

Note: The tender document can be down loaded and used for
submitting the offer. This facility is available free of cost,
however the cost of the tender documents will have to be
deposited by the tenderer in the form of Bank Draft payable
in favour of FA & CAO/C, Northern Railway, Kashmere
Gate, Delhi along with tender document. This should be paid
separately and not included in the Earnest Money. In case
tender is not accompanied with the cost of tender document
as detailed above, the tender will be summarily rejected.

Necessary changes, Corrigendum / addendum, if required,
would be posted on the web site at least 10 days in advance
of opening of the tender and may be seen on the web site.

draft of Rs.10,500/- (Rs. Ten thousands Five hundred only)
in favour of FA & CAO/C, Northern Railway, Kashmere
Gate, Delhi.

Telecommunication Engineer/Works, Northern Railway, Ludhiana. The cost of tender document
is non-refundable and the tender document is non – transferable.
Notes:
1. Tender without Earnest Money shall be summarily rejected.
2. Joint Ventures are not eligible for this tender.
Minimum Eligibility Criteria:
a) Technical Eligibility:
As a proof of technical experience/competence, the tenderer/s should have physically
completed successfully at least one similar single work for a minimum value of 35% of
advertised tender value, including the cost of cement and steel, in the last three financial
years (i.e current year and three previous financial years) up to the date of opening of
the tender.
The following will be applicable for evaluating the eligibility :
i)
Similar nature of work physically completed within the qualifying period i.e. the last
three financial years and current financial year (even though the work might have
commenced before the qualifying period) will only be considered in evaluating the
eligibility criteria.
ii) The total value of similar nature of work completed during the qualifying period and
not the payments received within qualifying period alone, will be considered.
iii) In case, the final bill of similar nature of work has not been passed and final
measurements have not been recorded, the paid amount including statutory
deduction is to be considered. If final measurements have been recorded and work
has been completed with negative variation, then also the paid amount including
statutory deduction will be considered.
iv) However if final measurement have been recorded and work has been completed
with positive variation but variation has not been sanctioned, original agreement
value or last sanctioned agreement value whichever is lower will be considered for
judging eligibility.

Financial Eligibility:
As a proof of sufficient financial capacity and organizational resources tenderer
should have received the total payments against satisfactory execution of all
completed /on-going works of all types (not confined to only similar works) during
last three financial years and in the current financial year (up to the date of opening
of the tender) of a value not less than 150% of the advertised cost of work including
the cost of cement and steel.
Note :
(i) The tenderer/contractor shall submit a statement of payment received during the last
three financial years and current year on the prescribed Performa. The details shall
be based on Form-16A issued by the employer i.e. the certificate of deduction of tax
at source under section 203 of the income tax act.1961. The photo copies of Form
16A shall be enclosed duly attested by Notary Public with seal and Notarial stamp
thereon.
(ii) Authentic certificate shall be produced by the tenderer(s) to this effect which may be
an attested certificate from the employer/client, Audited balance sheet duly certified
by the chartered Accountant etc.
For Judging the technical eligibility and financial capability, only those works which had
been executed for Government/ Semi- Government organizations shall be considered
and tenderer(s) will submit the certificate to this effect from the officer concerned duly
signed under official seal. It should be noted that credential for the works executed
for Private Organizations will not be considered.

Submission of tender documents & opening of tender:
Tender Documents complete in all respects with all Documents/ credentials in one large sealed
envelope super scribing the name of work, should be deposited in the tender box allotted for the
purpose in the Office of Chief Signal & Telecom Engineer/Project, N. Rly, New Delhi or Deputy
Chief Signal & Telecommunication Engineer/Works/Ludhiana on the specified date & time.
Tender duly sealed in the prescribed manner can also be sent through registered post so as to
reach in the above mentioned offices not later than date and time specified above. Any tender
received after the specified date/time is liable to be rejected. Railway will not be responsible for
delay in transit or damage or loss of tender document sent by post.
Note: After opening of tender, any document/credential pertaining to the Technical & Financial
eligibility and constitution of firm will neither be asked nor be entertained/considered under any
circumstances and no claim or representation whatsoever in this regard, from the tenderer shall
be entertained. However, the Railway reserves the right to ask for any clarification on the
documents already submitted by the tenderer along with the offer.
The tender notice is also available on Northern Railway Website www. nr. indianrailways. gov.
in and tender document will be available on this web site from the date of sale of tender papers.
Railway administration will not be responsible for any delay/difficulties of the downloading
facility from Internet for any reason whatsoever. In case of any discrepancy between the English
version of tender notice and its Hindi translation, the concerned content of English version shall
prevail and will be binding on the tenderer(s). In case of any discrepancy between the tender
documents downloaded from Internet and the approved master copy available in this office, the
later shall prevail and will be binding on the tenderer(s). No claim on this account will be
entertained.
If the tenderers deliberately give wrong information about credentials/documents in his/ their
tender, Railway reserve the right to reject such tender at any stage, besides shall suspend the
business for one year with Indian Railways.
